The project, including New City Hall, Police Station Expansion Program and the Municipal Complex Park is moving forward according to schedule. In fact, foundation pouring for City Hall commenced today, with the initial exterior wall for the expanded Police Station having recently been erected as well. Final guaranteed maximum price expenditure recommendations relative to remaining portions of the project, the Municipal Complex Park, is scheduled for presentation during your February 25th regular meeting, to include a final architectural unveiling of park features by Rick Gonzales of REG and Associates. After respective approvals have been granted, a final completion time schedule will be afforded to City Council via a written update from the Office of the City Manager. Next Phase of Improvements - Riverview Park Expansion As the City of Sebastian is in the process of completing final touches relative to the Twin Pier Project and Shoreline Stabilization Program, please be advised that arrangements are being made to initiate a contractor selection process relative to the next phase of the Riverview Park Expansion Program. Additional improvements, including band shell and splash fountain are possible via this year's capital improvement schedule, including grant dollars awarded by the Florida Recreation Development Assistance Program. The first step of this process involves compilation of architectural design plans. Once drafted, a presentation will be offered publicly to City Council for your consensus. These plans will therefore serve the City of City Council Information Letter January 16, 2004 Page 2 Sebastian well in terms of finalizing contracts with respective construction firms interested in assisting our efforts accordingly. Staff is currently in the midst of reviewing general architectural services proposals for area firms. Once the formal selection process has been completed, this task will represent the first assignment - expected to commence in the coming weeks. Presentation Re.qardin.q Response Facilities Flashing Lights at Emergency A meeting took place earlier this week with representatives from the Indian River Emergency Services District to discuss various concerns raised by residents relative to signalization for response vehicles that rapidly exit the Barber Street Fire Station. Chief John King and members of his command staff assured us that their agency is substantively monitoring the need to install respective infrastructure to accommodate such needs should they arise in the future. We were then informed that expenses associated such arrangements would be the responsibility of the District, whereby the City of Sebastian would not be obligated to enter into any cost sharing agreements regarding such. A presentation will be scheduled during your January 28th meeting in an effort to publicly outline this position, as well as to address questions accordingly. Louisiana Avenue Community Development Block Grant Program - Meetin¢! Notice for Easement Dedication As you may recall, staff, including representatives from Jordan and Associates will host a meeting Tuesday January 20th with Louisiana Avenue property owners in an effort to make final arrangements for necessary easement dedication. The attached letter was delivered between three and four weeks ago to owners listed on the proceeding page - only to specifically those in which an easement is necessary - not every single property owner on the thoroughfare. After this process has been completed, a bid process will formally commence to solicit proposals from contractors and construction firms interested in assisting the City of Sebastian with implementing the project later this spring. City Council Information Letter January 16, 2004 Page 3 Request for Partnership - Sebastian River Hi.qh School Naval Junior Reserve Officer's Training Corp A series of meetings recently took place with volunteers and officials from the Sebastian River High School Naval Junior Reserves Officers Training Corp to discuss the possibility of utilizing the Sebastian Yacht and adjacent waterfront facilities to assist their instruction efforts accordingly. Their proposal involves hosting classes at the Yacht Club every Wednesday evening from 5:00 p.m. to 7:30 p.m. This schedule is possible, as no conflicts with other organizations regarding use of the facility exist. As this arrangement would represent a co sponsorship program to specifically benefit young people in the community, a presentation regarding this matter will be offered during your January 28th meeting. More information about the program is available in advance of this session by contacting Naval Science Instructors Robert Peterson and David Botonis at (772) 564-4237. An active NJROTC sailing program onthe Indian ~RiSver utilizing city waterfront facilities can' be of great: benefit to our umt; the city, and.most importantly to the young people who would participate. With Sebastian City Council approval, our sailing team would like to request the use of the Sebastian Yacht Club to hold sail training/lessons on Wednesdays from 5:00pm to 7:30pm.
