Chairman Fulton called the meeting to order at 5:35 p.m. 2. The Pledge of Allegiance was recited. 3. Dept. Sally Maio, City Clerk APPROVAL OF MARCH t.,, 2884- MINUTES MOTION CardinalelMadsen VOICE VOTE on the motion -carried 4-0 "I make a motion to approve the March 1, 2004 minutes." 5. ANNOUNCEMENTS: Landscaaing of the new City Hall = City Mangggr, Mr. Moore. Mr. Moore suggested t the Tree Board could offer advice and make recommendations but he wilt not make any budgetary adjustments at this time. He will assemble the recommendations when the project is complete. The site plan has been approved so no changes could be made at this time. There was more discussion on the matter. 6. OLD BUSINESS: A. Arbor Day 2004 Janice Broda will not be available to attend or speak at the celebration. KIRB will be there with handouts. Chairperson Fulton has the gift certificates- for the Vero Beach Book Store for the 1 t, 2nd and 3"d prizes. Chairperson Fulton also had the Press Release. Charles Cardinale spoke with a person from Pelican Island Elementary School and their students are participating. We only have one (1) essay returned so far. Charles Cardinale will call Pelican Island School on 3/24/04 and find out the status of the essays and remind them of the deadline and also make them aware that gift certificates have been purchased. It was recommended that Chris McCarthy get about 30 saplings for handouts. The Presentation of Colors will be done by the Sea Scouts. Christine Kelly will be one of the speakers. Ann Dann will follow up and confirm with her. Ranger Hicks will probably be able to speak. Marsha Fusco will follow up with him and if he can't be there, Marsha Fusco will let Tree Board Secretary know. If Ranger Hicks can't speak, Chairperson Fulton will contact Holly Dill. Chris McCarthy said there is a problem with the Long Leaf Pine. We can't get them. So the tree selection will be the Tabebuia, American Elm, Winged Elm and Live Oak. If the budget will allow he will do another Live Oak and/or Slash Pine. Mayor McCollum will do the Proclamation. Invitation list has been updated. Chairperson Fulton will update the Press Release get it to the Press Journal. Invitations are to go out by April 2"d. B. Champion Trees It was decided to remove the Duncan Grapefruit tree from the list. C. Update on Butterfly Garden — Lynn Albury The Women's Club & the Jr. Women's Club have found a piece of land and will start planting Saturday, March 27, 2404. It will be at 8:00 am at Hardee Park if the board would like to come. Chairperson Fulton noted that she was informed that vines were engulfing the Cypress trees at Hardee Park. Chris McCarthy said that the trees weren't actually Cypress trees but he would look into it. Chairperson Fulton thanked Chris McCarthy for trimming the trees at the Chamber building. D. Adoption and submission to City Council — 2004 Work Plan The Shade House was discussed as part of the Work Plan and Chairperson Fulton would like to see a Shade House somewhere on City Property. Chris McCarthy said he would address the issue on the budget for next year. He also mentioned that maybe we could get the Boys & Girls Club involved. Chairperson Fulton will update work plan and forward it to Board Secretary to pass on to the City Council. APPROVAL OF MOTION MOTION Dann/Albury VOICE VOTE on the motion carried 5-0 "I make a motion to approve the 2004 Work Plan as amended and forward to Council for approval." 7. NEW BUSINESS: A. PSA's from the National Arbor Day Foundation — We have some videos on general Arbor Day information that has been approved to run on Channel 25. An invitation was offered to the Board to come view the videos. The City Clerk's office could prepare the information that would be put on a power point slides that would run after the video, with the approval of the Board. With the approval from the City Manager we could videotape this Arbor Day celebration. Ms. Fusco w!H be in on 3/24/04 to look at the videos then she will talk with Chairperson Fulton. B. Shade House at Sebastian High School — Discussed on 2004 Work Plan. 8. MEMBER MATTERS: Mr. Madsen discussed his concerns regarding the site plans for the new City Hall complex. He believes that it would be better to rectify the problems now instead of later. He feels that the oak trees were improperly placed in front of the building and power lines. Mr. Madsen recommends removing all existing oak trees in the front of the new City Hall building and replacing them with smaller scale trees and/or palms. Mr. Madsen also recommends that they remove and relocate every other oak tree from in front of the existing City Hall and in front of the new Police Dept. The Ficus tree should be removed because it is already encroaching on the new building. He also feels that the Cocoa Plum hedge in front of the Police Dept is not up to code. There was much discussion about the plans and recommendations. This topic will be discussed at the next meeting. Lynn Albury — Can we have a bench for the Butterfly Garden? Environmental Science Academy got a grant to do the east side of city hall. Did they use all of that money? Could we use some of the money to get a bench for the Butterfly Garden? 9.
