TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, DECEMBER 1, 2003 -5:30 P.M.
Chairman Fulton called the meeting to order at 5:35 p.m.
The Pledge of Allegiance was recited.

VOICE VOTE on the motion carried 4-0

ANNOUNCEMENTS:
There were no announcements.
OLD BUSINESS:
Arbor Day 2004
Marsha Fusco stated that there was nothing new to report at this time. It was
discussed that the Tree Board needs to decide on a theme and think about a
project for the local school children to be involved. A tree will be purchased by
the City and planted by the Board. Chris McCarthy will look for a location for the
Arbor Day celebration. Filbert Park was suggested. KIRB and other businesses
have donated door prizes in the past. We need to contact them about 2004 Arbor
Day. We need to get some 'Speakers' for the celebration also.

Champion Trees
Chairman Fulton stated that there was nothing new to report at this time. Wants
to set up a field tdp under the proper guidelines. The guidelines are that all trips
need to be on City property, a Public Notice posted so citizens & Press can
attend and minutes must be taken. Suggestions for trips were Filbert Park,
Hardee Park, Stonecrop Street and Bryant Court.

Update on Butterfly Garden - Lynn Albury
Lynn Albury stated that the Butterfly Garden has been put on hold until February
2004. It was suggested that Hardee Park has a nice area near the bathrooms for
the Butterfly Garden. Chris McCarthy wants to know a couple of weeks before
we are ready to start so he can spray the area.
NEW BUSINESS:
Attorney Rich Stringer spoke with the group about the responsibilities and limitations of
the Board. Attorney Stringer explained the Sunshine Law. He also explained what the
requirements are to hold special meetings (Field Trips). It was also noted that "e-mails~
from people in the community to Board members concerning Tree Board matters are
public record and a pdnted copy of the e-mail should to be given to the City Clerk for
filing.
MEMBERS MATTERS:
A. City Hall Planting Sites
Chris McCarthy distributed landscaping plans at the meeting. There was
discussion on whether the plans met 'code". It was suggested that Henry
Madsen get a more detailed drawing from Paul Wagner. It was also suggested
that after seeing the detailed drawing if Mr. Madsen still feels that the plans did
not meet code, he should go as an 'individual' to meet with the City Manager.
STAFF MATTERS:
There were no staff matters.
