Construction Timeframe for Barber Street Sports Complex

As City Council recently authorized Dickerson Contracting of Florida to
commence with construction of the Barber Street Sports Complex Parking
Area on Fairfield Lane, please be advised that construction is scheduled to
begin Monday June 23rd. This date is appropriate in that the Planning and
Zoning Commission is scheduled to review and consider approval of a
respective site plan during their June 19th meeting. Construction is
anticipated to take approximately ten (10) weeks, whereby the facility is
expected to become available for use in late August, in time for the
Sebastian Panthers 2003 youth football season.
Offer from Florida Inland Navi.qation District
A couple weeks ago, I attended a function at the Environmental Learning
Center hosted by the Florida Inland Navigation District (FIND). During this
meeting, I was approach by the agency's executive director Mr. David
Roach about the prospect of FIND donating a significant portion of the
remaining Sebastian Train Station for purposes of the City showcasing the
facility as a retained historical structure in the community. The building is
currently located on a parcel that FIND owns just south of the city limits.
The attached letter and background information confirms the offer. Building
Official George Bonacci was directed to inspect the property in an effort to
ascertain whether or not the building is retaining structural integrity. I will
advise you during an upcoming meeting as to the condition of the facility, so
that you can formally consider the offer, as well as address and
communicate specific ideas relative to use.

Cooperation from Florida Power and Li,qht with County
Powerline Road Street Resurfacin,cl Pro,qram
As reported last week, discussions were recently initiated with staff from the
Indian River County Department of Utilities relative to logistics and tasks
associated with implementing the Powerline Road Infrastructure
Improvement Program just south of Barber Street, meandering out of the
city limits and into County Road 510. A possible integral component of this
effort may involve the cooperation of the Florida Power and Light Company
(FPL) to relocate power line poles from the eastside to the westside of the
thoroughfare to accommodate use of an easement to properly apply
resurfacing and widening techniques accordingly. I am pleased to report
that recent discussions with FPL officials indicate a willingness on their part
to work with Indian River County (IRC) regarding this possibility - in lieu of
acquiring portions of rear yards of Sebastian residences. However, such a
task may prove to be rather costly and therefore may necessitate IRC
having to consider applicable budget adjustments to effectively execute the
project. Earlier this week, IRC Director of Public Works Jim Davis informed
us that $250,000 has been budgeted in the current fiscal year for this
program - much of which was anticipated for expenditures related to
necessary land acquisition and/or utility relocations efforts. As such,
additional funds would likely have to be considered via next year's budget
process to finance actual construction costs. Enclosed are respective
preliminary engineering drawings currently under review and possible
revision. Final plans are obviously conditional upon which of the
aforementioned approaches are to be implemented.
Director of Finance Recruitment Efforts
As referenced in the attached memorandum as compiled and delivered by
Director of Human Resources Jim Sexton, the City of Sebastian has
formally initiated efforts to recruit candidates for the soon to be vacant
Director of Finance position. The process was initiated earlier this week,
yielding a few applications and inquiries thus far. Various advertisements
were published in local, state and nationally circulated publications and
websites, including the those administered by Govtjobs.com, Florida League
of Cities, the Government Finance Officer's Association, the Florida
Government Finance Officer's Association, as well as the illustrious Press
Journal. Also enclosed is a copy of the advertisement. The introductory text

emphasizes that the City of Sebastian is a progressive organization that is
currently implementing exciting programs and projects, notably the recent
revenue bond issue, new city hall construction and police station expansion.
As such, we are quite confident that numerous applications will become
available for full review and consideration.

Recruitment for Finance Director
The recruitment process for the Finance Director position has begun.
The position is posted on www. Govtjobs.com, a website dedicated to government sector
employment. It is a national site that will allow us to recruit from a very large pool of qualified
applicants.
Additionally, The position is posted on the Florida League of Cities website and will be included
in the Datagram until the position is filled. The Datagram is a publication that reaches hundreds,
if not thousands, of governmem sector professionals throughout the State.
The position has been posted with two professional organizations, the Government Finance
Officer's Association (GFOA) and the Florida Government Finance Officer's Association
(FGFOA). The announcement will be included on their website as well as their newsletter.
Locally, we posted the position in the Press Journal classified section and in the "top jobs"
section of their website.

