New Playground at Riverview Park
The new playground at Riverview Park was opened on
March 8, 2001. This project was a joint effort between the
City of Sebastian, businesses, citizens and organizations
throughout the community. Speciai thanks to Coldwell Banker,

Skate Facility Grand Opening
The City of Sebastian skate facility grand opening was on Monday, May' 21, 2001 at 4:00 p.m. The Indian River County Health
Department Students Working Against Tobacco
(SWAT) program sponsored this event. The
grand opening event, sponsored by the Indian
River County Health Department Students
Working Against Tobacco (SWAT) included a
poster contest, exhibits, prizes, food and soft
drinks. Our thanks to Bono's Pit Bar-B-Q, Deep
Six Dive Shop, Inner Rhythm Surf Shop, Play
It Again Sam Sports and the Bicycle Shop for
your contribution to this event.

The City of Sebastian Skate Facility is owned and operated by the City of Sebastian.
The street course skating area is 7,700 sq. ft.

Only skateboards, in-line skates and quad skates can be used at the facility.
A signed, notarized or verified waiver must be on file. Proper identification is required.
All skaters must wear a helmet, elbow and ki~ee pads (shoes required for skateboarders).
Obey posted skate facility rules and adhere to instructions provided by skate facility staf£
Water is the only beverage permitted in skate area.
While in the skate area, there shall be no smoking, profanity, glass containers or pets.
Alcohol is not permitted on City park grounds.
No trespassing when facility is closed.
Public Works Equipment Update
The Public Works Department is proud to announce the a~Tival of new equipment for the
Roads and Drainage Division. The new equipment will allow the Roads and Drainage Division
to run more efficiently by eliminating down time, due to breakdowns and maintenance of old
equipment, therefore improving the overall services for the citizens of Sebastian. The new
pieces of equipment are:
· Two (2) John Deere 710D Backhoes, to be ]
used for ditch cleaning, swale work, brush
clearing and other various duties.
Two (2) Sterling 16 cubic yard Dump
Trucks, to be used for hauling fill dirt,
construction debris amd brush.
· One (1) Ford F450 Bucket Life Truck, to
be used for various operations, such as
street light maintenance, tree trimming
emd building maintenance.
The new equipment has replaced old units.
Sebastian Water Expansion Project Update
The Sebastian Water Expansion project is progressing smoothly according to schedule. The
area north of CR 512 is expected to be completed towards the end of August of this year.
Construction of the final phase has just begun with a completion date expected to be around
the end ef 2003. The final phase will include approximately 41 miles of water main along with
water service to approximately 3,700 parcels.
During construction, a water main will be constructed on one side ora road with sea,ice
provided to beth sides. Fire hydrants will be installed along the water main at 1000 foot
intervals, or within 500 feet of most homes. Areas affected during construction will be restored
to pre-construction condition.
When completed there will be approximately- 100 miles of new water main throughout the
Sebastian Highlands with water se~wice and fire protection available to over 10,000 homes.
New Development Projects Within Our Community
A Growth M~gement Department ~eport
Sebastian's charm continues to attract
both local and national development.
Recently approved site plans for both new
development and re-development have
incorporated special design regulations that
will enhance the character and appearance
of Sebastian's commercial corridors.
Century 21 Real Estate has begun
construction of their new 5,600 sq. ft. of/ice
at the corner of Laconia Street and CR 512.
The architect for the project has done a great
job desiguing a beautiful building
incorporating the new desigu criteria.
Immediately to the east, developers for Tall
Tree Plaza have site plan approval for a
9,000 sq. ft. multi-unit retail/office building.
Other projects currently under construction
along CR 512 include a carwash, gym and
fitness center, and building addition to
Arnold's Air Conditioning. Ameritrend
Commercial Park, located immediately east
of the Exxon station, is in the early stages
of construction. The commercial park will
consist of professional offices/retail,
contractor trades offices and climate
controlled storage units.
KH Plaza on U.S. Highway #1 and
Truman Street is almost finished with
exterior renovations and will soon be re-
landscaping the site. When completed, the
remodeled building will stand as a prime
example of the new and improved building
style Sebastian can be proud o£ Recent
approval was also given for Maxwell
Plumbing to commence exterior renovations
and landscaping enhancements to their site
at 920 Truman Street. Also, Dr. Zaidi's
medical building, located across L~S. 1 from
the St. Sebastian Catholic Church, is well
underway

