On Wednesday, February 12, 2003 the Sebastian City Council authorized fine] preparation of a contract for the City of Sebastian Residential and Commercial Solid Waste Collection Exclusive Franchise Agreement with Waste Management, Inc. In addition, Waste Management Inc., will devote a fleet of new trucks for waste collection in Sebastian to help preserve the environment and keep the City's streets clean. As a result of the recent City Council authorization, Waste Management, Inc., will begin servicing the community effective July 1, 2003. Monthly mandatory and non-mandatory rates are as follows: Residential Pick-Up: Connnereial Pick-Up: Mandatory $ 8.80 Mandatory: $2.90 Per Cubic Yard Non-Mandatory $10.75 Non-Mandatory: $2.90 Per Cubic yard On November 13, 2002, the Sebastian City Council adopted Ordinance No. 0-02-17, which will give residents an opportunity to vote during the March 11, 2003 election, as to whether or not all improved property in the city uniformly receive and be charged for solid waste collection services. Come Out and Celebrate! The City of Sebastian proudly proelaims itself to be "Home of Pelican Island". IPelican Island is not only our First National Wildlife Refuge, it is also a National Historic Landmark, a National Wilderness Area and a Wetland of International Importance. In conjunction with the United States Fish and Wildlife Services, a Pelican Island Centennial Celebration will be held at Riverview Park, beginning at 7:00 p.m., on Friday March 14th, with live music and a fireworks display at 9:00 p.m. On Saturday, March 15th and Sunday, March 16th, the Pelican Island Centennial Festival will begin at 9:30 a.m., at Riverview Park. There will be a live wildlife show, exhibits, arts and crafts, kids activities, boat tours to view Pelican Island, and food. The events are free and are open to the public. July 4 'Fireworks Fund opens for 2003 A campaign to raise $13,000 to pay for the traditional Sebastian Community Fireworks display over the Indian River Lagoon is underway. "The fund-raising campaign allows the Independence Day fireworks to continue as a family event and as a salute to freedom," said City Manager Terrence R. Moore. The fireworks display draws thousands to Riverview Park, where concerts and other entertainment are also offered. Donors will be recognized in a printed program handed out on July 4. The City of Sebastian Management Team continues to work diligently to learn more about strategic planning and is focused on reeking Sebastian a more attractive place to live and work. This planning process will continue to be work in progress. As a first step in this process, staff is proud to present the City of Sebastian Mission Statement. On January 22, 2003, members of the Sebostian City Council accepted the Mission Statement for the City of Sebastian. Mission Statement City of Sebastian elected officials, volunteer board and advisory committee members, and all employees are committed to making Sebastian the most desirable city in the State of Florida to live, for businesses to flourish and visitors to enjoy Sebastian will become known as a city that superbly ma ~nages and develops its human, natural and financial resources such that it is consistently able to provide and improve upon its reputation as a highly attractive and safe community with enviable business and recreational opportunities. We will achieve this mission by implementing the following strategies that build on exec~lent work already begun. Ensure that all employees, vdiunteers and advisory board members fully unders~md and will work toward the achievement of the mission. Determine, through citizen comrmtteee, workshops and surveys, the most important stated and unstated needs and expectations of the majority of our residents. Concurrently, seek to assess both internal and external attitudes toward sd[ major city sponsored programs designed to meet those needs and expectations. · Continually assess the City's recreational and cultural activities and work to provide an optimal mix that satisfies our residents. · Develop a Growth Management Plan that reeegnizes the city's current and future growth useds. Continue to improve the budgeting process so that all human, natural and financial resources are allocated and all capitol improvements are developed and implemented consistent with this mission. · Desiga and implement an employee recruitment, training and development plan that finds, trains, develops, and retains people with the skills and talents needed to achieve the city's mission. · Develop and promulgate an Economic Development Policy that will entice commercial enterprises to Sebastian, thereby strengthening and expanding the City's financial resources. · Continue to improve methods of communicating information to residents. Each Department of the City of Sebastian will develop and accept reeponsibifity for specific action steps designed to achieve its portion of the mission. The city will review its mission statement annually and measure its progress periodicedly based on completion of specific goals sot forth in the annual budgeting process. The final