New Business: Sebastian's tax rate is 4.59 per $1,000 of assessed valuation. The assessed property value of a home that has the exemption either can increase by the exemption cap of 3 percent or the amount of the consumer price index, whichever is lower. The pdce index currently is 1.24 percent. Property values in Sebastian increased this year by 12.38 percent, from $626 million to $700 million. The City expects to receive about $3.05 million in property taxes next year, compared to $2.7 from this year. Ms. Kruger informed the Committee that the City hoped to receive about 6 percent more in inter-governmental revenue, which comes from local option gas tax revenues, licenses and other funds, but instead project receiving 4 percent less. Ms. Kruger said "it is just because of the poor economy". The City expects to spend about $190,000 less on Capital Outlay expenses because various pieces of equipment bought this year have filled the City's needs. Personnel cost for city employees are expected to rise by $331,000, or almost 5 percent more than last year. Personnel costs make up about 70 percent of the City's $9.3 million general fund. Motion By: NapiedGriffin to appoint Richard Smith, Vice Chairman - Motion carried. Larry Napier asked Mr. Mason last year to look into the Indian River County water Rate Equalization Charge that the County is charging residents on their water bills. Ms. Kruger informed the committee that she would write a memorandum to the City Attorney in regard to this matter, and have an answer for them at the next meeting.
