HomeMy WebLinkAbout012320041225 Main Street [] Sebastian, Florida 32958 Telephone (772) 589-5330 [] Fax (772) 589-5570 City Council Information Letter January 23, 2004 Stormwater Utility Master Plan - Desi.qn for Capital Projects As referenced in the attached electronic mail message as compiled and delivered by Stormwater Utility Engineer Ken Jones, staff has recently initiated the selection process to hire an engineering firm that would assist city administration in the design and ultimate construction of various capital projects referenced in the recently adopted Sebastian Stormwater Utility Master Plan. During both meetings in February, City Council will have the ability to offer two critical approvals pertaining to this process: a recommended short list of highest ranked firms to be selected for final interviews (February 11th); and appointment of the actual firm(s) to ultimately represent the City of Sebastian in this regard (February 25th). Once civil engineering design work has been completed for respective projects, to include the Main Street Twin Ditch Wet Detention Program, Wentworth Ditch Road Crossing at Roseland Road, Potomac Ditch Road Crossing at Roseland Road, Periwinkle Drive Wet Detention Program, drainage improvements in the Lower and Middle Stonecrop vicinity, as well as the Collier Creek Canal Dredging/Stormwater Improvement Program (North of Sebastian Boulevard/County Road 512), to include seawall reconstruction for purposes of converting this waterway from a conveyance system to a wet detention water quality treatment system, a proposal solicitation process will take place to consider construction companies interested in serving the community accordingly. Respective recommendations, including financial transaction and other matters, will therefore be offered weeks after the construction firm selection process has been completed. Next Phase of Sebastian Street ResurfacinR Pro.qram In a few weeks, the Department of Engineering, via direction to Community Asphalt, Inc. of Vero Beach and Asphalt Recycling, Inc. of Melbourne will City Council Information Letter January 23, 2004 Page 2 initiate the next phase of the Sebastian Street Resurfacing Program. As referenced in the attached electronic mail message from City Engineer David Fisher, nearly twenty (20) thoroughfares have been slated for improvements, including various streets in the Orange Heights Residential Mobile Home Subdivision, side streets in the Barber Street/Schumann Drive Area, roads in the Columbus/Toledo Street Area, as well as two streets that lead to the Riverfront, Jefferson and Cleveland. In addition, as Wimbrow Drive north of Sebastian Boulevard also meets criteria for resurfacing, arrangements are being made to program improvements at this location as well. Finally, Second Street, also known as Harrison Street, will be paved after Indian River County Department of Utilities completes a scheduled water line installation in the area. My office anticipates presenting recommendations for authorization of respective expenditures to City Council during a regular meeting in February. Escrow Account Ne.clotiations with Coy Clark Development Lon.q Term Fundinq for Future Powerline Road Construction Per direction offered by City Council during your December 17th special meeting to review and consider various land use and annexation proposals, notably the Asbury Subdivision slated for a 50 acres enclave north of Sebastian Elementary School, please be advised that formal negotiations with representatives of the Coy Clark Development Company began earlier this week in an effort to establish an escrow account to help finance a future Powerline Road construction project. As respective parties concur that no immediate need exists to create a connection from Sebastian Boulevard to Main Street, such may likely be the case in the coming years. As also discussed during the aforementioned meeting, the construction of Powerline Road remains listed as a critical future thoroughfare improvement in the City of Sebastian's long-term capital improvement program. It is therefore financially prudent to secure any cost sharing opportunities for this purpose, as adjacent developments such as Asbury would enjoy access accordingly. As such, formal recommendations regarding this matter, including an actual escrow contract document between the Coy Clark Development Company and the City of Sebastian will be offered publicly for your review and consideration in the coming weeks. Sebastian Boys and Girls Club Groundbreakin.q Ceremony As the Boys and Girls Club has been quite successful to date relative to City Council Information Letter January 23, 2004 Page 3 their capital fundraising efforts to finance the first phase of construction of the Sebastian Boys and Girls Club facility at the Sebastian Municipal Complex, please be advised that plans are being made to host a groundbreaking ceremony in the next few weeks. As referenced in the electronic mail message from President Jay McNamara, club officials hope to stage an event late Thursday morning, February 26th. Such a timeframe is very appropriate, given our schedule to offer final expenditure recommendations for park features at the complex during the prior evening via your February 25th regular meeting. Respective organizational meetings have been scheduled to outline final details and program agenda. Once specific information regarding plans for the event becomes available, I will advise you accordingly. Vieim FW: Stormwater Engineer Firm Sele~ion Schedule- Revised All: I just received a copy of Addendum #1 for RFQ:MSWMP ENGINEERING SERVICES CONTRACTS in which the Due Date for submittal has been revised to the new date of January 29, 2004 at 2:00pm. I am told that this change was due to the Press Journals error in publishing the Public Notice on time. In order to meet the Council Approval deadline below as determined at our meeting of January 6th, the review of the submittals by the individuals on the selection committee will have to changed from January 23-30th to Januarv 30th - February 2nd. This is really only leaves two working days to review all submittals (Fri Jan 30 and Mon Feb 2) to review the submittal packets unless we are able to review submittals Feb 3rd and 4th and the Agenda Transmittal is permitted to be submitted on Feb 5th. Jean informed me that to date, 10 RFQ packets have been sent or picked up. If anyone has any additional thoughts please let me know.
