In response to this growing demand, the City has recognized a need for an independent, objective study to ascertain three key elements, immediate and future spatial needs, solution to the spatial problems, and recommendation and probable cost to solve the spatial problem. The City has, therefore, retained the professional services of REG Architects, Inc., West Palm Beach, to perform the study The firm headed up by Rick C~onzales, AIA, President, comes well qualified with numerous similar projects in the government sector. We look forward to the study findings to be presented in future editions of the Sebastian Pelican brief and during upcoming public meetings. Police News During the month of February, March and early April, approximately 13 banks were robbed in the Treasure and Space Coast area. Bank security camera photos were distributed to area police agencies during the first week in April to enhance the chances of catching the suspect. On April 22, 2002, the suspect was apprehended by City of Sebastian Police Officers Theo Robinson, Ritchie Revis and Daft Echevarria. At the Regular City Council Meeting held on May 22, 2002, the City was proud to present commenda-tions to Officers Theo Robinson, l~tchie Revis and Dail Echevarria for exceptional ability, sound judgement and perseverance duFlng the apprehension of the suspected bank robber. In addition to the extraordinary individual police work, the actions taken that day by the entire Department not only brought distinction to the Sebastian Police Department but displayed the highest degree of professionalism and dedication to the community. The actions of the officers and the Sebastian Police Department will be directly responsible for a successful prosecution. Pride In Sebastian Community Beautificcrdo~ Award Pro~jrc~rn After a ton-year absence, the Mayor, City Council, and city staff m-e re-establishing an appreciation award program in recognition af outstanding architectural achievements and other beautification programs within the community With two special development districts in place (Riverfront and CR 512), developers and property owners face a myriad of planning and zoning regulations for new projects or renovations. The City realizes many property owners and developers are going well above and beyond merely adhering to established development guidelines. Therefore, the City would like to begin formally recognizing projects that demonstrate outstanding architectural design, or significant improvement/beantification. Beginning in June the first projects will be presented awards by the Mayor during a.City Council meeting. These recipients will be presented the award complete with a proclamation, certificate and entry on the soon to be created Sebastian Wall of Fame within the City Council Chambers. Future Pelican Briefs will contain articles and interviews with the winners. All residents are welcome to submit suggestions in acknowledgment of a new development, or a redevelopment project, which exemplifies Pride in Sebastian. Engineering Departnient Update David Fisher, RE., joined the City's management team as City Engineer on March 1. He now heads up the Engineering Department and is responsible to the City Manager for the management of a wide array of City programs and capital improvement projects, including development of the City's storm water utility program. A top priority of the Engineering Department is dealing in a timely manner with citizen inquiries and complaints regarding drainage, utilities, streets, signage, and environmental issues. The telephone number of the engineering department is 589-5490. Citizens are encouraged to call to advise of any engineering, construction, or environmental issues needing attention. A Public Works Update The City's street paving project is ongoing. Several streets in Unit #2, Unit #10 and Unit #11 have been resurfaced and addit/anal streets will be selected in the next quarter. The Public Works Department has just completed reconstruction of Sebastian Boulevard between U.S. 1 and Indian River Drive, which included replacing the curbing, recycling the read base and resurfacing the road and parking area. A new crosswalk from the clock to the park will be installed after the road surface has cured. The Reads and Drainage Parks Divisions of Public Works also completed the following major projects: · Instafled more lighting at the Skate Park for safety at night. · Established a new mowing contract for the swales to improve the easements. · Reworked 7215 linear ft. of swales. · Installed 645 ft. of pipe in five side yard ditches. · Reworked 19,535 linear ft. of rear ditches that reqnired mowing and digging out Resurfaced and recurbed Sel~stian Blvd. between the side slopes and bottom. US #1 and Indian River Drvie. ° Swept 803 miles of city streets. As stated, these are some of the major ascomplishements this quarter as well as the daily maintenance and numerdus small repairs. The Public Works Department will continue working hard to improve the service to the City and is very cbmmitted to the citizens of Sebastian. New Development Projects Within Our Community A Growth Mc~nacjeme~t Del~rtment P. eport For all citizens curious about several new retail structures currently under construction within our community, here's an update: Sebastian Retofl Shoppes on North U.S. #1, sandwiched between World Bank and KFC, has commitments from Blockbuster, Dollar Tree, Payless Shoes, and a soon to be named restaurant. Tall Tree Plaza on Sebastian Boulevard (CR 512), next to Century 21, will house Domino Pizza, Mellssa's Bakery, a pool hall, and a wireless telephone store. There has been a recent change in ownership of a recently annexed parcel once known as the Davis PUD. The parcel lies south of South Moon Under subdivision and West of Schumann Lake, and is now known as Laurel Reserve. The new owner is Laurel Homes, Inc. of Vere Beach, Florida, and thbir recently approved development plan represents eventual construction of 96 single-family homes on 80 acres, which