Stormwater Utility Revenue Bond Issuance Process
Consistent with reports offered earlier this year, recommendations are soon
to be offered relative to a revenue bond issuance program to help finance
stormwater related infrastructure projects citywide - those specifically
referenced in the capital improvement program section of the recently
adopted Sebastian Stormwater Utility Master Plan. As such, numerous
telephone conferences recently took place via my office and with
representatives from Kirkpatrick Pettis (Jeff Larson) to discuss various
strategies to successfully implement such an effort. As referenced in the
attached electronic mail message as compiled and delivered by Kirkpatrick
Pettis representative Bill Spivey, representatives from the City of Sebastian,
including myself, will meet at the offices of Nabors, Giblin and Nickerson in
Orlando later this month to discuss and outline the necessary process, as
well as to compile more formal recommendations to be presented for City
Council review and consideration. An initial educational session for you
regarding a portion'of this overall effort will be next Wednesday evening's
presentation from George Nickerson relative to funding seawall repair and
the canal detention/retention opportunities possibly available to
neighborhoods north of Sebastian Boulevard/County Road 512. Respective
proposals are to therefore be presented during your October 8th regular
meeting.
Sebastian Child Passen.qer Safety Pro.qram
As referenced in the attached letter from Ms. Carla Sims, Traffic Safety
Administrator, Florida Department of Transportation, the City of Sebastian
was recently selected to participate in the Florida Child Passenger Safety
Program. This initiative involves distributing child safety seats, fitting station
supplies and educational materials outlining proper child transport

requirements and guidelines useful to both parents and others concerned
about child safety. A fitting station trailer is to therefore be positioned at the
Sebastian Police Station in Fiscal Year 2004, to assist staff's administration
of this special program. Residents will soon therefore be welcome to
participate. More information concerning the program, including timeframe
for implementation, will be become available and disseminated throughout
the community in the coming weeks.
Official Written Notification- Sebastian Historic District
To compliment the report offered a couple weeks ago relative to the
successful National Register Designation of the Old Town Sebastian
Historic District, the attached letter of congratulations from Florida Secretary
of State Glenda Hood officially acknowledges this accomplishment. The
Department of Growth Management will therefore soon be in position to
solicit recommendations from the Florida Bureau of Historic Preservation
relative to guidelines to govern restoration of facilities located in the district.
As such, recommendations for incorporation into the Sebastian Land
Development Code may therefore be offered after such exercises have
been completed.
Banner and Kiosk Program
In an effort to respond to a question raised by Councilmember Joseph
Barczyk during your last meeting relative to the status of the banner and
kiosk program as governed via an agreement with CGI Communications,
Inc., the attached electronic mail message as compiled and delivered per
my request by company vice president Frank Buono confirms that new
banners will be delivered next week with installations to be completed by the
week of September 22nd. Although our agreement with CGI references the
installation of a kiosk unit (similar to the size, function and scope of an ATM
machine), my office was recently informed that the program is being revised
to be implemented via world wide wed access - an internet based streaming
video highlighting Sebastian's attributes, including educational, healthcare,
tourism opportunities, public facilities and businesses. Such a modification
may necessitate revisions to the agreement, if so directed. I will inform you
of respective recommendations if it is deemed appropriate to do so.

September 11th Moment of Silence Ceremony
Consistent with a tradition that began last year, employees and residents
are being invited to assemble in front of City Hall to participate in a brief
moment of silence ceremony to both honor and pay respect to victims of the
September 11, 2001 Attack on America tragedy. The gathering will take
place Thursday, September 11th beginning at 8:30 a.m. to accommodate a
moment of silence to be facilitated circa 8:35 a.m., the approximate time of
the first airplane strike to the World Trade Center. The observance will also
feature flags at City Hall to be positioned a half-mast (as will be the case for
all American Flags flying at municipal facilities). Each of you is therefore
more than welcome to join us.

