Old Schoolhouse Restoration Pro.qram
Officials from both Suffolk Construction and REG Architects recently met
with local architect John Dean (commissioned in 2002 and 2003 by the City
of Sebastian to compile architectural drawings to govern interior
improvements to the Sebastian Old Schoolhouse/City Hall) to review the
current design plan. Please be advised that the City of Sebastian has
received a draft proposal from Suffolk Construction, Inc. for preconstruction
services necessary to implement the Old Schoolhouse/City Hall Interior
Restoration Program. The purpose of this approach is to simply interface
this project with Sebastian Municipal Complex construction activities
currently underway. As some of you may recall, our grant funding
agreement with the Florida Bureau of Historic Preservation will expire in the
coming months, necessitating physical improvement to the property as soon
as possible. As such, some initial tasks related to interior improvements
may be necessary to begin prior to relocation into new facilities. After
further reviewing the prospect of proceeding in this regard,
recommendations will be forwarded to City Council for your review and
consideration - perhaps during a regular meeting in either April or May.
Snow Shoe House - United States Hi.qhway One
Both Director of Growth Management Tracy Hass and I had an opportunity
to meet with David Brown, owner of K&H Plaza on United States Highway
One, as well as the neighboring parcel containing the historic Snowshoe
House. Although the Snowshoe House is technically not located within the
boundaries of Sebastian Historical District East, he amicably expressed
interest to work with the City of Sebastian to relocate the structure as
opposed to demolishing it. Prior to offering recommendations to establish a
formal partnership in this regard, staff must make decisions relative to

temporary and/or permanent site(s) accordingly. We therefore hope to
present options in the coming weeks publicly during a regular City Council
meeting. Be advised however that time is of the essence - as the previous
owner has until June 15th to vacate the premises, as Mr. Brown is interested
in proceeding with plans for new commercial development later this summer
after relocating activities have been completed.
Proposal from Exchange Club of Sebastian
Annual Fishin.q Tournament at Riverview Park Piers
Representatives from the Exchange Club of Sebastian recently met with city
staff to discuss the possibility of establishing an agreement to host their
annual fishing tournament at the new Riverview Park (South) Piers. This
year's event will represent the civic association's 11th Annual Blue Water
Open Sportfishing Tournament. In previous years, the event took place at
various private facilities in northern Indian River County and southern
Brevard County. Their interest of course is to host this event here in
Sebastian Corporate Limits for charitable fundraising purposes. At this time,
staff anticipates recommending approval of such use during your March 24th
regular meeting - to include a presentation from representatives from the
Exchange Club, as well as to outline applicable fees and contract provisions
for this arrangement. Meanwhile, I am providing you with the attached
summary outlining various aspects of the event for advanced edification.
Various City of Sebastian Fundraisin.q Initiatives
During the past two years, the City of Sebastian staff has sponsored a
number of fundraising initiatives to benefit a number of notable causes in the
area. Such additional large-scale activities for this year include the 2nd City
of Sebastian/Indian River County United Way Golf Classic scheduled to
take place Saturday, March 20th beginning at 7:00 a.m. Proceeds will
benefit the United Way of Indian River County's annual campaign. Another
highly anticipated event is the 2004 Spring Break Skateboard Competition -
A Benefit for the American Cancer Society, to be held Saturday, April 3rd at
the Barber Street Sport Complex Skate Park beginning at 10:00 a.m. As

sponsorship greatly assists our efforts to make these activities successful.
Please feel free to inform other interested individuals accordingly, as greater
participation will yield more dollars for community service purposes.