measure of success will be realization of the City of Sebastian's mission. United States Power Squadrons Update Sebastian Inlet is the newest unit of United States Power Squadrons (USPS) which, with sponsorship from the City of Sebastian, is making a home at the Sebastian Yacht Club. We will be offering public boating coursos throughout the year, courtesy vessel examinations and further education for members in an effort to increase safety on the waterway. Successful completion of our course meets the educational requirements for the Florida State boater's license. Organized in 1914, USPS is a non-profit, education organization dedicated to making boating safer and more enjoyable by teaching classes in seamanship, navigation and related subjects. Our members are boating families who contribute to their communities by promoting safe boating through education. We enjoy participating with our fellow members on the water and in the classroom. USPS has some 60,000 members organized into 450 squadrons across the country and in some US territories. USPS is the world's largest non-profit boating organization and has been honored by three US presidents for its civic contributions. Engineering Update By: David Fisher The Sebastian Boulevard / CR-512 Alleyway project is substantially complete· We are scheduling our frost walk-through early nex~ week. The project is finishing on schedule despite some necessary changes required during construction to adapt to surrounding conditions. Dickerson, the general construction contractor, and their subcontractor, Champion, have performed conscientiously and well. March 1I, 2003 Election For the frrst time since 1977, the number of candidates who qualified for the March 11, 2003 general election equaled the number of soars available. Incumbents Joe Barczyk and Ray Coniglio filed papers to run on the March ballot along with newcomer Nathan McColhim. At the close of the city's qualifying period, January 24, 2003, the three men were the city's only candidates for the three two-year terms. Florida law provides that the names of unopposed candidates do not appear on the bal]ot, and the candidates are considered to have voted for themselves and are officially elected on election day. Mr. Barczyk, Mr. Conigiio and Mr. McColhim will be sworn in at a special Meeting on Monday, March 17, 2003. At that same meeting, the newly seated City Council will elect a Mayor and Vice-Mayor for ane-year terms. The City of Sebastian will, however, still have a question to consider on the March ballot. It will read as follows: "Shall Ordinance 0- 02-17, requiring that all improved prop,,erty in the City uniformly receive, and be assossed/charged for, solid waste collection sorvice, go into effect? The City Council Chamber's "Wall of Fame" received two new additions in December with the recent winners on Sebastian's beautification award program being, recognized at the City Council meeting with a well deserved round of applause from the council members and the public. The xf~age, a phased development, envisioned by Robert Bruno oflPS Ventures, Inc. commenced with the attractive remodeling of the historic building located at 1101 U.S. Highway #L A new metal roof, fi-esh vibrant paint scheme, cornices, a columned entryway and new porch railings transformed the building beautifully. In a show of appreciation for Bruno's efforts in furthering the Riverfront Overlay District Design standards, the City awarded Mr. Bruno the Pride Lu Sebastian Renovation Award. Construction of the second phase of this multi- The Village phase development began recently, and it is anticipated that The V~dlage will revitalize this area of our Riverfrant District. As one of the largest, and newest retail/office centers in Sebastian, the Sea Crest Building proves "big" does not necessarily imply unimaginative or unattractive. Using sofit colors, metal roofing, cupolas, and landscaping, Mr. Vance Handyshell of Sea Crest Construction, Inc. developed an aesthetically appealing 14,000+ square foot, multi-tenant building. Mr. Houdyshell's design The Sea Crest Building. was awarded the Pride in Sebastian New Construction Award, and v~e sincerely hope his design will inspire others to follow suit. All residents are welcome to submit suggestions in acknowledgment of a new development, or a redevelopment project, which exemplifies Pride in Sebastian. Sebastian City Parking Ordinances Enforced Sebastian Police Officers have been instructed to enforce the City Ordinances pertaining to parking of vehicles. We are taking this action to prevent damage to the swale drainage system and to help promote safety. A key to understanding the city's parking restrictions is realizing that the city-owned property containing our streets -- the Right-of-Way -- has three parts: the Pavement, the Shoulder and the Swale. The Swale is that portion of the City drainage system extending two feet to each side along the lowest point between the edge of Pavement and the front lot line adjacent to the street. The shoulder is that por~ian of the Right-of-Way located between the edge of the pavement and the Swale adjacent to it. It should be remembered that limited parking is generally allowed on the Pavement of residential streets so long as the flow of traffic is not hindered. 