HomeMy WebLinkAbout082220031225 Main Street [] Sebastian, Florida 32958 Telephone (772) 589-5330 I~ Fax (772) 589-5570 City Council Information Letter August 22, 2003 Old Town Sebastian Historic District National Re.qister Designation Several days ago, my office was informed by both the Florida Bureau of Historic Preservation and the City's Historic Preservation Consultant Anna Brady (formerly Jackson) that the United States Department of the Interior listed the Old Town Sebastian Historic District on the National Register of Historic Places. This designation, officially declared in Washington D.C. on Monday August 4th, will offer the City of Sebastian the opportunity to showcase this area of the community, as well as the existence of respective historically significant properties. As previously reported, the district encompasses various sections of the Sebastian Riverfront Overlay District, notably United States Highway One, as well as properties located west of the Louisiana Avenue Area such as Palmetto Avenue and Cross Street (please reference attached boundary map). As a result of this accomplishment, City Council will soon be in position to consider land development code provisions to govern enhancements to respective properties. Such recommendations for consideration are to therefore be offered in the coming months. A declaration certificate from the Department of the Interior will soon be delivered to City Hall. Once received, a presentation will be offered during the following scheduled regular meeting. Opportunity for Future Interlocal Agreement with Indian River County Metropolitan Planning Organization Fleming Street Extension Program Earlier last week, I hosted a meeting with Indian River County Director of Community Development Bob Keating, Director of Public Works Jim Davis and Metropolitan Planning Organization Manager Phil Matson to discuss various aspects of working with the Indian River County Metropolitan City Council Information Letter August 22, 2003 Page 2 Planning Organization (MPO) to implement various long-term projects via partnership with the City of Sebastian. A notable dialogue regarding such included the prospect of offering an Interlocal Agreement between the City of Sebastian and the Indian River County MPO to help finance the Fleming Street Extension Program. This project, having been listed on the MPO program list for quite sometime now, has also been included in the City's Discretionary Sales Tax Capital Improvement Program as adopted by City Council in July 2002. As referenced in this schedule, the project is slated to begin circa Fiscal Year 2006/2007. Both Keating and Davis expressed a commitment and ability to work with my office to compile an Interlocal Agreement to govern respective financial assistance. However, funding would not become available until after implementation of the County Road 512 West Enhancement Program. We therefore hope to offer a recommendation to authorize a respective contract with the MPO sometime in Fiscal Year 2004. After successful execution, the City of Sebastian will be in position to initiate compilation of engineering plans and drawings to govern this enhancement program accordingly. Status of Community Redevelopment Area Master Plan As referenced in the attached memorandum compiled and delivered by Henry Iler outlining the status of the Sebastian Community Redevelopment Area (CRA) Master Plan, draft conceptual district maps, incorporating the Sebastian Boulevard triangular property into the existing boundaries of the CRA district were recently prepared for City Council/CRA Board of Directors review and consideration. As such, I would like to recommend that the City Council host a session (as the CRA Board of Directors) Wednesday, September 10th at 6:00 p.m., one hour before the following regularly scheduled meeting to address matters and timeframes for final adoption of the plan accordingly. Both Mr. Iler and Craig Bencz of the Iler Planning Group will be in attendance to offer an overall status report, as well as to address relevant questions and/or concerns any of you have. In addition, a comprehensive economic analysis of Sebastian is to be offered during this meeting - in an effort to offer thoughts as well as possible recommendations relative to optimal land use opportunities in the district. Please feel free to notify me if any of you have major conflicts with this arrangement, as both staff and representatives from the Iler Planning Group are flexible as far as a calendar for such a meeting. Otherwise, I will schedule the aforementioned discussion for September 10th in the coming days. City Council Information Letter August 22, 2003 Page 3 Old Sebastian Elementary School/City Hall Interior Restoration Program As City Council recently authorized an agreement with Architect John Dean to commission final plans to govern the Old Sebastian Elementary School/City Hall Interior Restoration Program, please be advised that direction was offered to Mr. Dean to proceed with this assignment as soon as possible - so as to position staff to prepare request for proposal statements in an effort to solicit proposals for interested contractors to implement the program. Our goal is to begin this project immediately after all employees have relocated to the New Sebastian City Hall facility in Fall 2004 - necessitating selection of a construction firm well in advance of this transition. However, the very first stage of this momentum will be a public presentation by Mr. Dean relative to proposed restoration plans. As tasks associated with the compilation of architectural drawings are to be completed by later next month, arrangements are being made to schedule this presentation during your October 8th regular meeting. Therefore, City Council will therefore be advised of an overall scope of improvements prior to selecting a contractor. Waste Management Labor Day Week Schedule As Labor Day (Monday, September 1st) is an observed holiday pursuant to terms and conditions of our franchise agreement with Waste Management, Inc., please be advised of the revised solid waste collection service schedule for this week - Monday service will be offered on Tuesday September 2nd and Tuesday service will be offered on Wednesday September 3rd. The normal service schedule will resume Thursday September 4th and Friday September 5th. Accordingly, yard waste services will be cancelled this week in order to accommodate full garbage collection activities. Yard waste collection will therefore resume the following Wednesday, September 10th. An advertisement will be published in the Press Journal Newspaper and Sebastian Government Channel 25 beginning later next week, in an effort to inform customers of this schedule adjustment, as being implemented to accommodate the holiday weekend. MOORE, CITY MANAGER HENRY ILER SEBASTIAN CRA MASTER PLAN STATUS REPORT AUGUST 14, 2003 The purpose of this memo is to provide a brief status report for Sebastian's CRA Master Plan project. Our staff have been gathering data (with City staff's assistance), and have fully reviewed each of the Treasure Coast Regional Planning Council's charette reports. We are coordinating with Indian River County to obtain additional data, and we have completed stakeholder interviews. Approximately 250 community redevelopment surveys have been mailed to members of the Sebastian River Area Chamber of Commerce with the Chamber's assistance. Base maps and conceptual districts maps of the CRA and expansion area have been completed, and we are currently compiling a list of major issues and design considerations for the Master Plan. A comprehensive economic analysis of Sebastian will be completed in the next two (2) weeks, which will be submitted to staff and the City Council. Per your request, the following is an updated completion schedule for the Sebastian CRA Master Plan. The project is on schedule for completion and adoption in late November. · August 29, 2003 -Economic Analysis submittal; · September 10, 2003 - CRA/Council Meeting; · October 15, 2003 - Draft CRA Master Plan submitted; · November 1, 2003 - "Workshop" copy of CRA Master Plan submitted; · November, 2003 - CRA review workshop; and · Late November, 2003 - Final CRA Master Plan approval.
