Recreation Advisory Committee
October 27, 2003
Called to order by the Chairman:
Roll Call: The following members were present
William Ingui, Wayne Leboeuf, Jayne Barczyk, Mrs. Jeannie Jessup, Elizabeth
Gray, Alternate was absent, and Jessica Keaton was present
Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks
and Recreation Superintendent
Approval of Minutes: A motion to approve the minutes of the September 22, 2003 was
made by Mrs. Barcyzk second Ms. Jessup Passed unanimously.
Old Business: Mrs. Keaton speaks reference her playground components — nothing
formal at this time but would like to see some different things at the playgrounds such as
rock climbing walls, tires, - balance beams. Mrs. Barczyk asks about covers for
playgrounds — Chris will look into it. Bryant and Easy Street Parks are scheduled for this
year — the basketball court will be revisited for Bryant Court and probably will be
installed per Chris.
Chris says that Questions regarding the Stormwater park which have yet to be answered
should be left alone at this time since the City will not take over for several years. Mrs.
Jessup volunteered to call ST. Johns after the holidays for the walk through tour.
New Business: Early Storm warning system — City Council is working on this but City
Attorney states that if a system is put in the City is liable So Chairman will give the
information he has to Chris and let him forward it to the powers that be. The leagues
should be responsible to take of this matter themselves.
Mrs. Keaton feels that the best is for us to put up warning signs and let the leagues handle
this themselves.
City Attorney just happens to be passing the chambers at this time and comes in to speak
says he is looking at the legal issues and warning signs will be put up before anything
else is done.
Annexations — Mr. Ingui asks the attorney regarding annexations and parks — he states if
they build a public park and we accept it then they would be entitled to a credit of their
recreation impact fee.

Chairman talks about the November meeting and having another discussion regarding the
Southside park — Mr. Leboeuf feels we should wait — Mr. McCarthy says put aside for
future now is not the time to discuss this.
Mrs. Barczyk says what is the schedule for this year's parks completion.
Mrs. Keaton asks regarding the trifold pamphlet and where it stands. Mr. Leboeuf asks
re- traffic problem in Indian River Drive — Update to be given at the meeting on the 17d.
Mrs. Barczyk will be absent for the next meeting. She stated that the vines at Hardee Park
need to be trimmed. Also what happened to the handicapped parking there and signs for
the parks? Says when the employees use a weed wacker they are killing some of the
trees.
Chris will bring up to date figures on the impact fees to the next meeting.
Mr. Leboeuf says we should do quarterly reports on recommendations.
Mrs. Barczyk says if anything goes before the Council one of us should be there. Chris
states that 2-4 fields will be put at the North County Recreation area.
Staff Comments; Chris shows the north county site plan — Mr. Leboeuf asks if fields will
help City by taking pressure of us. Chris says possibly.
Member Comments: Mrs. Keaton states that 4Pm Friday for the Halloween Parade is a
bad time for parents who work and maybe next year we should think about that.
Meeting was adjourned at 6:30 PM.
