Louisiana Avenue Nei,qhborhood Revitalization Pro.qram
As staff is working progressively relative to securing necessary easement
dedication authorizations from various property owners to assist with
implementation of the Louisiana Avenue Neighborhood Revitalization
Program, please be advised that respective engineering and construction
plans have recently been finalized. As referenced in the attached electronic
mail memorandum from City Engineer David Fisher, representatives from
WCG-Neel-Schaffer Engineering delivered copies to the Florida Department
of Community Affairs to secure an approval to proceed with construction (a
Community Development Block Grant administrative requirement). Once
authorization has been granted (anticipated within the next month or so),
both the Department of Engineering and General Services Administration
will initiate a contractor selection process so as to offer respective
considerations for approval by City Council by late June to early July. As
reported during various public workshops regarding project scope, an
estimated construction timeframe is anticipated to remain at approximately
six months, yielding completion by late winter. Complete sets of plans are
available for review in both the Department of Engineering and Office of the
City Manager. Anyone who has an interest to review them may simply
contact us to make arrangements to do so.
Brief MeetinR with County Commissioner Art NeuberRer
Earlier this week, Director of Growth Management Tracy Hass and I had an
opportunity to meet with County Commissioner Art Neuberger here at City
Hall in an effort to offer clarification relative to annexation policy issues in the

City of Sebastian. As former Mayor Walter Barnes discussed during your
March 24th meeting, a common misnomer is being communicated that
developers are annexing to the City of Sebastian to "take advantage" of 5
unit per acre zoning and to implement projects via this standard. We were
therefore able to inform him of specific facts regarding such issues, notably
that properties currently (and previously) being considered for annexation
are to accommodate market rate, single family developments ranging
between 1.3 to 2.9 units per acre (with exception of course the Asbury
Subdivision, which proposes 3.47 an acre on a unincorporated parcel
currently designated for 6 units an acre via Indian River County Future Land
Use Designation). I am therefore hopeful that Commissioner Neuberger will
employ this knowledge accurately during future Indian River County
deliberations regarding unincorporated development.
Sebastian Inlet Sail and Power Squadron
A special request from the Sebastian Inlet Sail and Power Squadron to use
Riverview Park Saturday May 29th iS being made in an effort to host an
event to commemorate National Safe Boating Week in our community.
Proposed activities include a well-attended picnic, featuring a band as well
as demonstrations of the latest boating safety equipment available to
enthusiasts. As such, representatives from the Sebastian Inlet Sail and
Power Squadron will be provided an opportunity to make a presentation
regarding their application during your April 28th meeting.
MTV Made Television Pro,qram - Sebastian Skate Park
As reported via the March 5, 2004 City Council Information Letter, the City of
Sebastian received a request from representatives of the MTV Cable
Network for permission to film skateboarding activities at the Sebastian
Skate Park to incorporate footage for the television program "Made". The
final day of tapping was last Saturday, culminating with the 3rd Annual City of
Sebastian Skateboard Competition, which raised a total of over $1,800 to
benefit the American Cancer Society. I am pleased to also report that no
problems occurred during production, including the pleasant cooperation
from youth who were very well mannered and respectful during this period. I

Erin Shockey expressing appreciation for use of the facility (received
Wednesday afternoon). She later informed me that the premiere broadcast
of this particular episode was approved and scheduled for Wednesday, May
19th at 10:00 p.m As such, our community's Barber Street Sports Complex
will serve as the setting for a nationally televised youth oriented program.

I met with Rick Melchiori of WCG / NeeI-Schaffer this morning.
... They handed me a submittal of"100%" plans and specifications for final review by the City. They are now
forwarding a similar set to ,~ordan & Associates for them to forward on to DCA for their review and endorsement.
-. Expect the DCA review / approval process to be complete within 30 days (although you may want to confirm
that time frame estimate with Jordan & Associates).
_. Upon DCA sign-off, WCG / NeeI-Schaffer will issue complete sets of documents that are "released for
construction bidding" purposes.
... Currently anticipate being able to advedise for bids no later than 1 June 04.
... If allowing 30 days for construction bidder responses (by early July 04), we should be able to select a
contractor, gain Counc approval, award the contract, and give notice to proceed sometime between mid-August
to early September '04.
... Construction period is anticipated to be six (6) months. That means scheduled construction completion around
early March 2005.
... WCG / NeeI-Schaffer's current contract includes a minimal amount of construction phase services.

The Sebastian Inlet Sail & Powe/~/Squadron requests the use of Riverview Park
from 10:am til 2:00 pm on ~ 29th, 2004 for an event in conjunction with
National Safe Boating Week which is ~ 22"d to-IM~.~ 28th.
The three missions of the United States Power Squadrons are Education,
Boating Fellowship and Civic Service
The Civic Service activities of the Sebastian Inlet Sail & Power Squadron are:
1)
Safe boating through education. The Boat Smart Course is offered
quarterly. Last year, our first ¼ year of official charter, we taught the
course to 90 some students. This year we hope to increase by 40%

Vessel Safety Check. Last year we had one examiner who checked 100
vessels. This year we have 6 examiners.
3) Cooperative charting. We are just getting started. We have 5 members
who are taking training with the Vero Beach Power Squadron. This is an
ongoing project.
We propose a public event in Riverview Park or~-I~e~29th.
The theme will be "A Picnic With a Flare". There will be supervised flare gun
demonstrations
Sebastian Inlet Sail & Power Squadron, jointly with Vero Beach Power Squadron
will have booths. Our sister squadrons from Banana River and Port St. Lucie will
join us but will not have a booth. Just show their colors.

Thanks again for allowing Mtv to use the Sebastian Skate Facility. I appreciate your
hospitality, as well as the team
of workers who operate the skate park. They always made us feel very welcomed!
The facility greatly benefits so many of the youth who live in the city! The citv of
Sebastian should feel proud -
for providing this service to the community.
