TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, NOVEMBER 3, 2003 - 5:30 P.M.
Vice Chairman Cardinale called the meeting to order at 5:34 p.m.
The Pledge of Allegiance was recited.

APPROVAL OF October 67 2003 MINUTES

ANNOUNCEMENTS
Board Secretary, Jennifer Maxwell introduced the new Board Secretary, Donna Cyr.
stated that it had been a pleasure serving on the board and will miss everyone.

OLD BUSINESS
Update on Butterfly Garden - Lynn Albury
Lynn Albury stated that the SRJWC will do the project, but would like to postpone the poject
until daylight savings time in February. She further noted that the SRJWC will supply the plants
for the garden and that her son will also be involved in the project as part of his Quartermaster
program. Lynn stated she will get with Chris McCarthy to firm up all the details, including the
amount of space allotted for the garden and the location.
Remarks on City Parks Field Trip
The minutes of the field trip were supplied by Chairman Fulton. Lynn Albury and Henry Madsen
both commented that they are still not comfortable using the tree measuring sticks, but it was a
very enjoyable afternoon. Henry Madsen spoke regarding two homes that they visited that are
for sale and have major code violations. He went on to say that the codes should be enforced
and that he has had words with Tracy Haas regarding the code. Chris McCarthy stated to Mr.
Madsen that he should take his complaints to the Code Enforcement, Planning and Zoning or
the City Council meetings. After further discussion with the board it was determined that Mr.
Madsen should bring and outline of the violations to the December board meeting and then
together as a board they will bring the issues to the Council.

Board Secretary, Jennifer Maxwell noted to the board that the City Attorney will be attending the
next meeting to reinstate what the functions of the Tree Board are and to answer any questions
the board may have. She further stated that the board violated the Sunshine Law by going on
residential property during their field trip and that the board is only allowed by law to go onto
City owned property.
Eco Troop Night Meetina
The Board Secretary stated that she called Bonnie Swanson of Pelican Island Elementary and
was told that there is a night meeting on November 17, 2003 from 5:30 - 6:30. After some
discussion by the board it was decided that they would wait until daylight savings time again so
that the board can go outside and see that the Eco Troop has done.
Arbor Day 2004
It was decided among the board that Marsha Fusco will be chairwoman of Arbor Day 2004 as
long as she has some help from the other board members. Ideas for Arbor Day 2004 will be
brought back for the December meeting.
NEW BUSINESS

City Hall Plantina Sites
Chris McCarthy stated that the small shrubs that were pulled from City Hall have been replanted
along Schumann Drive and US 1. He further stated that there is a landscaping budget within
the money for the new City Hall. Chris will bring landscaping plans to the December meeting.