This email is to confirm that we will meet September 30th at the offices of Nabors, Giblin
& Nickerson, P.A. located at CNL Center, Suite 510, 450 South Orange Avenue in Downtown
Orlando. The time of the meeting has changed from 10:00 am to 10:30 am and we will ask
that you block off the rest of the day. We will be reviewing the project, financing
options, bond documents, POS, and timetable at our meeting in order to target the 10/8/03 ~
City Council meeting to approve the Bond Resolution and Delegation parameters.
* A timetable and distribution list will be sent out by the end of the week.
* The most recent, amended Stormwater Master Plan (SMP) is being email to me tomorrow
by CDM. I will forward it to the group once it arrives. The SMP has not been accepted by
the SJRWMD and CDM is currently working on additional amendments and Requests of
Additional Information (RAI) from the SJRWMD. Once complete, a letter from the SJRWMD
staff accepting the SMP is anticipated, no permits required per Doug Multin of CDM.
* An initial draft of the Bond Documents and POS will need to be distributed as soon
as possible.
Let me know if anyone needs a copy of the Ordinance establishing the Utility System or the
Resolution establishing the stormwater fee.

Dear Chief Davis:
Congratulations, your agency has been selected to receive Highway Safety Grant funded items for the
above referenced project.
However, due to the overwhelming number of requests from agencies like yours, and the desire of our
office to fund as many local child passenger safety programs as possible, we have implemented the
Florida Child Safety Seat Distribution Program. This initiative includes distributing child safety seats,
fitting station supplies, educational materials, and a fitting station trailer directly to your agency, through
one grant funded subgrantee. This subgrantee will function as a centralized point of contact for the
purchase and distribution of all approved materials. Therefore, the correspondence you receive
concerning receipt of grant funding will not include a dollar amount awarded directly to your agency, thus
reducing your agency's administrative requirements and eliminating your financial responsibilities, so
that all efforts will be directed toward saving lives and reducing life-long injuries in your community.
A follow up letter from our office will be sent to your agency in early September 2003, regarding more
specific details of the program. Please remember your agency has been selected to be part of the Florida
Child Safety Seat Distribution Program, and not a direct subgrantee. Therefore, your agency will not be
required to complete a Subgrant Application, nor attend the Pre-work meeting required for those
receiving direct funding. A separate Pre-work meeting will be scheduled for participants in the Florida
Child Safety Seat Distribution Program.
We look forward to working with you. However, if your agency is unable to conduct child passenger
safety initiatives because grant funding is not being provided for such items as personnel or vehicles, your
agency does not currently have a AAA certified technician on staff, or your agency is unable to collect
funds or donations for child safety seats distributed, please immediately contact Lorie Ray or Kristen
Busby at (850) 488-5455 to withdraw your agency from this program.

Statement of the Problem:
Florida's child safety seat misuse rate is currently over 96% (AAA, 2002). Through
checkup events staffed by certified technicians, Sebastian Police Department has found
97% of the child safety seats checked were incorrectly installed. The City of Sebastian
also has several children not using any type of child restraint. Child Safety Seats reduce
fatal injury by 71% for infants and by 54% for toddlers in passenger cars (NHTSA
Traffic Safety Facts, 2001). The City of Sebastian is lacking the resources to provide a
fitting station at the Sebastian Police Department and also provide a mobile fitting station
for all area residents ~f that frequent the City of Sebastian. Many parents are not
buckling up in the City of Sebastian. When a driver is unbuckled, 70% of the time child
occupants are not buckled (Ford Motor Company, 1996). The following data is provided
from the "2000,2001,2002 Observational Survey of Safety Belt and Child Restraint Use
in Florida." We are a small agency with very ~proactive approach to today's problems
but funding is a problem for us at this time.

Proposed Solution:
The Sebastian Police Department will provide fitting station hours at the department on
the first and third Wednesday of the month or by appointment. We will also provide seat
checks at other locations and events. Due to our storage limitations we will need a trailer
to be used solely for Child Passenger Safety activities, allowing us to safely secure seats,
supplies and enable us to use the trailer as a Mobile Fitting Station. The fitting station
will provide occupant protection education, help parents/caregivers learn how to properly
install a child safety seat, and encourage parents to always buckle up everytime they get
into a vehicle. If a certified technician assesses a family will need a replacement seat, the
Sebastian Police Department will collect a fee or accept a donation for lower income
families or have the family pay "cost" for the seat, if they can afford one. Only certified
technicians will provide child passenger safety education and distribute seats. If a seat is
distributed, the child and the vehicle will be present, a fee or donation will be collected,
and only one seat will be distributed per child. Seat distribution will be targeted towards
families unable to afford a seat. The City of Sebastian has two elementary schools that
service almost half lower income families so this service is greatly needed.

The City of Sebastian banners will be delivered the week of 9/8/03. The banners are expected to be installed by 9/23/03.
With regards to the kiosk we have made dramatic advancements. We will provide the City of Sebastian with streaming video