DIRECTOR OF FINANCE
Salary Range: DOQ ($55,016 - $63,779)
The City of Sebastian, a scenic waterfront community, is located in the "Treasure Coast" region of Florida in
Indian River County, approximately midway through the east coast between Melbourne and Vero Beach.
Sebastian boasts its beautiful parks, public elementary and middle schools, and a high school just outside its city
limits. The City recently received an A+ rating for a municipal revenue bond issue and currently has projects in
progress such as a new city hall and police department complex. Sebastian is a progressive, growth-oriented
city, with a current population of approximately 20,000.
The City of Sebastian is seeking an individual (C.P.A preferred) with a Bachelors Degree in Accounting,
Finance, Public or Business Administration, or closely related field; supplemented by three (3) or more years of
progressively responsible finance experience to include governmental accounting, preparation of complex
financial statements, GASB 34, budget documents, and financial management experience in a local government
environment; or any equivalent combination of education, training and experience. The selected candidate will
report directly to the City Manager who serVes as the Chief Executive Officer.
Responsibilities to include, but not limited to: enterprise and fund accounting, financial analysis, debt financing,
budget preparation, investments, financial forecasting, and oversight of the City's Management Information
System Division.

In follow up to our discussion last week, a significant portion of the old
Sebastian Train Station is located on property that the District owns just
south of Sebastian. Attached are excerpts from our Cultural Resources
Survey report of the property which discusses the train station. It
appears in fair to good condition and the District would like to donate it
to the City for public use.
To inspect the building, you can access the site at the south-central gate
on US 1 and Vickers Road located across from the mobile home park
and the gas station. A location map is enclosed. The combination to
the lock is 1313, push up before pulling down.
We recently had another structure on the property burned down by
vagrants. It is our hope to move the train station before it suffers a
similar fate. Please review this matter and let me know of your
thoughts at the earliest instant.

Donald Vickers and is now used as a private residence and commercial health center.
Another building, located a short distance to the south of the health center, was the
home of Jack Vickers (8IR996) and was built in the 1940s. Four of the buildings present
on the property are clustered in the southwest quarter and were associated with the
operation of Vickers Grove (8IR997). One is a non-historic small masonry structure
built in the 1960s and used as an office. The remaining three are historic structures.
Two of the historic structures are metal buildings constructed in the 1940s ($1R997).
These two buildings are in the southwest edge of tine containment basin's berm and will__
be potentially impacted by the proposed project. The third building is a portion of the
previously recorded original Sebastian train station and may date to as early as the
1890s (8IR154). Two-thirds of the train station was moved to its present location by the
Vickers; the other half was burnt down by the fire department in a training exercise
(personal communication, Donald Vickers 2001). The station appears to be outside of
the area of potential effect and should not be directly impacted bv the project. While
not considered NR eligible because of its alteration and relocation, the train statio~
possesses good structural integrity and is considered to be of local historic value
relating to the early operations of Florida East Coast Railway and development of
Sebastian. It could perhaps be moved and maintained as a functioning structure.
A visit to the Duck Point Site confirmed the presence of a disturbed artifact
scatter represented by water-worn ceramic sherds along approximately 225 m of
shoreline. The two shovel test pits dug on land near the shore and in an oak hammock
west of a dredged pond contained no cultural material. A prior Cultural Assessment
Survey of Duck Point by Florida Archaeological Services also did not find cultural
material in 11 shovel test pits (Johnson and Basinet 2000). Thus, the origin of the
cultural material from the Duck Point Site is unclear. It is possible, as suggested bv
Florida Archaeological Services, that the artifacts have been eroded from a more
northern source along the shore and transported to the point, or that the site has been
completely eroded, leaving only a secondary deposit (FAS 2000).
The site material may also be eroding from a submerged component in the near
shore, which is being transported to the shoreline. While unlikely, but possible, the site
could also be below the I m depth of testing, and a deeper examination may be

The primary building once seN-ed as original Sebastian railroad depot. It
~'as constructed around 1900 and approximately t;vo-thirds of it ~'as moved to
this site sometime in the mid-~ventieth century. The remaining third ~x, as
burned by the local fire department during a training exercise. The structure on
this site is constructed of board and batten ~vith tnvo hinged ~varehouse door on
each side. The roof features ~'ide, overhanging eaves ~,'ith exposed rafters and
curved brackets. The w, arehouse doors are cons~ucted of narrox~~ beaded board.
The east gable end has a modern garage door and is used as an office. The
remainder of the building serves as storage for the Vickers ci~rus grove.
Although this structure is certainly unusual for a citrus grove, it has been
moved to this site which disqualifies it from the NRHP. It also resembles
hundreds of other early twentieth century, railroad depots across the South and is
therefore, not recommended as eligible to the NR_HP.