1. No vehicle may be parked in the Swale, or driven in a way that damages the Swale. 2. No vehicle displaying a "for sale" sign may be parked on any public Right~of-Way. 3. No truck, van or road trnctor/traller over twenty-three (23) feet in length and/or nine (9) feet in height shall be parked on any street or Right-of-Way. 4. No vehicle may be parked on or across any sidewalk or bicycle path so as to block passage across it. Sebastian Police Dept. News By: Chief James Davis We have all been advised, the United States and its Territories have been placed on a high alert for terrorist activities. Terrorist attacks have altered the American way of life significantly since Sept. 11, 2001, and as such we must all take a greater part of the overall responsibility for personal and national socurit;y The following suggestions are being made to help develop an emergency personal/family plan in the event additional incidents occur. 1. Develop a contact hst so separated family members can make contact with each other. The list should be distributed to all list members and provide the phone numbars~ address and all other contact information should contact be necessary. The list should be prioritized with a central contact person and several alternates. 2. Have a sufficient supply of non-perishable food and water to last each household member 3-5 days. 3. Keep an alternate cooking device on hand in the event power in the area is disrupted. (i.e. camping stove, barbeque grill, etc.) 4. Keep the fuel tank of your vehicle filled. 5. Have an evacuation plan in place, with all f~mily members informed and prepared in case the need to evacuate becomes 6. Be aware of suspicions activity around you no matter where you may be. This activity may be defined as anything that does not look, feel or smell right to yom If you think or feel something is not right, report the activity to local Law Enforcement nnmediately. (Continued from page 3) 5. No vehicle may pork on any part of the shoulder, unless: a. It is temporarily (must be removed within 24 hours) removed from the street due to either mechanical failure or an emergency such as an accident: or b. It is titled to the owner, invited guest or resident of the residential lot adjacent to the Right-of-Way and all available parking space in the driveway of the residence is occupied by other motor vehicles. This means if there is no room to park in the driveway, a vehicle owned by the home owner, tenant or an invited guest may be parked on the road Shoulder [but not in the Swale] in front of or beside the home. However, any such parked vehicle must be moved into the driveway when a space to park there becomes available. If a vehicle is found parked on a road shoulder and there is space to park in the driveway, it may be cited. EXCEPTIONS 1. Vehicles and trailers used by lawn care, pest control and similar services may temporarily park on a road shoulder [but not in the Swale] adjacent to the residence or lot receiving their services, while performing their smwice, subject to certain safety regulations. 2. During construction on any lot, construction related vehicles may park on all portions of the Right-of-Way adjacent to the lot being built upon or adjoining vacant lots, subject to restoration requirements. [NOTE: This is not a list of all the parking regulations of the City of Sebastian. It is only an explanation of some of the newer or recently changed parking ordinances. A complete listing of city parking regulations as set out in the Code of Ordinances is available at the office of the City Clerk in City Hall.] As stated previously, we hope this information will help prevent parki~ng violations so that we cart kee]rSebasti~n~a better an&safer place for everyor~e.- American Cancer Society Relay for Life 2003 The American Cancer Society will hold its second annual Relay for Life at Sebastian River High School from Friday, April 11 through Saturday, April 12, 2003. The City of Sebastian will again enter a team in this very important fundraising event. The public is invited to come out and support the effort by participating in the event or by lighting a ]uminaria in memory of or in honor of a loved one who has battled cancer. A luminaria ceremony will take place at dark on Friday evening during the event. You may contact the American Cancer Society at 562-2272 to find out mere about the event or about the himinaria ceremony. Sebastian Junior Golf Junior Golf is alive and well at Sebastian Golf Course. Going strong is the Wednesday afternoon FREE Clinic, offered each Wednesday from 2:30 to 3:30. This introductory-type clinic is an excellent way to ]et your child experience the great game of golf. There is no sign- up required; Juniors only need to arrive about fifteen minutes early Parents and Grandparents are encouraged to stay during the FREE Clinic and watch the fun! And do not forget about the Sebastian Junior Golf Academy, offered during the months of June, July and August.
