Riverview Park Twin Piers and Shoreline Stabilization
I am pleased to report that the City of Sebastian is currently in the process
of concluding construction of the Riverview Park Twin Piers and Shoreline
Stabilization Program. The project is approximately 98% complete, with a
final component to include installation of Americans With Disabilities Act
(ADA) compliant turnarounds that will facilitate accessibility for handicapped
patrons. The necessary permit to install the ADA turnaround from the
Florida Department of Environmental Protection was recently approved and
is therefore being delivered to our offices. Once received, installation of
respective infrastructure, to feature accessible 5'x5' platforms to the sides of
each pier at approximately the halfway point of its length so that wheelchairs
can stop and rest or turnaround, will commence sometime after next
weekend's Sebastian Fine Arts and Music Festival. However, if all goes
well as far as final inspection scheduled to take place earlier next week,
authorization will be granted to open the facilities to the public in time for
next weekend's festivities.
Petition for Sidewalk - Barber and Schumann Area
As some of you may be aware, residents in the Barber Street and
Schumann Drive vicinity recently began a petition process in an effort to
encourage the City of Sebastian to program installation of sidewalks on the
south side of Barber Street, from Schumann Drive to Empire Terrace.
Please be advised that my office will host a meeting next Friday with a Ms.
Julie Clark and possibly others from the area to discuss the possibility of
implementing such infrastructure improvements. A primary argument and
motivation for a sidewalk at this location is to accommodate pupils who walk
to the Pelican Island Elementary School. As some of you may recall, a

sidewalk was successfully installed on Barber Street east of the Schumann
Drive intersection last year for the same purpose and intent. As such, the
Sebastian Police Department, as well as the Departments of Engineering
and Public Works will initiate the necessary review process so as to offer
formal justification to implement a sidewalk. I will therefore advise City
Council in the coming weeks relative to the outcome of respective
assessments, so that staff may offer recommendations accordingly.
Second Meeting with Collier Creek Homeowners Association
Proposal for Adjacent Residential Development Formally
Known as Beachwalk Preserve
As previously reported, a meeting took place Monday, November 10th with
members of the Collier Creek Homeowners Association to discuss various
recommendations and direction concerning site plan requirements for the
proposed residential development formally known as Beachwalk Preserve.
As numerous revisions to the respective site plan were agreed upon by
representatives from the U.S. Land Company, Inc., the development firm
pursuing the project per recommendations from staff, including deletion of
plans to incorporate a mix of multiple family rental housing with single family
parcels, the aforementioned meeting went extremely well. As such, a
second follow up meeting with the Collier Creek Homeowners Association
has been scheduled to take place Tuesday January 6th. The purpose of this
session will be to present a revised conceptual site plan, showcasing single
family detached housing, as well as various environmental features that
neighboring property owners will find attractive (preservation areas,
wetlands, etc.). Both staff (including myself and Director of Growth
Management Tracy Hass) as well as representatives from the U.S. Land
Company will be present to discuss recommendations to be offered at that
time. The goal of this exercise is to establish harmony regarding the
proposal prior to formal submittal and presentation to the Planning and
Zoning Commission, currently scheduled to take place during their February
5th meeting. Preferably and hopefully, neighborhood support of the
proposed revisions will ensue as a result of the aforementioned consensus
building efforts.

Land Use Hearing Packet/Presentation Content for December
17th Special City Council Meeting
In an effort to provide City Council with the opportunity for thorough review
and clarification relative to various single family residential and voluntary
annexation proposals to be publicly discussed and addressed during your
December 17th special meeting, agenda transmittals are being forwarded
today for your review and update, a week in advance of our typical schedule.
As six of the seven of the proposals being presented involves consideration
of land use designations only, no actual site plans are to be presented
publicly during the aforementioned session (a site plan public presentation
will occur during following meetings, incorporating necessary quasi-judicial
hearings sometime after the Florida Department of Community Affairs has
completed its review of the proposals). However, the Department of Growth
Management did an excellent job outlining the scope of said plans via
written staff reports contained in the agenda packets. Site plans governing
some of the proposals will also become available in respective files housed
in the Department of Growth Management beginning later next week. As
such, any of you, as well as members of the public will be more than
welcome to review them if so desired at that time.

There is one further qualification that does not appear in the text below. That is the final inspection by Kimley-Horn, the
engineers of record, will be done prior to the Arts Festival. We are assuming everything will pass (with the obvious
exception of the turnarounds which will not yet be in place). The Twin Piers should not be opened to the public prior to
the KHA inspection and sign-off. They hope to do that by early next week.

Further to your inquiry as to whether it is OK to allow the public access to the new Twin Piers during the upcoming Arts
Festival, I have talked with Kimley-Hom, Summerlin Seven Seas (the contractor), Jim Sexton (City HC Committee point
person), and Rich Stringer. The consensus is as follows:
The Twin Piers are safe for the public to use but they are not ADA compliant. We are still awaiting the permit from FDEP
that will allow us to construct the wheelchair turnarounds on the piers that will put them in compliance with the ADA rules
and regulations. We have been told to expect the permit any day now but have not yet received it. As soon as we
receive it we will notify the contractor to return and install the tumarounds. We estimate it will take at least two weeks
following receipt of the permit before those turnaround§ can be installed. The earliest they could be installed will be after
the scheduled Art Festival.
In view of the above, our recommendation is to open the Twin Piers to the public and to post a laminated-type
notice there that the appropriate permit is applied for and is forthcoming. Also, Jim Sexton is contacting
members of the HC committee to advise them in advance of this plan so they can be in concert with our efforts.
