HomeMy WebLinkAbout09222003Recreation Committee Meeting Minutes City of Sebastian Recreation Advisory Committee September 22, 2003 Called to order by the Chairman: Roll Call: The following members were present William Ingui, Wayne Leboeuf, Jayne Barczyk, Mrs. Jeannie Jessup, Elizabeth Gray, Alternate, and Jessica Keaton were absent Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks and Recreation Superintendent Approval of Minutes: A motion to approve the minutes of the August 25, 2003 was made by Mrs. Barcyzk second Mr. Leboeuf Passed unanimously. Chairman speaks re- the City Budget meeting and the order of speaking at the public hearing when opened. He starts the video playing the portion relating to the Southside Recreation area. Mr. McCarthy states that a meeting with the County has been set and he will report at the next meeting. Mrs. Barczyk states that 2 baseball fields will be build at the North County Park only other grant funding was denied. Mr. Ingui speaks at the end of the video regarding the property and the tape. The public hearing was opened at 5:40 pm Dave Shapiro — 147 Miller Drive states he thought the property was a scrub jay sanctuary and conservation area. It was states that this was public zoned — Park Land Mrs. Goodrich took photos of the property, which she shared with the committee. Mrs. Goodrich, 104 Miller Drive — states there are spoonbills, storks, gopher Tortoises and ducks. Mrs. Kreiger 121 Miller Drive, president of Audubon — Has Also seen interesting birds — A long list of threatened and endangered birds — she spoke to fish and wildlife and says will be very difficult to develop if that is the case. Thanks the committee for caring to hear comments. Mr. Shapiro — Speaks again asks about the Park behind City Hall — Chris tells him what will be going in there. Mr. Shapiro asks what about the costs to maintain. Parks and Recreation Advisory Committee meeting minutes Sept. 22, 2003 Page two Chris states the City will outsource a Park Planning company who will include that information in their presentation. Mr. Shapiro asks if that report will come back to the committee. Mr. Ingui says yes but Mrs. Jessup states if it does not the public can still go before council and speak. Diane Fontaine 131 Miller Drive stated there are specific species in this area — She was asked to get a list and bring it back at the next hearing. Chairman stated the October meeting would be regarding children's playgrounds but they could revisit the park issue in November. Paula Johnson 1824 Barber Street — stated she doesn't want to see ball fields there — Should be kept as preserve. Maybe nature trails — so school children can walk there. Herb Dauton 1828 Barber Street — We don't need ball fields they already use Barber Street as a feeder road and the police can't control it now. His house has been designated a National Backyard Wildlife Habitat and he wants the area to be left alone. Says a bobcat looked in his window and he has seen panthers in the area. He has seen many species of birds and states the City can't maintain what they have — his canal needs mowing and they just drive off and leave a mess after getting stuck in the canal. Judy Hollingsworth 1820 Barber Street — Wants the City of leave it alone she is concerned about traffic. Dick Barber from Audubon Society will be glad to do a survey Perhaps this is a nature preserve, says chairman. John Nice 139 Miller Drive opposed to any kind of sports complex. Joanne Dee Traffic on Barber Street is already bad — she lives on the Miller Drive retention pond. Lillian Worthington 136 Miller Drive opposed to anything extremely residential and access is not good. Mike Davidson 151 Miller Drive — has kids but used to live across from the Barber Street Sports Complex and doesn't want to be back to where they were — that's why they moved. Mrs. Goodrich — what is the definition of a park and a sports complex? Some descriptions are given. Audrey Anderson Park Place and Palm Lake Club are all older people with no children and should be put where children area so we can continue to walk the area. Mr. Ingui tells the public to put all their comments in writing and send them to the committee. He states that October 27th and November 17`h will be the next two meeting dates. Mr. Lebeouf asked what the distance is between Barber Street and Miller Drive then asked if there was a census for backup showing more senior citizens in this area. Chairman says will give a report to City Council in January regarding this matter. Item 2 on the agenda is postponed to the next meeting. A comment was made by residents that Bristol and Tracy are not thru streets Public hearing was closed at 7PM Meeting was adjourned at 7PM. r� Approved October 27, 2003 Chairman
