Meeting was called to order by V.C. Garland at 7:00 P.M.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES: Regular Meeting of 12/9/03
MOTION by Morris/Wolfe
I make a motion that we approve the minutes of meeting held 12/9/03.
A voice vote was taken, motion carried 6 - 0.
OLD BUSINESS: None.
NEW BUSINESS: Experior Exam
Patterson, James B./General Contractor
V.C. Garland swore in Mr. Patterson.
Mr. Patterson noted that he did not have to take a test to be licensed in Iowa. He had to
go by all of the city codes and requirements and have all of the required inspections. He
also had to show proof of liability and give them his FEIN number.
Mr. Gilligan asked if he had any experience building houses in Florida. He said no since
he did not have a license. He told the Board that all he wanted to do was remodeling that
he was getting too old to do the big stuff. When asked how long he had been in the
construction business, he said since 1972 - he was 19 years old. His dad was in the
cement/masons union in Denver, Colorado and so he went through an apprenticeship
program there. He told the Board that he spent 7 years building in Hawaii where building
conditions were similar to Florida.
V.C. Garland noted that there was a lot of tile construction work in his folder and asked if
he had built any houses as a general contractor. Mr. Patterson said that he had pictures of
houses he had built in his briefcase if the Board would like to look at them. He said he
had been a full service builder in Mason, Iowa.
Mr. Davis felt that Mr. Patterson showed experience for a specialty contractor but not a
general contractor. Several of the Board members agreed.
MOTION by Davis/Wolfe
I make a motion that we deny the general contractor test.
Mr. Davis felt there was no indication of experience in what we consider general
construction.
Mr. Gilligan noted that the packet showed that Mr. Patterson owned his own business
and the contractor registration says he has been a general activity general contractor,
residential.
Mr. Morris said that going by defmition he felt he met our requirements for general
contractor. Mr. Gilligan noted that there was no Florida experience but Mr. Morris
pointed out that that was not one of the requirements to be a general contractor.
Mr. Wolfe withdrew his second, Mr. Davis withdrew his motion.

I make a motion that we approve James Patterson to take the General Contractor Test.

Brown, James W./Carpentry
V.C. Garland swore in Mr. Brown.
Mr. Wolfe - yes

It was noted that Mr. Brown holds a comp card in Brevard County, but that no test was
taken. Since he held an occupational license to do carpentry for 26 years, he was
grandfathered in by the county.

I make a motion that we approve Mr. Brown to take the Carpentry Specialty Contractor
Exam.

Ferreira, Rui M./Concrete Forming & Placing
V.C. Garland swore in Mr. Ferreira.
Mr. Ferreira told the Board that you did not have a license in Massachusetts to do
concrete work. There was a form included in each members' packet that was filled out to
be bonded that was submitted to the Highway Department. That was all that was needed
to work.

I make a motion that we approve Mr. Ferreira to take the Specialty Contractor Exam for
Concrete Forming & Placing.

Arsenault, John W./Masonry
V.C. Garland swore in Mr. Arsenault.
It was noted that licensing for masonry work was not required in Massaschusetts.
Mr. Arsenault did take and pass a test for Construction Supervisor. He wasn't interested
in building so he never did anything with the license.
Mr. Morris asked if he could get the test scores but Mr. Arsenault said he didn't think so
since it was so long ago.

I make a motion that we approve Mr. Arsenault to take that specialty contractor test for
masonry.

Armoretti, Lawrence G./Painting
V.C. Garland swore in Mr. Armoretti.
Let the record show that Mr. Axmoretti will only be taking the Painting Exam. Monroe
County only required the Business and Law Test to be taken to do painting.

Mr. Morris asked the Board Secretary if Mr. Losey held an active license with Sebastian.
She answered yes.
Mr. Davis asked about the date showing on the supervisory verification letter from Mr.
Losey. It gave a month and day, but not a year.

I make a motion we approve Sean C. Pollick with an amended letter which shows
specifically the date for minimum supervisory experience to take the Tile & Marble
Exam.

V. C. Garland swore in Mr. Guy Losey.
Mr. Losey said that Mr. Pollick was his supervisor and right hand man since March 2000.
The Board Secretary said that as soon as Mr. Pollick came in with the amended letter she
would give him a registration form.
Mr. Brad Loucks came to the microphone and told the Board that he missed the
December meeting to be approved to take the Master Plumber Exam and that he was
suppose to be on tonights agenda. The Board Secretary agreed but explained that having
no January meeting it was an oversight on her part.
The Board took a recess at 7:57 P.M. so that the Secretary and Mr. Wolfe could go to the
Building Department to get Mr. Loucks folder.
The folder could not be located, but let the record show that the folder was on top of the
folders to be approved for testing. They did not see this until after the meeting had been
adjourned.
Meeting was called to order at 8:20 P.M. with all present.
Mr. Loucks will be on the agenda for the March meeting.
