County Road 512 Master Plan

Road 512. As yon can see, new "softer"
architectural elements are incorporated in
building design. These changes will provide
pedestrians and travelers alike a more
appealing gateway to the community.
Photo series one depicts a before and after
of a possible redesign option, including a
second stoW addition, to the Barber Street
Plaza. The design elements include a higher
degTee of roof pitch, a tin roof, second-stow
balcony and a covered arcade. You will also
notice an enhanced landscape design.
Photo series two represents a before and
after for the Nu-Pak building (intersection
of South Wimbrow and CR-512). This is a
dramatic redesign incorporating a tin roof
and a "front porch" effect. Again, there is
also an enhanced landscape detail
incorporated within the redesign.

As many of you may be aware, The City
Council recently adopted a Development
Master Plan for County Road 512. The
Master Plan in its infancy started with a
Planning Charrette, which was an intense,
on the spot design ef~brt where the public
was invited to dictate the design, landscape
and street improvements they felt were vital
to improving CR-512. The Treasure Coast
Regional Planning Council hosted the
Chaa-rette and then spent several weeks
developing a plan that incorporated the CR-
512 "vision" as the public stipulated.
There are many significemt elements
incorporated within the plan, such as the
addition of special design regulations for all
building construction along CR-512,
enhanced landscape requirements for
individual commercial properties and the
roadway median, and improved pedestriaz~
walkways with safer highly visible
crosswalks. The photos that accompany this

Welcome Interim Chief of Police Jim Davis...
We are pleased to introduce and welcome Mr. James A. Davis,
as the City of Sebastian's Interim Police Chie£ Mr. Davis holds an
Associates Degree in Applied Science and Law Enforcement as
well as a Bachelor of Science Degree in Police Administration from
Madonna College, Detroit Michigan. Mr. Davis brings a great deal
of law enfarcement experience to this capacity. Previous professional
experience includes serving as Indian iRiver County UndersheritT
Indian River Shores, Director of Public Safety and Director of
Public Safety, City of Beverly Hills, Michigan.

ason Milewski was appointed as the City of Sebastian s Airport Manager.
M~; Jason Milewski has served as the community's Airport
Management Intern during the past yeem In December 2000, Jason
received his Bachelor of Science in Aviation Management degree
from the Florida Institute of Technology with nigh academic honors
and was appointed as the full time Airport Managm; effective
January, 2001. Prior to Mr. Jason Milewski's service with the Cit,
of Sebastian, he participated in various aviation management

City Board Members
The City of Sebastian has several City boards, committees and commissions. A description
of the duties, purpose, and meeting schedules of each board are provided in the City of Sebastian
Board Handbook and on the City's website at www. cityofsebastian.org. Some boards have
statutory powers, while other serve in an advisory capacity to the City Council. Board members
are a valuable part of American local government.
In the City of Sebastian, "Service is our business". To make us truly a service community,
we need your help and expertise. City board, committee and commission members can be a
strong, positive force in planning the development of our City,
As a member of one of our boards, you may be the only contact a citizen has with local
govarnment. That first contact is vital. Many people quickly make up their minds about the
City of Sebastian based on their initial contact with just one person. Public relations is not
publicity, it is om- collective ability to handle the concerns and requests of our citizens.

Jmes F. M~Candrew - LST 325
City Council, at its February 14, 2001
regular meeting, honored James E
McCandrew of Sebastian with a Mayor's
proclamation for nis role in bringing LST
(Landing Ship Tank) 325 home from Greece
to Mobile, Alabama. Mr McCandrew and 28
other veterans of World War II, the Korean
conflict, and Vietnmn, worked together to
make the aged and dilapidated LST
seaworthy and brought it back to the United
States for use as a floating memorial. Once
underway, the veterans' voyage took one
month over rough winter Atlantic seas. They
arrived safely in Mobile on January 10, 2001.

City Hall Historic
Preservation Efforts
Well Underway!
In November 2000, the City of Sebastian
was highly successful in securing a grant
award from the State of Florida Bureau of
Historic Preservation to finance architectural
and engineering scope of service for interior
restoration of the Sebastian City Hail. A
$50,000 grant agreement will therefore be
delivered in the coming weeks so as to initiate
the aforementioned phase accordingly. Once
full arcnitectural and engineering plans have
been ~mbl~dl'autldpate8 by~pring200~);
the City of Sebastian will then be in position
to solicit additional funding from the State
of Florida Bureau of Historic Preservation
to help finance actual restoration of the
building. Plans for the restoration will be
included in future newsletters, including
architectural drawings and planned use for
additional space.

