Status of Louisiana Avenue Area Improvement Program
Both City Engineer David Fisher and I hosted a telephone conference call
earlier this week with representatives from Jordan and Associates and WCG
Engineering to discuss the status and progress of the Louisiana Avenue
Area Neighborhood Revitalization Program. lam pleased to report that the
significant task of compiling legal descriptions to govern easement
dedication to help initiate construction activities was delivered by WCG to
the Department of Engineering yesterday afternoon. The attached set of
site maps (five pages) depicts locations of easements required to implement
the project. As this information is now available, a second public meeting
with respective property owners will be scheduled to take place soon after
the Thanksgiving Holiday - so as to secure formal permission from property
owners to designate easements accordingly (essentially, final and formal
permission to implement improvements in front of parcels). Fortunately, the
project involves only one actual land purchase proposal - the Sebastian
United Methodist Church parcel located towards the southern section of the
thoroughfare. Acquisition of this property is necessary to accomplish
realignment of the roadway. Engineering plans governing improvements
have been shared with environmental agencies like the St. John's River
Water Management District, so as to ensure procurement of necessary
permits well in advance of soliciting proposals from interested contractors.
As such, staff remains confident that construction activities will begin in
Spring 2004.

As reported two weeks ago, Honda Research and Development Americas
recently hosted a grand opening ceremony for its newest facility located on

recently compiled and delivered the attached press release announcing the
establishment of this facility in our community. This statement has been
submitted for publication in various business and marine resources trade
journals throughout Florida and other areas of the country - in an effort to
promote both this accomplishment, as well as the fact that the City of
Sebastian is open for business relative to other similar economic
development activities in the near future.
Final Draft- Waste Management Holiday Scheduling
The attached final draft of Waste Management's mailing relative to its
holiday pickup schedule was recently authorized by the Office of the City
Manager for delivery to Sebastian customers. In addition to previous
updates communicated in recent weeks regarding holiday scheduling during
the calendar year, as well as specific instructions for collection of ancillary
disposables such as old appliances and furniture, please be advised that
although no service will be offered Thanksgiving Day, Thursday routes (that
week) will operate on Wednesday before Thanksgiving (November 26th). AS
such, no yard waste collection will be offered that week. Normal service will
resume the following week. As far as both Christmas and New Year's week,
regularly scheduled collection services will continue (no changes other than
holiday observances). The notice will be delivered beginning later next
week - well in advance of the Thanksgiving Holiday.
School District of Indian River County - "Principal for a Day"
Representatives from the School District of Indian River County recently
invited me to participate in their inaugural "Principal for a Day" program.
The event, hosted in an effort to help celebrate National Education Week,
will take place Thursday November 20th from 8:00 a.m. to 1:00 p.m. at Vero
Beach High School. Other business and community leaders will participate
as well, with activities culminating discussions relative to opportunities for
the future. I have often been told that the job of a school principal is just as
(if not sometimes more) stressful than that of a city manager. This activity
will be an opportunity for me to find out if that is indeed the case.

Out of the Office
Please be advised that I will be away from City Hall beginning next Thursday
afternoon to attend an overnight Florida City/County Management
Association Board of Directors meeting in Orlando. I will return to Sebastian
Friday evening. I will of course be available via cellular telephone should
any of you require speaking with me individually during this time. No
information letter report will therefore be delivered next week.

Honda R&D Americas
Sebastian, FL - October 30, 2003 - Honda R&D Americas has officially opened a research and
development facility in Sebastian, Florida. Located on Indian River Drive, and overlooking the
scenic Indian River Lagoon, this is the eleventh R& D facility for Honda. Honda R& D
Americas, Inc., has grown from four associates in 1975 to more than 1,200 associates today.
At the new facility, Honda plans to test outboard motors and evaluate new ideas in saltwater
conditions. "Honda is committed to balancing the customer's desire for fun and performance
with society's need for clean air and water," stated Tom Riggle, Senior Manager at Honda
Marine, a Division of American Honda Motor Co. "'Power in tune with nature' is our motto."
Honda currently produces a line of extremely clean, quiet, and fuel-efficient 4-stroke outboards
from 2 hp to 225 hp.
The City of Sebastian, along with federal and state government, is investing a significant amount
of funds to improve the City. "Sebastian has undergone significant growth in the last ten years,
and this is the ideal time for new business to relocate to our city," stated Terrence Moore, City
Manager.
Businesses looking to relocate to Sebastian can take advantage of many incentives including
deferred lease payments, grant opportunities, and competitive lease rates. In addition, businesses
will appreciate the "old Florida" lifestyle, available land, and excellent school system that
Sebastian offers.
"We chose Sebastian due to its location and the quiet atmosphere," said Riggle. The City
maintains a flavor of "old Florida" with a slightly slower and less hectic lifestyle than other
Florida east cost areas. "The friendliness of the community and the small town atmosphere were
other characteristics that we admired."

Free from urban sprawl and congestion, the City of Sebastian is located on a triangular section of
land formed by the Indian River Lagoon and the St. Sebastian River in Indian River County.
"We are proud to have such a well-known, successful corporation select our city," Moore further
stated. "Our business-friendly local government is committed to helping area businesses
succeed."
Another benefit for Honda was easy access to a transportation network. The City is adjacent to
Interstate 95 providing access to all points on the eastern seaboard from Miami to Maine.
Commercial flights are available in nearby Melbourne, which is approximately 30 miles north of
Sebastian, or Orlando, which is 60 minutes north.
Sebastian was first incorporated as the Town of Sebastian in 1924, and today operates under a
City Council/City Manager form of government. The City of Sebastian is equidistance between
Jacksonville and Miami in an area known as the "Treasure Coast." The current population is
approximately 20,000.

There is no collection on Jan. I (New Year's Day), July 4 (Inde-
pendence Day) and Dec, 25 (Christmas Day), Service will re-
sume on its next regularly scheduled pickup day,
Tl~ere is no collection on Labor Day. Labor Day routes will
be collected orr Tuesday, and Tuesday routes will run on Wednesday. There
will not be yard trash collection Labor Day week. It will resume the following

Special Notes...
* Set-out time -- 6 a.m. or tile night before.
* 4 feet long, 50-lb. bundles -- Cut tree limbs and over-
grown shrubbery into 4-foot lengths (no more than 3
inches in diameter).
* Hazardous waste -- Materials such as car batteries, motor oil,
household paint, pesticides, pool chemicals and anti-freeze by
law must be taken to a special area by the resident. Please check
with the Indian River County Solid Waste Department at ?72-770-
51 ! 2 for disposal information.
~ Construction debris -- Items such as lumber, concrete, gravel, sand and
stone are not included in your regular service. Nor are items such as
plumbing, tile, carpet and fencing. Ask your contractor to remove construc-
