TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, FEBRUARY 2, 2004 - 5:30 P.M.
Chairman Fulton called the meeting to order at 5:42 p.m.
The Pledge of Allegiance was recited.

APPROVAL OF JANUARY 57 2004 MINUTES

ANNOUNCEMENTS:
There were no announcements.
OLD BUSINESS:
A. Arbor Day 2004
MOTION Dann/Madsen
VOICE VOTE on the motion carried 4-0
"1 move that we accept the resignation of Marsha and accept nomination of Cathy
and Charles as co-chairs of the Arbor Day 2004."
There was much discussion on the details of Arbor Day. The Board Secretary
will go through the files and pull out forms for the contest and will send them to
the Chairperson Fulton. Charles will contact the schools. It was suggested that
Reverend Dr. Ronald Thomas do the invocation, A letter needs to go out to the
Garden Club to see if they would like to do the refreshments. Cathy will call the
SRHS Naval ROTC about doing the Presentation of Colors. Suggestions for
some possible speakers: #1 Director of County Extension Office - contact Joan
Vincent; #2 Ranger Rodney Hicks - County Parks; #3 Holly Dill - E.L.C.; #4
Janice Bmda - Advisor; #5 Paul Williams - Forester, Ft. Pierce. Mayor Barnes to
read the Proclamation. Suggested trees to be planted: Dutch Elm, Winged Elm,
Long Leaf Pine & Live Oak. Fallback suggestions are Maple, Hickory, and
Magnolia. The board members need to go by Filbert Park to check it out.
Chairperson Fulton will get the press release to the Board Secretary. The Board
Secretary will update the invitation list, program and all other documents from
last years Arbor Day and bring to the next meeting.
Champion Trees
Anne didn't have a chance to contact the owner of the Duncan Grapefruit tree, so
we will move this to next month.
Update on Butterfly Garden - Lynn Albury
There was no discussion.
NEW BUSINESS:
Regarding the new / revised Land Development Code. Planning and Zoning ts
working on the comprehensive plan first. It should be completed by the end of
2004. Then they will work on the Tree Board's input.
Chairperson Fulton requested that a memo be written to Chris McCarthy
regarding the City property on the NE comer of Main St. & US 1 (the old
Chamber of Commerce). She felt that the trees needed trimming and shrubs
needed cleaning up. The Board Secretary will get a memo to Chris.
The City's MIS person wanted the Board to know that he had received PSA's
from the Arbor Day Foundation regarding Arbor Day. He had the City Manager
review the videos and Terrance felt it would be fine to put the PSA's on Channel
25. The question was asked if the Board would like to attach anything to the
PSA's. It was decided that the MIS person should come explain what the beard
could add to the PSA's.
Roseland resident, Jeff Klein just moved into the area and he has a 84 acre
Nursery down in Dade County. He is also a Certified Arborist. He would like to
volunteer his time to the Tree Board.

MEMBER MATTERS:
Chairperson Fulton wanted to update the 2004 Work Plan for the Tree Board. The
Board Secretary will find the 2003 Work Plan and pass it on to the Chairperson for
review. Some of the items on the plan should be Arbor Day, Champion Trees and the
Shade House. There was discussion as to the status of the Shade House. The Shade
House at Sebastian High School needs to be placed under New Business on the next
agenda.
Henry Madsen brought in the landscaping plan for the new City complex. Anyone is
welcome to review it. Mr. Madsen found two things that were not up to code. The

parking hedges don't meet code and there is not enough vadety of trees in the complex.
There was discussion about other suggested changes to the complex that would be nice
to see.
STAFF MATTERS:
The Board Secretary informed the members that the March 1st meeting must be kept to
one hour due to a Candidates Forum in the Council Chamber that evening. Also the
Secretary reminded Chairperson Fulton and Anne Dann that their terms expire in April
2004.
ADJOURNMENT:
Chairman Fulton adjourned the meeting at 7:25 p.m.