New Development Projects Within Our Community

Schumann Drive Medians
The City had a community forum with
residents that live by the medians on
Schumann Drive to discuss landscaping in
the medians. The City entered into an
~t-,,vith-~e~ T~ees~i:Sebastian to
install the landscape materials. Some of the
landscape material being installed are Sabal
Palms, Queen Palms, Crepe Myrtles, Day
Lilies, Beach Sunflower and Gallardia. Releaf
Trees is donating- several large trees and
labor to install the landscaping. The City
will water the new landscaping and install
mulch.
Skate Park
A contract has been awarded to John
Woodstock, Inc., to act as design~%uild
consultant in the development of the Barber
Street Skateboard Park. Preliminary work
will begh~ within a few weeks. Completion
of the project is expected by this summer.
City Parks Restroom
Construction Projects
On January 24th, 2001, the City Council
approved the contract with Camco Services,
Inc. of Vero Beach for the construction of
three restroom facilities for the Yacht Club,
Hardee Park and the Barber Street Sports
Complex.
Construction is expected to begin mid
Februeu~ and all three restrooms are
scheduled to be completed by the summe~:
Off Street Paving
During the first two weeks in February
Ranger Construction will pave the Public
Works Compound. All appropriate St. John's
stormwater per,nits are in order for this
project.
Creative Playground
The installation of the new Creative
Playground was completed in December 2000.
The existing playground was painted, new
playground equipment, sand and sidewalks
were installed. Future plans include more
sidewalks, new fence and signs.
Paving
The City of Sebastian is coordinating street
paving with the water expansion project being
administered by Indian River County.
The County is expected to complete its
construction and final pressure testing in the
area bounded by Mah~ Street, Flemfl~g Street,
and Wimbrow Drive by April. At that time
paving information will be distributed to
homeowners in that area and paving
operations will begin toward the middle of
March. Approximately (20) twenty streets
will be paved at that time.
In preparation for the opening of Publix
on US1, paving improvements and pavement
marking design and application will be
implemented on Barber Street from the
Railroad tracks west to Pelican Island Drive.
The paving portion of this project is
projected to be completed by March 16th.
After a 30-day period, thermoplastic pavement
markings can be installed.
Stonecrop Dam Construction
The dam structure and the water channel
to the south prong of the St. Sebastian River
are complete.
At present clearing is taking place for the
retention pond.
The project is scheduled for completion
in April.
Observation Pier
Construction is expected to begin in
February on the Observation Pier on Indian
River Drive anr~h of Main Street. Summerlin
Seven Seas Construction, Inc., is the
contractor. This project will be completed
within 90 days.

roadway median after new landscaping is
installed. The median depicted in this photo
is at the intersection of Rosalond Road and
CR-512.
With proper planning, visioning and a
supportive and cooperative public/private
partnership, the "vision" as we see it today
can and will become a reality tomm~cow.

Golf Course Renovation:
The golf course will be closed from
June 1st, 2001 to September 30th, 2001.
(The front nine will actually close on
May 21st, 2001, but the back nine will
remain open to golfers until June lst.)
Many projects are scheduled for this time
period which include rebuilding all greens
and green-side bunkers, leveling and re-
gras~mg the tees, beauti~ring and landscaping
the entrance-way, and installing driving range
netting. The company/contractor who will
be rebuilding the greens and greenside
bunkers is Links Construc¢ion, which is based
in Port St. Lucis, Florida. In Links
Construction, Sebastian Golf Course will
receive a high-quality, capable, and extremely
experfon~lf~om-se t~fit~:ler. Iv. eluded in
Links Construction's past work experience
is a renovation project for the Olympic Club
in San Francisco in preparation for the 1998
United States Open, as well as several
renovation and design projects with Arnold
Palmer Design Compan~ A brief explantion
of what Links Construction is going to
accomplish entails removing approximately
sixteen inches of earth from the greens,
installing drainage, adding four inches of
gravel and twelve inches of certified United
States Golf Association greens mix, and
sprigging with tiff-drawf bermuda grass. The
general layout of each green will not change,
howeveg each green will increase in square
footage and gentle, sweeping slopes will be
incorporated into each green. The greenside
bunkers will have drainage installed, four
inches of new sand, and several of the bunker
"lips" or "faces" will be reduced in size. The
renovation project promises to provide golfers
with excellent putting surfaces, properly
constructed bunkers, leveled tees, and a
beautiful, landscaped entrance.
Other Renovation News
Even though Sebastian Golf Course will
be closed from June through September, the
Eagles Nest Restaurant, the golf shop, and
the driving range will remain open
throughout the summen With the driving
rang~e remaining open, plans are underway
for the 2001 Sebastian Junior Golf Academy.
Details and applications will be available on
May 1st, 2001. The hours for the golf shop
will be posted at a later date and the Eagles
Nest Restaurant will remain open for
breakfast, lunch, and dinner.
On October 1st, 2001, plans are underway
for a grand re-opening celebration. A tentative
schedule presently includes a bagpipe player,
skydivers, and local recording artist Ryan
Johns will sing the National Anthem. The
festivities will take place around 7:30 A.M.
with several City Officials and City Council
members planning to attend. Following the
grand re-opening festivities, golf em will begin
play at 8:00 A.M., competing in Sebastian's
fong-standing Monday League.
5th Annual Sebastian Open
Golfers plan your schedules early. The 5th
Annual Sebastian Open Golf Tournament
will be on November 17th and 18th, 2001.
With the renovation complete, the Sebastian
Open promises to offer lightning-fast greens!
The overall defending champion is Chris
Wimsett, the Senior defending champion is
Ran Kutschifiski, the Super Senior defending
champion is Jerry Clark, the Women's
defending champion is Lisa Ruehman, and
the Profesilonal defending champion is Jason
Gontilecore. Applications/entry fonus will be
available on October 1st, 2001.
No Smoking/Designated
Smoking Areas
Arrangements are being made to formally
designate no smoking areas at various
municipa! faci!ities, particularly to prohibit
smoking in and/or around areas highly
frequented by community youth such as
playgrounds, concession stands, bleachers,
pavilions, walkways, baseball fields, tennis
courts, basketball courts and other present
and future amenities within public parks.
Via this exercise, specific designated smoking
areas are being established in the parking
lots of raspective parks, including the Barber
Street Sports Complex, Rivem/lew Park and
Schumann Park. In essence, this
arrangement serves as the official no
smaking/dedicated smoking policy of the
City of Sebastian, per facility use guidelines
authorized in September 2000, as well as in
response to citizen concerns and national
trends to promote both physical and
environmental health.
