Retirement of George Bonacci
After several years of contemplation, Chief Building Official and Building
Department Director George Bonacci recently announced his retirement
from the City of Sebastian. Mr. Bonacci has served the organization in
various capacities in the Building Department for almost nineteen years,
with the last five years as Building Department Director. Mr. Bonacci was
gracious enough to offer administration nearly three months advanced
notice, as his last day of employment will be Friday, July 16, 2004. This
timeframe will enable both the Office of the City Manager and the
Department of Human Resources to initiate a recruitment process for
candidate consideration to fill the upcoming vacancy. As referenced in Mr.
Bonacci's attached letter, he is offering his services after July 16th on a
contractual basis in the event that the position has not been filled by that
time. This arrangement is appropriate in that the State of Florida requires
cities to employ certified chief building officials in order to issue permits
respectively. I therefore appreciate Mr. Bonacci's professionalism in this
regard. However, both Director of Human Resources Jim Sexton and I feel
confident that a successful appointment will be made in time to facilitate a
smooth transition accordingly.
Notice to Proceed - Airport Administration Buildin.q
Please be advised that the attached Notice to Proceed was issued earlier
this week to allow Holland Builders of South Florida, Inc. to commence with
design/build activities associated with the implementation of the Sebastian
Municipal Airport Administration Building and Police Evidence Compound.
This arrangement, pursuant to a recent authorization by City Council to
execute a respective contract with Holland Builders, enables completion of
necessary engineering, architectural design and construction efforts. As

approval takes effect May 3rd, a final necessary site plan review exercise by
the Planning and Zoning Commission is anticipated to take place within the
next several weeks. Construction groundbreaking has therefore been
estimated to take place sometime circa July, to yield building activity
immediately thereafter. It is currently anticipated that the facility will be
completed in Spring 2005. As such, staff from Sebastian Municipal Airport
and the Departments of Engineering and Public Works will remain in their
present quarters a few months after other departments have relocated into
the New City Hall facility.
Clarification from Mr. David Brown - Old Snow Shoe House
In an effort to clarify understanding relative to Mr. David Brown's position
regarding the Old Snow Shoe House, please be advised that both Director
of Tracy Hass and I had an opportunity to speak with him yesterday morning
via telephone conference. Mr. Brown's primary interest at this time is to
donate the property to the City of Sebastian in an effort to prevent demolition
if at all possible. Such a dedication involves no specific requirements as far
as future location - such is a decision to be offered by City Council. He also
explained that a direct transfer of the property from his ownership to any
private use would have to involve some form of a financial transaction; as
benefits of a public and/or not-for-profit donation would not become
available to him. The discussion concluded with an update that the property
should become vacant within a month or so. Therefore, he will require
some direction as soon as possible, so as to be able to assist with
respective preparations.
Summary of Pendin.q Annexation Proposals
As reported via last week's Information Letter, Director of Growth
Management Tracy Hass was directed to compile a brief synopsis that
outlines pending applications for annexations to be reintroduced to City
Council in the coming months for second hearing considerations. The
attached outline offers succinct information pertaining to each proposal,
including zoning, location and pending status. Again, both Tracy Hass and I
will be available to meet with either of you individually to address specific
questions and/or concerns about these items in advance of respective
public meetings (notably 1,2, 4 and 5, as direction regarding 3, the Asbury
Subdivision, was recently granted).

Confederate Monument Dedication Ceremony
Sebastian Municipal Cemetary
A few years ago, the City of Sebastian granted permission to The Cow
Cavalry Camp No. 1680 Sons of Confederate Veterans to position a
confederate monument honoring individuals buried in Indian River County
who fought during the Civil War at the Sebastian Municipal Cemetary. As a
successful installation recently occurred, a dedication ceremony has been
scheduled to take place tomorrow beginning at 2:00 p.m. City officials are
invited to attend, as it is also our understanding that an award to the City of
Sebastian is to be presented during festivities as well. Please feel free to
attend, schedules permitting.

Dear Mr. Moore:
It is with mixed emotions that I announce my retirement from the City of Seba.qfian. I feet sadness in leaving
what I consider to be my second family. For many years, I have had the pleasure of working with a group of
loyal ~ members. The success of the Building Department is a direct result of their hard-work,
dedication, and professionalism. In fact, I owe much of my personal success to them. I feel professionally
satisfied due to the fact that I was able to work my way up the ranks from an Inspector to become the City's
Building Offieial/Depamneut Director. And, I feel excited about the opportunities that lie ahead as I begin a
new chapter of my life.
[ began working for the City in October of 1985. Over the last nineteen years, I have seen many changes in
the City Council and Executive Athninigtration, some negative, some positive. During those years, the City
has always experienced growing pain~, but in the last two years, the rate of growth has been unprecedented.
The impact of that growth has sj~maifiosntly increased the workload on the building department staff for
issuing permits, reviewing plans and performing inspeetioas. The staff is working at peek level and the
workload still continues to increase.
The fact that my st,afl will remxin working at this pace and I will be retiring is the basis for my mixed
emotions. I don't want to leave the building department staff shorthanded while I ride off into the sunset. To
make sure that does not happen, I will continue to function as the City's Building Official until July 16,
2004. If the position remains vacant after the 16~ of July, I will contract my services to the City as to not
hinder building department operations.
A contractual agreement could significantly benefit the City. Richard Sehofield, Chief Building Inspector, is
in the process of obtaining credentials that would qualify him for the Building Depaxtment Director/Building
Official position. If he were to obtain the credentials while I was working under contract, the City would
have an option to offer the position to him and would benefit from his 11 years of experience dealing with
the Land Development Cedes, Ordinances, Tree Board, and other City of Sebastian s'~ecific rules and
l'~gulations.
