Momentum ReRardinR Floatin,q Docks at New Piers
The Office of the City Manager and the Department of Engineering was
recently able to initiate dialogue with the Florida Department of
Environmental Protection (DEP) relative to a possible Phase II component
of the Riverview Park Twin Pier Project. As a result of a conference call
with State Representative Stan Mayfield last Friday, staff was able to make
contact with newly appointment officials from DEP who appear willing and
able to work with the City of Sebastian to modify its existing permit to enable
the design and construction of floating boat slips. DEP approval is
contingent upon the results of an update of a sea grass study and submittal
of design plans, including as-built drawings of improvements implemented
to date. As such, staff is currently working with Kimley-Hom and Associates
to complete the necessary sea grass assessment report that previously
confirmed no presence of sea grass in the subject area. Results from these
efforts are to be finalized in the coming weeks, including applicable
coordination and approval via the Army Corp of Engineers. Once and if a
modified permit has been received, recommendations regarding
implementation of floating structures will be offered commensurate with the
Fiscal Year 2004~2005 budget and capital improvement programming
processes.
Blossom Ditch Improvement Pro.qram
The City of Sebastian currently enjoys an opportunity to work jointly with the
Indian River County Engineering Division of the Department of Public Works
to implement the highly anticipated Blossom Ditch Improvement Program.
Arrangements are therefore currently being made to deliver a draft interlocal
agreement to help address cost sharing opportunities for overall project
design services. As referenced in the attached electronic mail message as

compiled and delivered by City Engineer David Fisher, a final design plan,
including cost estimates is anticipated to be completed this summer,
culminating possible recommendations for project implementation via the
Fiscal Year 2004/2005 budget process.
Municipal Complex Park Preparation Activities
As a result of City Council's authorization of expenditures to expand
Sebastian Municipal Complex to include development of accompanying park
features, please be advised that respective additional land clearing activities
will commence within the next couple weeks. Representatives from both
Suffolk Construction and Capp Custom Builders will work closely with the
Building Department to secure respective permits. Once the area is
cleared, various components of the park facility installations will commence
(anticipated to begin in early summer). If all goes well, the park may
become open to the public prior to staff relocation into the new city hall
facility in early autumn. Once clearing activities have been completed, I will
forward a timetable that will outline more specific target dates.
Historic Preservation Pro.qram Development
In an effort to expedite recommendations relative to historic preservation
district planning and programming in the City of Sebastian, please be
advised that Indian River County Historian Ruth Stanbridge is being
commissioned to assist staff with compilation of applicable guidelines and
practices. Respective logistics will therefore have to be reviewed by City
Attorney Rich Stringer for consideration of content in respective ordinances
and land development code revisions. Meetings took place this week in an
effort to initiate task assignments accordingly. Suggestions and reports
regarding the evolution and development of historic preservation
regulations, as well as the opportunity to direct action accordingly, are likely
to be offered via the Department of Growth Management and Office of the
City Attorney during the next few City Council meetings.
Music Television Filmin.q at the Barber Street Skate Park
The City of Sebastian has received a request for permission from
representatives from the Music Television cable network (MTV) to conduct
filming at the Barber Street Sports Complex Skate Park to assist with the

production of one of their weekly programs titled "Made" (broadcasted each
Wednesday at 10:00 p.m.). The premise of the show is to assist high
school students selected nationwide to be trained or "made" into someone
with particular skills and/or abilities. Interestingly, a young lady (being
notified of her selection sometime today and therefore whose name has not
yet been made public) from Vero Beach High School has an interest to be
developed into an exceptional skateboarder. Television show producers
have therefore commissioned a skating coach to assist with training drills to
be conducted at the Sebastian Skate Facility. Parks and Recreation
Superintendent Chris McCarthy is therefore being directed to coordinate and
oversee respective activities during this time. During a conference call with
M-IV producer Erin Shockey early this morning, I requested specific
information in writing outlining program logistics, as well as additional
clarification regarding anticipated activities. A letter from the network's New
York City headquarters will therefore be forwarded to my office sometime
this weekend. Once I receive it, I will forward copies to each of you. This
arrangement will not impede normal admission policies and/or operations at
the Barber Street Sports Complex. However, given the opportunity for
young people in our community to receive exposure on a nationally
broadcasted program, we do anticipate higher than normal attendance
during the next six to seven weekends while taping activities are underway.

This is an update of the Blossom Ditch situation, as discussed eadier this afternoon:
The Engineering Division of the Indian River County Public Works Department will soon be sending us a draft for a
new interlocal agreement for the overall project design services going forward on the Blossom Ditch Improvement
Program (we have already paid our share of the design to date). We will probably receive that new interlocal
agreement in the next week or so and that will tell us what our share of the overall project design fees will be going
forward. That amount will include the design/survey/CSl fees for Blossom Ditch.
The County advises us the project is currently experiencing a delay due to land acquisition preblems that may
postpone the out-to-bid stage into late summer (instead of May as previously planned).
As design nears completion (probably sometime eady to mid-summer) we will receive an itemized estimate of how
much the City's portion will be for the construction of the project, including Blossom Ditch.
