HomeMy WebLinkAbout03282003 1225 Main Street [] Sebastian, Florida 32958 Telephone (772) 589-5330 [] Fax (772) 589-5570 City Council Information Letter March 28, 2003 Old Town Sebastian Historic District(s) As reported during Wednesday evening's meeting, the Florida National Register Review Board in Tallahassee unanimously approved the designation of two national register historic districts in the City of Sebastian. The attached map references the boundaries of both districts; the Old Town Sebastian Historic District in the vicinity of United States Highway One, between Main Street and Washington Street, as well as a second district in an area south of Main Street encompassing Palmetto Avenue and Cross Street. As a result of this action, the United States Department of the Interior will soon initiate its confirmation process, to result in a formal acceptance and designation of both historic districts. However, this recognition does not alter construction/improvement requirements contained in the Sebastian Land Development Code - all requirements and guidelines for building modification, new construction and redevelopment activities remain applicable. Official certificates recognizing this accomplishment are therefore expected to be delivered to Sebastian early this summer. Waste Management Customer Service Orientation Process Earlier last week, I spoke with Waste Management Florida Governmental Affairs Director George Geletko relative to his company's plans to administer specific customer service orientation efforts to prepare for administration of the solid waste collection services agreement to become effective July 1st. The attached letter compiled and delivered per my request by Mr. Geletko succinctly outlines the anticipated transition process, including delivery of customer information brochures, as well as initiating subscription mail campaigns to begin circa May 1st. As far as customer billing and solid waste and yard debris collection schedules, no changes are expected from the current practices, with residents to continue receiving City Council Information Letter March 28, 2003 Page 2 quarterly invoices for garbage collection activities to occur Monday and Thursday in Service Collection Area 1 and Tuesday and Friday in Service Collection Area 2. Yard waste collection will take place citywide every Wednesday. As such, my office anticipates presenting an actual franchise agreement for City Council consideration sometime within the next several weeks, likely in advance of initiating the aforementioned communication efforts anticipated to begin May 1st Modifications to Jackson Street Extension Site Plan As efforts are currently underway to conclude the Jackson Street Extension Program commensurate with site plan approval and agreements with the developers of Captain Butcher's along Indian River Drive, the Department of Engineering is working with respective contractors to incorporate additional proposals for placement of signage and arrangements for appropriate traffic flow in the area. As referenced in the attached electronic mail message from City Engineer David Fisher, a notable recommendation is to postpone stop sign installation on Indian River Drive as noted on the site plan approved by City Council last fall. Based on reviews and additional assessments performed by engineering staff during construction activities to date, stop signs currently do not appear to be warranted at this location. This issue was addressed with both John King and Harold Adams earlier this week, as neither gentlemen have problems with this arrangement as long as City Council directives are met. As such, because City Council technically approved this component of the development plan via site plan approval last fall, it becomes imperative that this issue be formally addressed publicly. Therefore, I will schedule a presentation regarding this matter during your April 9th session, to include a presentation by David Fisher to include a recommendation to delete the Indian River Drive stop sign requirement from the site plan. Meanwhile, both David and I are available to meet with any of you individually to address any relevant questions and/or concerns that you may have. Report from Handicapped Self-Evaluation Committee The attached letter compiled by Director of Human Resources Jim Sexton on behalf of the City of Sebastian's Handicapped Self-Evaluation Committee outlines both praise and recommendations relative to additional parking opportunities for both handicapped visitors and residents of our community. City Council Information Letter March 28, 2003 Page 3 As all of the referenced suggestions can be addressed administratively, I wish to advise City Council that staff will work to continue efforts to effectively and realistically implement programs and improvements accordingly. As no plans are immediately imminent to offer a public presentation regarding such matters, staff will continue offering relevant status reports commensurate with annual budgeting and capital improvement planning activities.