represents a significant reduction in the previously approved PUD, which contained 434 units. This new subdivision will feature maximum preservation of open/common areas, with stormwater lakes located along perimeter boundaries that will provide an excellent buffer for neighboring residents. The subdivision will also include public water and sewer, private roads with curb and gutter, and sidewalks, while all drainage and common area maintenance will remain the responsibility of the Homeowners Association. Plans are available at City Hall for anyone interested in reviewing the design plans. Yet another medical facility will soon begin construction on the east side of Nar~h U.S. #1. The Shalhoub Medical Office will be located immediately north of the two existing medical facilities across from the St. Sebastian Catholic Church. The design is similar and compatible with the existing medical buildings immediately south of the site. Many of you probably have seen the renovation activity occurring on the two-story structure immediately north of AutoZone on U.S. 1. Property owner Bob Bruno is nearing completion of the renovation and conversion of the building from a residence to a commercial/retail facility. Additionally, Mr. Bruno recently submitted design plans for Phases II and III of his development, which were subsequently approved by the Planning and Zoning Comrmssion on May 16, 2002. Commission members were very pleased with the design, which will incorporate three architecturally appealing retail/office buildings layed out in a village type setting. Debbie Curry - Employee of the Quarter Debra Curry has been with the Sebastian Police Department for 12 years. She has worked as a Dispatcher, a Records Clerk, promoted to Records Supervisor and is currently the Administrative Assistant to the Chief of Pohce. Debra also serves as a member of the accreditation team and as the department's liaison with the Florida Dep~tment of Law Enforcement. She eagerly accepts each new task that is assigned to her and is the backbone of the admivfistration in the Police Department. · Congratulations on being singled out as our Employee of the Quarter. IMPORTANT: Reminders To Sebastian Residents Water Restrictions The City of Sebastian is under emergency wa~er restrictions and has been since April 16, 2001. This means that watering can only be done during certain times on certain days. Irrigation is limited to two days per week. · Odd addresses Wednesday and Saturday · Even addresses or no numbered addresses Thursday and Sunday Irrigation shall be prohibited between the hours of 9 am and 5 pm and 9 pm and 5 am. · You can water from 5 am to 9 am and from 5 pm to 9 pm on your designated days only. Commercial or charitable carwashes, except those utilizing mechanized water recycling systems, are prohibited. Any questions call the Code Enforcement Department at 589-5233 ext. 17 or 37. City of Sebastian Skate Park News! The City of Sebastian's Relay for Life Team successfully hosted the first annual Spring Break Skateboard competition, March 23, 2002. The large crowd was treated to some high-flying tricks pulled off by some of the areas best skateboarders, 33 in all. Kids and adults as far away as Fort Pierce and Merritt Island made the trek to Sebastian to show off their stuff. A special thanks goes to fihe skateboard shop, The Bike Depot, Inner Rhythm Surf and Sport, and Deep 6 Dive and Watersports, for sponsoring the prizes and making the event great! See you next year! Relay for Life 2002 Two City of Sebastian teams participated in the first annual eighteen hour American Cancer Society North County Relay for Life at Sebastian River High School on April 5 and 6, 2002. The two teams were made up of 46 people including some City Council members and City staff members and their families. Event sponsors set a goal of $35,000 for the first annual event, however, participating teams far exceeded their expectations by raising approximately $55,000. Of that amount, the two City teams raised approximately $7,500. Fundraisers were held for several months prior to the event and included a garage sale, skateboard competition, beard growing contest (Police Department), soft drink sales, and donations from individuals and local businesses. The City of Sebastian has committed to sending teams again in 2003 and hope for another successful event. Sebastian Municipal Golf Course News Summer is here and you may be asking yourself, "How am I going to keep my child busy?" One great idea would be to enroll your child in the 2002 Sebastian Junior Golf Academy. Sebastian Golf Course Golf Professionals Greg Gardner, Michael Nichols and Ryan Johns will be offering three junior golf academies. The dates and times are as follows: Academy 1 -- June 10th through June 14th Academy 2 -- July 8th through July 12th Academy 3 -- August 5th through August 9th Times for Academies 6 to 10 years old -- 9 a.m. to 10:30 a.m. 11 to 16 years old -- 11 a.m. to 12:30 p.m. The cost of each Academy is $40, which will cover five (5) days of golf instruction, a banquet on Friday, a personalized academy golf shirt and other awards as well. Junior golf is a great activity to introduce to your child. To register your child, please come to Sebastian Golf Course. Golf is a game that truly can last a lifetime, so the initial investment required could be money well spent. As a means of promoting and encouraging junior golf, Sebastian Golf Course always offers extremely reduced rates for junior golfers. Range balls can be purchased for .50 cents and juniors can always walk Sebastian Golf Course for a $2 green fee after 2 p.m. If your child does not have any golf clubs, the Golf Professionals can assist. Several generous customers have donated golf clubs, which the Golf Professional staff will cut down just for your child. So, during the lazy days of summer, think about Sebastian Golf Course and the game of golf for your child. Years from now, your child will be thankful that you helped introduce him/her to such a great game.
