HomeMy WebLinkAbout07122001 City of Sebastian ~22s MAtN STRE~ C SEB^ST,AN, FLORIDA 329S8 TELEPHONE (561} 589-5490 [] FAX (561) 589-6209 CITY OF SEBASTIAN CITIIZENS BUDGET REVIEW COMMITTEE MINUTES July '12, 2001 The Citizens Budget Advisory Review Committee Meeting convened at 6:00 p.m. The following members were present: David Folkening Herbert Munsart Larry Napier Gene Rauth David Foster - Absent Adrina Davis - Excused Absent Richard Smith Staff Members present: Sally Grunzweig, Recording Secretary, Mark Mason, Director of Finance. New Business: Election of Chairman and Vice Chairman. Motion By Napier/Folkening make a motion to appoint Gene Rauth Chairman". - Motion carried Motion By Rauth/Folkening "1 make a motion to appoint Larry Napier Vice Chairman". Motion carried A brief overview of the All Fund Summary by Mr. Mason. The Budget figure is $12,232,393. The finalization of the Capital Projects Funds is to be completed and the figure will be increased about $3,000,000. A finalization of a recommendation to the City Council for the mileage rate of 4.5904 which is the roll back rate. Intergovernmental revenues have flattened out considerably. The local ~ cent sales tax had less than a ¼ percent increase, municipal revenue sharing had about a 1% increase: Francise fees and utility taxes are expected to increase as new construction is anticipated. Licenses and permits are expected to stay about the same. The City will be installing sidewalks from County Road 512 to Hardee Park, bdnging it back to Lake Drive over the bridge. The City will be developing Schumann Park Lake. A bridge will be installed, which will open up the lake for the water to flow six, six floating docks will be put in. Public input: Carolyn Corum: Discussed the position of having a City Planner. Ms. Corum expressed concern about the Engineering Department doing different aspects of planning projects. Members Comments: Larry Napier informed the Ms Corum that it is up to the City Manager to determine hiring personnel, not the Budget Advisory Committee.
