City Council Information Letter

Advertisements and Scheduling for New City Hall/Police
Subcontractor Services and Groundbreakin.q Ceremony
As City Council recently authorized additional services from REG and
Associates to compile and revise final architectural and engineering plans to
govern construction of the Sebastian Municipal Complex (New City Hall,
Police Station Expansion, active and passive park features, infrastructure,
etc.), please be advised that specific efforts regarding this effort will include
respective design changes and mechanical design upgrades. Such
arrangements will therefore require approximately two additional weeks of
staff time to implement these tasks, as well as administer the subcontractor
proposal solicitation process necessary to secure the most accurate pricing
submittals possible. As such and as referenced in the attached
memorandum from REG, city staff, as well as representatives from REG,
Suffolk Construction and Capp Custom Builders have decided to reschedule
respective recommendations to City Council from August 27th to your
September 24th regular meeting. Concurrently, the groundbreaking
celebration has been rescheduled to take place Thursday September 25th
circa 1:30 p.m. This preconstruction timeframe does not alter the project
completion schedule, as we are still in position to conclude the program in
Fall 2004. An advertisement welcoming residents to join us at the
groundbreaking will be published in the Press Journal Newspaper a week or
so in advance of the ceremony. Each of you may therefore feel free to
adjust your schedules accordingly.
Louisiana Avenue Area Improvement Program

various pre-construction related tasks necessary to begin the Louisiana

Avenue Area Improvement Program, notably those related to the dedication
of easements necessary to implement the project. As such, a public
meeting has been scheduled to take place Tuesday, August 26th beginning
at 6:00 p.m. in City Council Chambers to discuss timeframes and other
aspects of the project. The session will be co hosted by representatives
from WCG Engineering and Jordan and Associates, as presentations
relative to various civil engineering matters and Community Development
Block Grant requirements will be addressed accordingly, including an
unveiling of the respective horizontal plan to govern improvements
accordingly. The attached draft notice is therefore being delivered to
residents and property owners in the Louisiana Avenue corridor as a means
of extending a formal invitation to participate in the meeting. Any of you may
therefore feel free to join us if interested.
Lifestyles SkateboardinR Competition
Just a reminder that the Barber Street Sports Complex will be the host site
of a skateboarding competition tomorrow from 10:00 a.m. to 5:30 p.m. The
event, directed by Sebastian Boulevard's Lifestyles Skate Shop, will feature
approximately 30 skaters, as well as a professional demonstration during
the end of the event. As reported during your last meeting, the City of
Sebastian will receive a higher park entrance rate per contestant - as a
result of the exclusive use of the facility to accommodate the event. Normal
public hours of operations will resume Sunday!
Florida Lea.clue of Cities Conference
As most, if not all of you will be representing the City of Sebastian at this
year's Florida League of Cities Annual Conference beginning in the coming
days, please be advised that no information letter will be delivered next
week. Although I will not be participating in the conference, I may see some
of you there as I will attend Florida City/County Management Association
Board of Directors meetings to be hosted at the conference both Thursday
evening and Friday afternoon. Please enjoy yourselves, learn, brag, boast
and most importantly, be safe!

Dear Paul:
Per our discussions this week, an additional two weeks will be necessary in order to receive
accurate pricing submittals from the construction sub-consultants, enhancing the success of the
above referenced project. Additional time will be needed due to some necessary design changes,
mechanical (HVAC) design upgrades, and security design strategies. Fortunately, the completion
date is still scheduled for Fall 2004 ~ because of this extra time that will be spent on the
compilation of the Guaranteed Maximum Price and further refined construction documents. As
such, the revised Project Schedule is as follows:
REG Submits 90% Construction Documents to Suffolk
Suffolk submits drawings to Sub-consultants for Bidding
Bid Documents returned to Suffolk
Suffolk to assemble GMP
GMP Meeting with City Staff
City of Sebastian Council Meeting
