Dcrve Puscher On September 13, 1999 Sebastian River Police Detective Joe Dillon was recognized for his valuable contribution made to the children of Florida. Governor Jeb Bush and FDLE Commissioner Tim Moore presented this award as part of the State of Florida Local Law Enforcement Officer of the Year selection. Detective Dillon traveled to Tallahassee after being nominated to receive the award. Fifty Law Enforcement officers were nominated and four were selected. Detective Dillon was recognized after his relentless pursuit of an individual who was stalking a 9-year old boy. The Stalker in question had "predilection for" pre-pubescent young boys. As a result of Detective Dillon's diligent work ethic he was able to deter this individual from further stalking of other young boys. Detective Dillon was also instrumental in establishing a county wide task force, which regularly meets to exchange intelligence information in an effort to protect children from becoming victims of sex crimes and abuse. The Missing Children Information Clearinghouse, a National Organization, cosponsors this prestigious award. Foil 1999 City of Sebastian Paving Program By Scott Derrick, Engineerinq lr~spector The paving program is underway at this time. Presently in unit 15, the following streets have been completed: Delmonte, Dickens, Dock, Jenkins, Degan, Oleander, Zane, Rio, and Balboa. Still to be done in unit 15 are Nobles, Pitts, Delaware, Columbia, Georgia, Azine, and Arbor Street. The next scheduled area to be done will be a section of unit 17, east of Barber Street consisting of Joy Haven Drive, Midvale, Spinnaker, Abeto, Ablett, Academy, Acorn, Adams, Addle, Filbert, Landover, Redgrave, and Larchmont. We anticipate these streets being completed by the end of the year. Also in unit 17 in the coming weeks, we expect to do some micro surfacing of the streets all around Pelican Island Elementary School. Main Street Boat Ramp Main Street Boat Ramp was recently reconstructed adding length and depth to the ramp. Randall G. Tedder Construction, Inc., using a patented design, constructed the project the week of October 11, 1999. The ramp was closed for only one week. The new ramp consists of six pre- stressed concrete panels "bridged" over a pre-stressed concrete header and footer. Ramp design affords boaters 3.5' to 4' of water at low tide in which to launch their boats. Larger boats wil~ find the ramp much friendlier to use. The ramp is also longer, has a gentler incline, and has a non-skid surface; which are features boaters have been asking for. Cost of the project was $74,900. Funding for the ramp reconstruction was from the Florida Boating Improvement Fund ($30,000), from the Florida Inland Navigation District ($12,500), and from Discretionary Sales Tax. No ad valorem taxes were used to fund the ramp. Schumann Drive Drainage Project At the end of October 1999, the City recently completed the Schumann Drive Drainage Project, a project that was long overdue. The project involved replacing deteriorated storm drains and catch basins located along Schumann Drive between Kildare Drive and US1. The area was identified in the late 80's as needing repairs. Engineering was completed in 1992~ however, funding was not fully available until this year. After dusting off the plans, establishing new budgets, and seeking qualified contractors, the City was ready to start construction. It was a tough project, involving heavy construction in a well-established neighborhood. Many conflicts had to be resolved with water service, sewer lines, cables, landscaping and fences. The contractor, M.D. Utility, West Melbourne, performed the work at a bid price of $382,857. With relatively few problems the project was completed. The engineering staff appreciated the cooperation of the residents in the area and apologizes for any inconvenience during the construction. Historically Speaking Those of us who live in the Sebastian River area may have difficulty picturing frontier life and start of our beautiful...City of Sebastian. Hardy men and women settled this paradise without the aid of roads, air conditioning, mosquito control, freezers, or automobiles. The river was the main highway. *The interior had few random pathways let alone a solid continuous infrastructure. Life was an adventure. Trading for meat and oil, fishing the river, and constant home repairs were all a part of everyday life. Listed below is a short chronology of our city. · 1860 census lists Canova and Marr as the only names recognized as living in the St. Sebastian River area. · 1884 Sylvanus Kitching changed the name from Newhaven to Sebastian. · 1893 the railroad comes to Sebastian. · 1903 Pelican Island Wildlife Refuge created. · 1908 Dr. David Rose became the first resident doctor in Sebastian. · 1924 December 6, Sebastian incorporated as a municipality, The City of Sebastian continues to grow as new settlers come to this paradise frontier. With them come their dreams ora new life, a new adventure, and a new beginning. Let us not forget the original settlers as we, the new, take our beautiful city to the 21st century. Handicapped Self-Evaluation Committee By Harry DiSalvio, Ch~irm~n The City of Sebastian Handicapped Self-Evaluation Committee was formed more than 15 years ago to study any public access problems that our city residents may encounter due to their physical disability. For many years the chairmanship was under the late Captain George V. Schmn and many positive changes were made to make our city more accessible to disabled persons. Presently, the committee chairman Ha~ DiSalvio wants to keep a watchful eye out concerning discrimination toward Who Is That Man and What Is He Looking At?. In 1903, President Theodore Roosevelt appointed Paul Kroegel ( 1864-1948) the warden of Pelican Island National Wildlife Refuge, the first wildlife refuge in the United States. A statue honoring Mr. Kroegel looking southeast toward Pelican Island National Wildlife Refuge was placed at Riverview Park by the Indian River County Historical Society in cooperation with the City of Sebastian. Paul Kroegel was recently honored by being placed on the Great Floridians 2000 list by the Florida Department of State and Florida League of Cities. any of our disabled citizens.
