HomeMy WebLinkAbout020620041225 Main Street [] Sebastian, Florida 32958 Telephone (772) 589-5330 [] Fax (772) 589-5570 City Council Information Letter February 6, 2004 Recommendations Building Regarding Airport Administration As referenced in the attached memorandum as compiled and delivered by Airport Director Jason Milewski, please be advised that staff is currently finalizing negotiations with Holland Builders relative to the construction of the Airport Administration Building at Sebastian Municipal Airport. It was originally anticipated that expenditure recommendations to City Council were to be available for your deliberation during the February 11th meeting. However, as consideration is being offered regarding various input received in recent weeks regarding final project scope, the decision was made to perform applicable engineering necessary to incorporate additional ideas accordingly. As such, arrangements are being made to offer a presentation, with final expenditure recommendations to be made during your February 25th meeting. As this project represents a design/build effort, a respective site plan presentation will be offered to the Planning and Zoning Commission soon after final authorizations to proceed have been granted. Old Town Sebastian Historic District West During last week's meeting, a framed certificate formally recognizing the designation of the Old Town Sebastian Historic District East listing on the National Register of Historic Places was presented for community wide edification and recognition. As briefly mentioned during this session, a west district was in process of review and consideration by the United States Department of the Interior. I am pleased to report that the attached letter as compiled and delivered by Florida Secretary of State Glenda Hood's office was received earlier this week announcing the approval of the Old Town Sebastian District West. This specific accomplishment completes the City of Sebastian's efforts to designate all practical and eligible areas of the City Council Information Letter February 6, 2004 Page 2 community for long-term historic preservation. As such, future historic preservation ordinance and land development code provisions are appropriate for both the east and west districts. The attached maps offer clarification regarding the locations and streets of each district. A formal certificate recognizing this particular declaration will therefore be presented publicly in the coming weeks. Florida Power and Li.qht Feeder Line and Pole Installation In an effort to respond to concerns discussed during your January 14th presentation by representatives from the Florida Power and Light Company (FPL) relative to feeder line and pole installations currently being performed in the community, notably Rolling Hill and Tulip Drive, please be advised that site visits have been scheduled for next week to offer recommendations regarding continuous tree maintenance programming, as well as possible customer satisfactory removal and certified arborist has also been accordingly. FPL officials recently located on Tulip Drive informing replacement of overall vegetation. Boys and Girls Club Groundbreakin.q Ceremony Earlier this week, plans were finalized regarding the Boys and Girls Club February 26th groundbreaking ceremony. The event will begin at 11:30 a.m. near a retention pond currently being developed as part of the Sebastian Municipal Complex project (a few hundred feet behind the Old Schoolhouse/City Hall building). This location is appropriate in that the actual facility is slated for construction near this site. After ribbon cutting and speeches, attendees will convene at the Captain Hiram's Tiffany Room to have lunch beginning at noon. Formal invitations are being delivered to approximately 25 individuals, including each of you. You should receive them within the next few days or so, as you may be able to offer an RSVP if you are able to attend. We are currently finalizing the last few pricing issues relating to deletion of some proposed items as well as value engineering and materials purchasing. Due to the complexity and scope of this project, exact estimates for cost-saving options required more time than originally anticipated. Both parties felt it necessary to thoroughly examine all possible opportunities for cost reduction. These included considerations such as the City to providing fill for the site, in-kind services for site work, City purchasing of materials to save sales tax, value engineering in the generator and other building components, and several other options. Through the implementation of such alternatives, staff was able to keep the overall project cost far below (over $300,000) Council's original authoriztion of $2.3 million. We should have some final numbers by the end of next week as well as a completed (and amended, if necessary) contract. Though these estimates could not be completed in time for Council's February 11th meeting, all involved are confident that we can finalize our last few issues in time for the February 25th, 2004 regularly scheduled meeting.
