HomeMy WebLinkAbout031420031225 Main Street [] Sebastian, Florida 32958 Telephone (772) 589-5330 [] Fax (772) 589-5570 City Council Information Letter March 14, 2003 Airport Administration Facility Development Process As the City Council recently authorized acceptance of a Florida Department of Transportation (FDOT) Aviation Grant to help finance construction of an airport/engineering/public works administration facility as the initial stage of developing a municipal complex at Sebastian Municipal Airport, please be advised that arrangements will soon be made to initiate a Request for Proposal process to solicit interest from architectural/construction firms to assist the City of Sebastian with implementation of this necessary capital improvement effort. The attached schematic drawing provides a conceptual image of the facility from both a floor plan and elevation standpoint. Staff currently enjoys the ability to provide this information to you as a result of The LPA Group's recent compilation of a design/build package necessary to initiate the selection process. In addition, as city administration was recently informed that draft and final municipal building plans, blueprints and schematic drawings are exempt from public record, I respectfully request your cooperation in keeping this information confidential for the time being. Recommendations are therefore anticipated to be offered publicly in the coming weeks. Community Development Block Grant Administration As a result of Wednesday evening's action to authorize execution of the Community Development Block Grant (CDBG) agreement to help finance implementation of the Louisiana Avenue Area Improvement Program, please be advised that arrangements are now underway to select a consulting firm to assist the City of Sebastian with administration of the project. Such becomes highly necessary in that numerous (and esoteric) federal guidelines and other conditions must be followed when expending such federal grant dollars. In addition, as the City of Sebastian does not City Council Information Letter March '14, 2003 Page 2 employ a community development coordinator/manager position, this service now becomes necessary. A similar practice occurred during the middle 1990s when the City last implemented a CDBG funded project. Fortunately, respective administrative/consulting expenses have been incorporated into the original program budget totaling $1,000,000. As such, there will be no need to allocate additional funding for this service. Respective recommendations will be offered publicly in the coming weeks, after the necessary Request for Proposal process has been satisfied. Voluntary Annexation Proposal Please find the attached letter as recently compiled and delivered by local professional engineer Joseph Schulke expressing interest on behalf of one of his clients, the Coy A. Clark Company to voluntarily annex a 56 acre unincorporated parcel located immediately north of the Sebastian Elementary School (reference location map attached). The objective relative to this proposal is to accommodate possible construction of an upscale, single-family residential planned unit development (P.U.D.). As such, a formal request has been made to host a public presentation regarding this matter during your March 26th regular meeting. Public Facility Ancillary Door Closure Policy As previously reported, staff has recently initiated an administrative policy to lock rear and other ancillary doors to municipal facilities during periods of orange (high) national security status. As reported in the February 14th information letter, staff once again recently implemented this action, commensurate with recommendations from the Department of Homeland Security. Such will remain the case during times of heightened security alerts declared at the federal level. As you may have heard by now, President Bush reduced the nation's alert status to yellow (medium) risk earlier last week, whereby rear and additional doom to municipal facilities were since reopened to accommodate normal business hours, as well as traditional entrance and exit activities. Federal officials continue to inform local and state governments that such declarations are anticipated to continue indefinitely. Accordingly, the aforementioned practice will remain appropriate during times of heightened national security.
