Notice to Proceed and Schedule - Municipal Complex
As a result of implementing initial tasks to prepare site construction activities
at the Sebastian Municipal Complex, please be advised that the attached
Notice to Proceed was issued to Suffolk Construction Company - pertaining
to the construction of the New City Hall, Police Station Expansion and
Renovation Program, as well as related site work activities. Accordingly,
timeframes relative to owner occupancy/substantial project completion
schedules include Phase I of the Police Station - July 29, 2003; Police
Station Phase II - October 23, 2004; and New City Hall - October 30, 2004.
As previously reported, recommendations relative to other components
encompassing the Sebastian Municipal Complex are to be offered in the
coming weeks, including expenses related to parks and recreation facility
construction, as well as applicable durable goods such as furniture, security
systems and other technical infrastructure. As such, we are still on target to
be able to relocate into both new facilities by Fall 2004.
Li_qht Industrial Airport Lease Proposal
Airport Director Jason Milewski and I recently met with Vero Beach based
investor Mr. Steve Philipson relative to the possibility of leasing
approximately 2.5 acres of light industrial zoned property at Sebastian
Municipal Airport. As referenced in the attached memorandum as compiled
and delivered by Jason, Mr. Philipson has an interest to construct two
10,000 square foot buildings to accommodate both light manufacturing and
commercial activities. A proposed lease agreement is currently being
compiled for review and consideration - as we hope to offer respective
recommendations publicly during a regular City Council meeting in the
coming weeks.

Honda Marine Development Center- Sebastian, Florida
Each of you by now may have received the attached letter of invitation from
Mr. Charles Allen, Senior Vice President, Honda Research and
Development of America; to attend Monday's opening ceremony for the new
Marine Development Center in Sebastian. The facility, located at 1200
Indian River Drive, to begin operations days later, is expected to initially
employ only a small number of employees. However, such a presence in
our community represents a solid accomplishment in terms of economic
development. In fact, representatives from Honda Research and
Development asked if I would offer a few words to this effect during the
event. I have also invited representatives from Patterson-Bach to attend; as
such awareness may assist our efforts with future economic development
marketing, planning and communication initiatives. If any of you wish to
also join us, please feel free to RSVP per instructions contained in the letter,
as space is extremely limited.
Environmental Protection A.qency 319 Grant Program
Earlier this week, my office has received word from the Florida Department
of Environmental Protection relative to the general status of the
Environmental Protection Agency's (EPA) 319 Program. Funding for
projects in the State of Florida has been reduced from previous levels of $29
million to a mere $9 million, preventing financial assistance for stormwater
improvements in communities such as Sebastian. Although City Council
recently authorized submittal of grant proposals to the EPA 319 Grant
Program, the City of Sebastian was essentially encouraged to pursue
respective financial assistance opportunities during the 2004 funding cycle
because of the aforementioned significant decrease in federal allocations.
This approach in some respects makes sense, as numerous
accomplishments relative to drainage improvements would have been
initiated by next year, via implementation of various projects contained in the
City of Sebastian Stormwater Utility Master Plan. Such a position may
ultimately better enhance our chances of securing such outside assistance,
despite the ever more competitive nature of the 319 fund.

Potential Airport Lease Agreement
As you are aware, airport staff has been working with Mr. Steven Philipson of Vero Beach for a
potential lease agreement of approximately 2.5 acres of airport property. As can be seen in the
attached letter, Mr. Philipson is considering a non-aviation lease to construct two 10,000 square
foot buildings for light manufacturing and commercial use. After a brief airport tour, he pleased
with our development efforts and was most interested in a parcel along the new access road,
which is currently under construction.
As always, I will provide further updates as we begin to discuss the specific details of the
potential lease agreement. I believe Mr. Philipson's proposal would be a fantastic addition to
Sebastian Municipal Airport. Please do not hesitate to contact me, should you require any
additional information.
