Timeframe for Municipal Complex Park Recommendations
As city administration (via Suffolk Construction) was able to resume
activities relative to subcontractor selection efforts to construct active and
passive parks and recreation features at the Sebastian Municipal Complex
as a result of last week's direction to proceed with the necessary
supplement discretionary sales tax revenue bond issue, please be advised
that recommendations for respective expenditure authorizations are to be
offered publicly during a February regular City Council meeting. Proposals
will be based on REG and Associates' final design plans for the complex
park, via Guaranteed Maximum Prices to be finalized by Suffolk
Construction. This arrangement is to be accomplished via an amendment
to the existing contract, which enables the City of Sebastian to honor its
commitment to implement park improvements concurrently with the
construction of the police station and city hall facilities. After the
aforementioned authorization is granted, staff will be able to offer you a
more up to date completion schedule for the park.
Second Street Pavin.q Project
As referenced in the attached memorandum as compiled and delivered by
City Engineer David Fisher, arrangements are underway to partnership with
the Indian River County Department of Public Works to implement an
infrastructure improvement effort to benefit Second/Harrison Street. For
quite sometime, misclarification existed relative to which local government
entity was responsible for maintenance of the thoroughfare - Indian River
County or the City of Sebastian (please reference the attached location map
that depicts a split of both incorporated and unincorporated areas divided by
the middle of Second Street). As a result of Dave's efforts, a commitment

was facilitated with Indian River County to resurface the pavement. This
task is to be accomplished within the next few months, immediately after the
Indian River County Department of Utilities completes installation of water
expansion infrastructure in this area.
Temporary Closure of Schumann Park Racquetball Courts
As referenced in the attached memorandum as compiled and delivered by
Director of Public Works Terry Hill, please be advised that the Schumann
Park Racquetball Courts are being closed temporarily to accommodate
necessary repairs and retrofitting to the facility's concrete wall. Essentially,
rebar needs to be installed inside of the top beam and possibly towards the
footer as well. As the present condition of this infrastructure was declared
potentially hazardous by the Building Department, the decision was made to
close the facility for approximately a few weeks until the aforementioned
repairs are completed.
Litter Enforcement with Solid Waste Disposal District
A meeting took place earlier this week with Ms. Polly Kratman, Managing
Director, Indian River County Solid Waste Disposal District to discuss
various ideas relative to litter prevention and enforcement in the City of
Sebastian and vicinity. A public service campaign, to include flyers and
Sebastian Government Channel 25 programming will soon be initiated in an
effort to educate the community about Sebastian Police Department's
Operation Clean Streets Litter Enforcement Program, penalties and
suggestions to help keep the community as litter free as possible. As much
of litter in Sebastian is the result of spillage from vehicle delivering waste to
the Roseland Transfer Station, Ms. Kratman's participation will be most
critical and effective in terms of efforts accordingly. As such, the opportunity
for such a partnership is very much appreciated.

occasion, as my grandmother will be joining us here in Sebastian from

with twenty or more people anticipated to attend. If any of you by chance

speaking with me during the extended weekend, I will be available both at
home, as well as via cellular telephone. As such, no information letter will
be delivered next week.

FW: Paving Second Street (aka Harrison Street)
As discussed, this is to confirm our telephone discussion earlier this morning about paving Second Street (aka Harrison
Street), a stretch of "broken street" running westward approximately 1/4 mile off of High Street in Sebastian. This is a
street with the "County / City line" going down the centerline of the 70' ROW. Although the street appears to have been
paved in the past, it is now very broken with the base requiring substantial rework and preparation prior to paving.
Thank you for readily concurring with the following course of action in the matter:
· We wait until the adjacent development and IRC Utilities work is complete - probably within 3 to 6 months from
now.
When that work is complete, the City will contact you and you will arrange to provide County equipment and
personnel to prepare the base of the roadway and rough grade adjacent drainage ditches prior to paving. The
City of Sebastian's Engineering and Public Works Departments will assist IRC in any layout required at the time.
· Following preparation of the roadway base, the City will pave the road.

While painting the racquetball courts we discovered some cracking in the walls and asked
Building Department Director, George Bonacci to inspect them and give a
recommendation on repairs. His inspection revealed the possibility that part of the wall
could collapse in a high wind.
Taking these facts into consideration I feel that this could be a potential hazard to anyone
using these courts and have had staff temporarily close the courts until repairs can be
made.
Mr. Bonacci recommends that the two top courses of block be removed for futher
inspection and recommendations and this is what the Public Works Department is going
to do without delay to make the tempory closure as short as possible.
