HomeMy WebLinkAbout11172003Recreation Committee Meeting Minutes City of Sebastian Recreation Advisory Committee November 17, 2003 Called to order by the Chairman: Roll Call: The following members were present William Ingui, Wayne Leboeuf, Elizabeth Gray. Jayne Barczyk, Mrs. Jeannie Jessup, and Jessica Keaton were absent Mrs. Jessup arrived at 5:05 PM Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks and Recreation Superintendent Approval of Minutes: A motion to approve the minutes of the October 27, 2003 was made by Mr. LeBoeuf second Mrs. Gray Passed unanimously. Old Business: Parks update program — Chris states that George Street and Filbert Street are being developed and Bryant Court, Easy Street and Riverview Park IV — Splash pad and Band shell are proposed for this year. Sal Neglia says the Southside Park is on hold per Mr. McCollum — will be formally discussed at the next meeting The Chairman says he met Cliff Crawford and the County will put in 4 ballfields at the North County Park. Mr. Shapiro wants to speak about the City Council presentation says committee should be represented in front of council when turns over their report. Chairman states he would like a representative to go to the J g and make a presentation and turn over all material regarding the Southside Park. Miss Jessup volunteers to attend. Miss Jessup states that is a very special area and it should be left alone except for maybe paths or walkways. Also, Mr. LeBoeuf will give a presentation at the meeting regarding the safety concerns on Indian River Drive. Regarding paths and signage — Chris states that Easy Street park could be designated a handicapped park because the walkways are all paved. There is no money to improve Hardee park for this. New Business: Better Lighting at Riverview Park will be done soon Monies from Impact fees must be used in respective zones unless it is a regional park and then all zones can fund. Parks and Recreation Meeting November 17, 2003 meeting minutes Page two Covers for the playground equipment was brought up like they have at the Elementary Schools and whether we can look into getting some. Chairman states we need more benches and a general maintenance program. The next meeting will be January 26'h, 2004 at 5Pm. The committee does not want to have a meeting in December. Public input: Mr. Mark Duffy 125 Pelican Island Place is opposed to the Southside Park says spend the money on boat ramps and parking. 540 tA' Mrs. Keaton arrived at the meeting atTiP�4 Cindy DiCarrado — Riverview Park vandals it is too dark Glad to here new lighting is going in it is not people friendly — Needs flowers or more landscaping. Also safety factor where the sidewalk drops off — all issues are being addressed that she asked about per Chris. Mr. LeBoeuf says — lighting was a major factor — Fence issue has since been fixed — Clambake sand is still there. Ms Jessup says can the trees be used for additional lighting and perhaps we could put the flowers in urns at the park to brighten it up. Members comments: Mr. Leboeuf — could we get minutes of City Council — Secretary to provide with package. The meeting was adjourned at 6:15 PM Approved February 23, 2004 1&a Chairman
