Future Schedules for Additional Annexation Proposal Review
As each of you realize by now, the City of Sebastian has several
applications for annexation pending in the State of Florida Department of
Community Affairs and the Department of Growth Management. Despite
recently published newspaper reports relative to the subject, proposals have
not been described very well since respective City Council presentations last
December. The attached location map outlines areas for consideration (as
utilized by staff from the Press Journal Newspaper resulting with
Wednesday's front page article about growth assessment matters in
Sebastian). I have therefore asked Director of Growth Management Tracy
Hass to compile a brief synopsis of each of the five additional requests, to
include information regarding number of units per acre, lot sizes, setbacks
and total number of parcels. Some of you may have in your possession
various pieces of specific information via agenda packets and other
documentation provided since last autumn. However, staff anticipates being
able to offer developers an opportunity to make presentations to you, via
upcoming regular meetings scheduled to take place within the next couple
months or so. The aforementioned report from Tracy will be provided to you
via next week's information letter. Both he and I will therefore be more than
happy to meet with either of you individually to address any questions and/or
concerns accordingly.
Proposed Lease Amendment Terms With Skydive Sebastian
Please find the attached letter as compiled by my office and delivered to Mr.
James lannaccone, Principal, Skydive Sebastian of South Florida, Inc.,
which offers a succinct synopsis of proposed terms regarding a lease
amendment that will enable the company to locate their facilities adjacent to
the newly designated parachute landing area at Sebastian Municipal Airport

(SMA). As reported via an information letter several weeks ago, a firm
response from Skydive Sebastian is most imperative as we continue efforts
to implement various and necessary capital improvements at SMA. This
letter is a direct result of a recent conference call with representatives of
Skydive Sebastian, whereby the overall conditions regarding the established
course of action was addressed verbally. As such, Airport Director Jason
Milewski and I hope to offer respective recommendations that will yield final
resolutions regarding this matter in the coming weeks.
ProRress of Sebastian Municipal Complex
The attached spreadsheet report from Suffolk Construction outlines a most
recent timeframe relative to a completion schedule for the Sebastian
Municipal Complex. Tremendous construction activities involving the
development of both passive and active park features are to begin in July,
after substantial construction of site work for both the New City Hall and
Police Station have been satisfied. Interestingly, the Police Station
Expansion Program is currently almost two months ahead of contract
schedule, while City Hall is also progressing several weeks ahead of its
completion timetable. As also referenced, the total project, including the
municipal complex park (formal naming opportunity to be made available via
City Council consideration of such via suggestions being offered throughout
the community in the coming months) remains on schedule to be completed
later this autumn. As such, the City of Sebastian Management Team is
currently working on plans to host a grand opening ceremony, to likely take
place likely just before the 2004 Holiday Season.
Florida City/County ManaRement Association
As some of you may recall, I was fortunate enough to have served on the
Board of Directors of the Florida City/County Management Association
(FCCMA) during the past two years. Recently, I was reelected to serve a
second consecutive two-year term, to take effect during the 58th Annual
Conference in Palm Beach Gardens during Memorial Day Weekend.
Participation with the FCCMA Board of Directors has been a wonderful
professional service opportunity that has also provided me with the ability to

represent the City of Sebastian very well.
Council's support for such involvement,
my commitment to career development.

Dear Mr. lannaccon8:
As discussed during our telephone conference Friday, Apdl 2, 2004, please reference the
following terms as they pertain to the discussed amendment to the lease agreement between the
City of Sebastian and Skydive Sebastian of South Florida, Inc., governing property at Sebastian
Municipal Airport.
City administration is prepared to recommend to City Council a lease amendment containing the
following terms and conditions. A lease of a new parcel will become effective the date of
execution of this amendment. Skydive Sebastian of South Florida will therefore be granted
twelve (12) months to construct and occupy the new premises. Termination of the lease
governing the existing premises will then take effect. All terms, conditions and rental amounts as
outlined in the odginal lease agreement will remain unchanged.
As you will recall, the City of Sebastian initially reserved property exclusively for Skydive
Sebastian adjacent to the newly designated landing area over two years ago. This arrangement
was, of course, facilitated in response to the unanimous adoption of the most recent Sebastian
Municipal Airpod Master Plan in February 2002. As time is now therefore of the essence,
Skydive Sebastian will have thirty (30) days to accept terms and conditions as outlined in this
framework. Formal acceptance of these terms must be delivered to Sebastian City Hall in writing
within this specified timeframe. In addition, Skydive Sebastian will be expected to finalize and
execute a respective amended lease agreement within a subsequent 30 day period. Failure to
meet required timeframes will result in the City of Sebastian having the ability to market the
reserved property to enable consideration of other lease opportunities at current market rates.
The Sebastian Management Team looks forward in working with Skydive Sebastian to implement
the aforementioned course of action. Should you have questions and/or require further

Dear Terrence;
Congratulations! You were unanimously selected by the Nominating
Committee to be an at-large director for a two-year term beginning May
2004. Your name will be listed on the recommended slate of officers to be
voted upon by the voting members at the annual conference. Barring any
unforeseen floor nominations, you will take office during the conference.
Incoming President Ken Hammons is busy planning his year and working
on his goals. I know he is confident he will be able to count on you for
assistance.
The first meeting of the new Board of Directors will be Saturday, May 29,
2004 at 10:15 a.m. followed by an orientation for new board members.
While it is not required that you stay for the orientation, you may find it
helpful. About two weeks prior to the conference, you will receive a new
orientation manual to replace the material in the notebook you received last
year. Please look through it and bring any questions you have with you.
Again, Terrence, congratulations. I'm looking forward to working with you
for another two years.
