CITIIZENS BUDGET REVIEW COMMI'FI'EE MINUTES
July 25, 2002
The Citizens Budget Advisory Review Committee Meeting convened at 6:00 p.m.
The following members were present:
Herbert Munsart
Larry Napier
Gene Rauth
Leon Griffin - Excused absence

Sally Grunzweig, Recording Secretary, Mark Mason, Director of Finance, Debbie Krueger,
Accountant
Approval of Minutes - July 11, 2002
Motion by Napier/Smith - Motion carried
New Business:
Capital Improvement Projects are expected to total 4.9 million in Fiscal 2003. The millage rate
is $4.59 per $1~000. Mr. Mason informed the committee that 2.8 million of the Capital
Improvements projects will go toward the City Airport improvements. The City also plans to
budget $300,000 to $400,000 for road improvements and $180,000 for sidewalk improvements.
New expenses being added to the budget are the storm water utility division and recreation
services. The city is proposing to spend $100,00 for recreation services. Mr. Mason informed
the committee that $100,000 is to cover operating expenses, new equipment and the salary and
benefits of a recreations aid.
The Committee requested copies of the Capital Improvements from Mr. Mason. Mr. Mason
said he would give the committee copies when he has completed the capital improvements
aspect of the budget.
The Committee once again complimented Mr. Mason, Director of Finance for the outstanding
job and hard work that he did on the Proposed Fiscal Year 2002-2003 Budget.

Larry Napier, Vice Chairman would like Mr. Mason to look into the Indian River County water
Rate Equalization Charge that the County is charging residents on their water bills. In addition,
Mr. Napier would also like to see an audit of the Water Utility Tax to determine if all revenue is
being returned to the City, as well as look into and audit the Gas Utility Tax to insure
compliance for all retailers to file returns and remit the tax to the City.