SEBASTIAN'S PARKING REGULATIONS
This summary is intended to acquaint our residents with some newer parking regulations
in the City. The goal is to educate, so more people will comply and fewer tickets will be written.
One key to understanding the City's parking restrictions is realizing that the City-owned
property containing our streets -- the Right-of-Way -- has three parts: the Pavement, the Shoulder
and the Swale. The Swale is that portion of the city drainage system extending two feet to each
side along the lowest point between the edge of Pavement and the front lot line adjacent to the
street. The Shoulder is that portion of the Right-of-Way located between the edge of the
Pavement and the Swale adjacent to it.
It should be remembered that limited parking is generally allowed on the Pavement of
residential streets so long as the flow of traffic is not hindered.
PROHIBITIONS GENERALLY
1. Vehicles may not ride or drive on roadway shoulders, medians, islands or similar
land areas, except to lawfully park or to remove wrecked/broken down vehicles from the road.
2. No vehicle may be parked in the Swale, or driven in a way that damages the Swale.
3. No vehicle displaying a "for sale" sign may be parked on the Right-or-Way.
4. No truck, van or road tractor/trailer over twenty-three (23) feet in length and/or
nine (9) feet in height shall be parked on any street or Right-of-Way.
5. No vehicle may be parked on or across any sidewalk or bicycle path so as to block
passage across it.
6. No vehicle may park on any part of the Shoulder, unless
a. It is temporarily (must be removed within 24 hours) removed from the street due
to either mechanical failure or an emergency such as an accident; or
b. It is titled to the owner, invited guest or resident of the residential lot adjacent to
the Right-of-Way and all available parking space in the drive;vay of the residence is occupied by
other motor vehicles. (Iris means that ~' there is no room to park in the driveway, a vehicle
owned by the home owner, tenattt or an invited guext may be parked on the road Shoulder [but

EXCEPTIONS
1. Vehicles and trailers used by lawn care, pest control and similar services may
temporarily park on a road shoulder (but not in the Swale) adjacent to the residence or lot
receiving their services, while perfbrming their service, subject to certain safety regulations.
2. During const,-uction on any lot, construction related vehicles may park on all
portions of the Right-of-Way adjacent to the lot being built upon or adjoining vacant lots, subject
to restoration requirements.

Sebastian Golf Course Renovation News
Let's face it, the golf course renovation was met with some skepticism from our loyal
golfers. But this skepticism has totally changed to all-out excitement and anticipation, with
the creation of the new' par three located on the back nine. As many know by now, the new
par three was created as a result of the future opening of Sebastian Municipal Airport
Runway 9-27 (an east/west runway). Also, as
a result of the opening of the east/west runway,
the par three seventeenth has been relocated
approximately Fifteen yards to the south.
Several of our golfers have already seen
the new par three and all have offered great
comments. A cathedral of full-grown pine trees
surrounds the new par three. To the right of
the large tee is a picturesque pond with aquatic
plants serving as the border. The green
provides a generous target (6500 square feet
in size) with just enough undulation to make
even a good putter work hard. Guarding the
green on each side is a bunker. Sitting directly
behind t~n~ green ii a full-grown Florida Red Cedar, hence the name of our new hole, "Cedar".
The yardage of the new hole from the ladies, men's and championship tees will be 110 yards,
160 yards, and 190 yards respectively.
The relocation of hole seventeen has also created excitement and great comments. An
assortment of trees line both sides of the hole. Length of the new seventeenth will not
frighten man:?' of our golfers; however, the undulation of the green will make pat' a great
score. The front edge of the green is sloped severely toward the tee; while the back left and
right areas of the green incorporate tricky slopes as well. Several palm trees have been
planted behind the green, adding to a beautiful view from the tee. The yardage of the new
seventeenth will range from 110 yards to 155 yards.

