New City Hall/Police Station Expansion Groundbreakin.q
As City Council will have an opportunity to consider authorization of
expenditures governing the New City Hall and Police Station Expansion
Program during Wednesday evening's meeting, please be advised that a
groundbreaking ceremony has been scheduled to take place Thursday
September 25th beginning at 1:30 p.m. This event will be fairly brief, to last
approximately 30 to 45 minutes. Both Mayor Walter Barnes and myself will
offer a few words relative to the importance of implementing these projects,
as well as construction of the Municipal Complex Park to be initiated in the
coming weeks. The attached press release will be advertised (via a
summarized invitation format) in both the Press Journal Newspaper and
Sebastian Government Channel 25 beginning this weekend and early next
week, as visitors and residents will be afforded an opportunity to join us.
The event will also feature unveiling of a construction site sign, which will
feature renderings of both facilities. Please feel free to join all of us for this
momentous occasion, as ceremonial helmets and shovels will be made
available for each of you and other city officials as part of the celebration.
Incorporation of Historic Train Station with Louisiana
Avenue Area Improvement Pro.qram
As the Florida East Coast Railroad recently decided not to work with the City
of Sebastian in terms of purchasing the 2.31-acre parcel on the south side
of Main Street west of the Coldwell Banker Building, another opportunity
possibly exists to locate the Sebastian Historic Train Station in this general
vicinity. A meeting took place earlier this week with staff from WCG
Engineering to discuss possibilities of incorporating such relocation as a
component of the Louisiana Avenue Area Improvement Program. The City
of Sebastian may very well have the ability to position the train station on

Louisiana Avenue at the present site of the sign shop (Some of you may
recall that the engineering plans governing this project reflect the necessity
of utilizing this space to accommodate drainage retention. Revisions to the
plan are therefore currently being considered to also accommodate the
station's location on this parcel). Recommendations may very well be
offered publicly as to the feasibility of incorporating the train station with the
Louisiana Avenue enhancements during an October regular meeting, to
include respective financial adjustments, as well as change orders for
engineering and architectural services.
City of Sebastian Economic Development Marketing Plan
Representatives from Patterson Bach Communications, Inc. will join us
during your October 8th regular meeting to present and discuss progress
relative to the Sebastian Strategic Economic Development Marketing
Communications Plan. A respective document, rather voluminous
containing approximately 80 pages of text and appendix information, will
outline proposed goals and objectives, as well as offer recommendations to
identify prospective businesses and respective long term policies for
commercial attraction and development. Copies of this report will be
delivered Friday October 3rd with your agenda packet, as each of you will
therefore have the ability to review it in advance of the meeting. City
Council will therefore also have the opportunity to provide direction to
continue proceeding with economic development policy formulation via
partnership with Patterson-Bach after concluding the aforementioned
discussion.
Program Year 2003-2004 Concert in the Park Series
Please find the attached letter as compiled and delivered by Sebastian River
Area Chamber of Commerce Executive Director Beth Mitchell that outlines
the 2003-2004 Concert in the Park schedule. Performances have been
scheduled to take place every second Thursday of the month from October
2003 to June 2004 beginning circa 5:30 p.m., except December due to the
holiday season. The April 2004 event will feature a concert specifically
showcasing the Arlo Guthrie Family, to begin earlier that afternoon.
Additional arrangements and preparations for this particular concert may
likely have to be addressed by the City of Sebastian. I will therefore offer a
report outlining such, prior to details of this event being finalized.

Out of the Office
As I will be representing the City of Sebastian at this year's International
City/County Management Association Annual Conference beginning
tomorrow afternoon, please be advised that I will be out of the office Monday
and Tuesday. I am scheduled to return to Sebastian Tuesday late evening,
enabling me to report back to City Hall Wednesday morning September
24th. YOU may therefore feel free to contact Police Chief Jim Davis in the
event of any emergencies that may arise during my brief absence. City
Clerk Sally Maio will be available to address any communication issues.
Should any of you require to speak with me personally during this time, I will
be accessible via cellular telephone. No information letter will therefore be
delivered next week.

Suffolk Construction and Capp Custom Builders to Break
Ground on the New City Hall and Police Station in Sebastian,
Florida on September 25, 2003
Sebastian, Florida ... Suffolk Construction Company of West Palm Beach, Florida teamed with
Capp Custom Builders of Sebastian, Florida had been awarded the construction contract for the
New City Hall and Police Facility Expansion and Renovation in the City of Sebastian earlier this
year. Groundbreaking ceremonies will be held in order to kick-off the new project. Please join
us on the grounds of the City Hall and Police Station for this momentous event. This'wi]l give
you a chance to meet the City Council Members and other city officials, the General Contractor
and the Architect. Refreshments and drinks will be served for your enjoyment. The ceremonies
will be taking place on September 254, 2003 from 1:30 pm to 2:00.
The West Palm Beach based architectural firm REG Architects, Inc. has designed a Florida
Mediterranean Vernacular style City Hall and Police Station expansion. The new two-story,
23,000 square foot City Hall design complements the current City Hall building, which is
housed in a 1920's historic school building that will be converted for community use. The
Police Station will be a one story 19,000 square foot facility. Amenities include a courtyard,
pedestrian walks and expanded parking. REG's diverse experience in local architecture,
planning and interiors has been insh'umental through the design phase of this project and will
prove to be a tremendous asset to the project going forward.
The New City Hall, which will include a larger council chambers, will be located between the
existing City Hall and police station. It is scheduled to be completed by Fall 2004. The
expansion of the police station should be finished late 2004.

Concerts in the Park, 2003-2004

Dear Mr. Moore:
I am pleased to provide you with the schedule for the Concert in the Park Series for the
years 2003-2004. The following dates have been planned for the Concerts at Riverview
Park:

June 10th, 2004
All Concerts are scheduled for the second Thursday of each month, with the exception of
the month of April. We are planning a special concert with the Guthrie family for April
10th, 2004, to be held in mid - late afternoon. As the details of that event become final I
will schedule a meeting with you and staff to review that particular concert.
We are looking forward to another successful series this year, and very much appreciate
the partnership with the City of Sebastian.
