Reports were received at City Hall yesterday afternoon, which afforded me an opportunity to review the document with great interest, as well as discuss specific details, dynamics and considerations with company president Bruce Biomgren. Arrangements are therefore being made to host a presentation by Mr. Blomgren and representatives from Kimley-Horn during your June 12th meeting, whereby you will be given an opportunity to ask additional questions, consider recommendations and offer direction accordingly. Until then, please feel free to decipher the report, as much more information about waterfront development activity is now available. City Council Involvement with Spatial Analysis Exercise As authorization was granted to commission REG Associates to assist the City of Sebastian with compiling a spatial analysis exercise relative to future public facility needs in the community, arrangements are being made to initiate review processes with all departments to begin later next week. Firm principal Mr. Gonzales was also directed to include City Council members in this process, as arrangements will be made to have each of you join him for individual sessions, providing you an opportunity offer suggestions and/or personal vision regarding future needs respectively. As such, Executive Assistant Jean Tarbell will be in contact with each of you individually in the coming days to schedule appointments. City Council Information Letter May 3, 2002 Page 2 Garden Club Park Project Please find the attached letter as compiled and delivered by both Sylvia Friedel and Virginia Whitmore of the Pelican Island Garden Club that outlines interest in working with the City of Sebastian to install a fountain in the pond at Garden Club Park located at Barber Street. The Pelican Island Garden Club recently concluded fundraising efforts for this purpose, resulting in delivery of a check for $3,612.13 to the City of Sebastian (deposited by the Department of Finance earlier this week). As such, staff from the Department of Public Works (in conjunction with a selected water services contractor) will commence with installation of an aerating fountain at the Garden Club Park Pond. After installation is completed, the City and the Garden Club will likely host a ribbon cutting ceremony to celebrate the partnership. I will keep you posted accordingly. Lambert Property Please be advised that I had an opportunity to meet with Mr. Dick Lambert earlier this week, in an effort to discuss the status of the sale and site planning of his property located in the Sebastian Boulevard Triangle and of the prospect of developing a farmer's market (as reported in last week's Information Letter). Despite last week's optimism, he reported that no contract with the agent to develop the farmer's market has been executed. He then expressed to me his family's interest to pursue other potential transactions, including one involving the construction of the previously mentioned oil change/car wash/convenience store facility. Essentially, Mr. Lambert is back to square one! City of Sebastian 1225 Main Street Sebastian, FL 32958 Dear Mr. Moore: It was a pleasure meeting with you today at City Hall, and we wish to thank you for your favorable response and the finalization of our newest beautification project for the Garden Club Park on Barber Street. The purchase and installation of a floating aerating fountain in the pond at the park has been a 2-year project of the club. We have had fund raising events for this project, and many garden club members, local business owners and caring citizens have given generously. The fountain will add a lovely focal point to the city property while improving the quality of the water and marine life in the pond. Therefore, we are very pleased to be able to enclose our check in the amount of $3612.13 for the acquisition of this fountain from C&M Water Service, Sebastian, per owners, Chris and Marilew Kerthline's quote. We were also delighted to hear the city will be able to extend the electric line the short distance from the power source down to the old pump box near to the pond.