The future of Sebastian Municipal Airport is taking shape, as efforts are unde~vay to remove obstacles from the reactivation of runway
9-27. Between the dust and some much needed rain, workers have been moving at light speed to finalize the construction of two new holes
at our Golf Course. The beautiful new par threes will replace holes 11 and 17 (Golf aficionados,
see SEBASTIAN GOLF COURSE RENOVATION NEWS to get the down and dirty details of
these new fairways).
So what does this have to do with our airport? Though they both fly, gvlf balls and airplanes
just don't get along. It was necessary to relocate these holes to help clear the way for the
reactivation of east-west runway 9-27. The use of this runway will reduce flights over residential
areas as well as nearly triple the available land for lease. In fact, nearly all of the industrial
land within the City is located right at our airport.
The new configuration (pictured above) will allow the City of Sebastian to peak the interest of
many new businesses, both aviation and non. This is a fantastic opportunity to provide much
needed jobs and revenue for our City, not to mention making the airport more compatible with
its neighbors. We will need to jump a few more hurdles before we're cleared for takeoff, so stay tuned for future accomplishments as we
continue to improve Sebastian Municipal Airport!

Paving
Asphalt Recycling, Inc., and Ranger
Construction will combine efforts to recycle
and pave two major locations in May and
June. These locations are:
· North Central Avenue from LT.S. # 1 to
the City line (Sebastian Cemetery)
· Fleming Street from Main Street to
Chesser Drive
Stormwater Management
Camp Dresser & McKee, Inc. has been
selected and approved by the Sebastian City
Council to develop a Sto~mwater Master Plan
for the City of Sebastian. They will be
utilizing existing data and analyze our present
stermwater system in order to develop a plan,
recommending a financial plan for
improvements and maintenance programs.
Barber Street & Schumann Drive
Kimley-Horn & Associates, Inc., is in the
process of developing design and

specifications for the implementation of traffic
sign~ts m~d road widening for Barber Street
and Schumann Drive. Construction is
scheduled to begin in Augnst.
Restroom Facilities
Camco Construction, Inc., of Veto Beach, is
in the process of constructing restroom
facilities at Hardee Pm'k, Sebastian Yacht
Club and the Barber Street Sports Complex.
All three restroom facilities are expected to
be completed by June.
City Hall Restoration
John tt. Dean & Architects & Associates,
Inc., of Vero Beach has been selected to
prepare construction documents for the
restoration of the second floor and parts of
the first floor of Sebastian City Hml, formerly
known as the Sebastian Elementm3~ School.
Part of the architect's responsibility will
include the preparation of an application of
a Special Category Grant from the State of
Florida Bureau of Historical Restoration.
This application is due on May 31, 2001.
Fleming Street Pedestrian/Bicycle
Pathway~ - -
Camco Construction, Inc., of Vero Beach, is
progressing toward the completion of a
pedestrian/bicycle pathway, which will provide
an overall connection from Lake Drive (Park)
to Main Street, via Fleming Street, Orange
Avenue and Easy- Street. This project is
scheduled for completion in June.
Stonecrop Dam
The Stonecrop Dam project is complete. The
contractor for this project was Murray Logan
Construction, West Palm Beach, FL, and the
consulting engineer was Masteller & Moler,
Inc. This project was paid for in part by the
State of Florida Department of
Environmental Protection, St. Johns River
Water Management District and the City of
Sebastian. This project will allow for a cleaner
water distribution to the South Prong oftbe
Sebastian River.
