New Sebastian City Hall/Police Station Extension
REG Architects, Suffolk Construction, Capp Custom Builders and the City of
Sebastian have been working together throughout the design stage to produce
a City Hall and Police Facility in the 1200 block of Main Street, which will serve
the general public and city departments. The proposed schedule indicates a time
for design, construction documents, and all necessary permitting to be complete
with "Notice to Proceed", to be issued in July, 2003. Site work for City Hall is
anticipated to start August 2003, with project completion slated for September
2004. The Police facility renovation and expansion will be in November 2003,
with project completion slated for September, 2004. In addition to the construction
of the City Hall Building and the Police facility renovation and expansion, a nine
(9) acre park complete with hall fields, and tennis courts, will be constructed.
Park location will be north of the City Hall/Police Station project. These three
projects will be convergent with one another during construction and referred
to as the City Municipal Complex. In addition, the Public Works/Engineering
building along with the Growth Management/Building Department building will
have certain renovation work performed. Last but not least, the existing City
Hall Building will undergo historical restoration under a grant already in place.
This is a very ambitious undertaking, and when completed will be exciting
improvements that everyone can be proud of.

Public Works Update
The City of Sebastian Roads and Maintenance Division of the Public Works Department
have been clearing and improving the Park property on the corner of Barber Street and
George Street to facilitate a new neighborhood park. After clearing, the Parks Division will
install a small playground and picnic pavilion. This is a park for area residents to enjoy.

Work has been started at the park property located on Filbert Street. The improvements
at this park will include a passive walking trail, playground, picnic pavilions, and parking lot.

The City's Community Center is getting a new look with complete renovations taking
place. The scope of work will include new interior walls to enlarge both restrooms and
kitchen. The building will have new windows, doors, roof and exterior features that will
make the building look like new. This renovation will also include improvements to the
parking lot and entrance.

Residential growth within our City has
increased our need for additional
commercial, medical, and industrial-type
services. The Growth Management
Department has been very busy reviewing
and processing several new development
projects. With two Performance Overlay
Districts (Riverfront and CR512), and
additional requirements in place, planning
staff has the means to direct developers,
architects, and engineers to design the
projects to maintain our small-town, fishing
village atmosphere.
Two projects along our U.S. Highway
#1 corridor have been proposed. A 54-room
north of Coastline Tire & Auto. The
Planning and Zoning Commission will be
reviewing the site plan in the near future.
Mr. David Jamar of Remax Realty has
received his site plan approval for a new
6,000 sq. ft. real estate and office building
located directly north of the former
Sebastian Business Supply building. The
property has been cleared and construction
should begin shortl:¢
Along Sebastian Boulevard (CR512) two
new projects are also being developed. Drs.
George and Lisa Jutras of Highlands
Animal Hospital have recently broken
ground for their new 9,420 sq. ft. animal
medical building to be constructed just east
of their existing facility. The beautifully
designed building and landscape plan will
be a wonderful addition to the corridor.
The Sebastian Gym has decided to expand
and offer a bigger and better facility to
Sebastian residents with its plan for a new
10,000 sq. ft. building as part of Phase I,
and outside tennis and racquetball courts
as Phase II. They'll be moving east just a
bit from their existing facility.

breathtaking views of the Indian River to
overnights guests with the addition of 14
rooms in a 2-story, Key West style hotel on
Indian River Drive, each with its own
balcony right on the river. Indian River
R~, located at the corner of N. Central
Avenue and Davis Street, is also expanding
services to its customers with construction
of a 4,000 sq. ft. service building.
Our contractors and industrial-type
services will welcome the recently approved
Sebastian Industrial Park developed by
Mr. & Mrs. Richard Maerz to be located
on Old Dixie Highway just south of
Woodmere Read. The project will consist
of six 17,500 sq. ft. office/warehouse
buildings with plenty of parking for vehicles
and work trucks. David Meek of Meek &
Sons Plumbing will be building his new
4,000 sq. ft. office/warehouse at the Barber

"What's Going On Out There?"

That seems to be the question that a lot orfoiks are asking about construction on the
east and west sides of Sebastian Municipal Airport. Nearly every golfer and passerby has
likely noticed a great deal of trees missing as well as survey stakes located near (and sometimes
on) the fairways. This is because
we are in the middle of two airport
improvement projects. Security
Fencing and Phase I of reopening
Runway 9-27. Here's some more
information on both of these
projects so everyone understands
what's happening.
First, I'll start with Phase I of
reactivating Runway 9-27. As
more are aware, the City has
determined that the East-Wast
Runway at our airport offers the
best community compatibility
with respect to aircraft flight
patterns and the surrounding
neighborhoods. Therefore, in
February of last year, the Sebastian City Council adopted a revised Airport Master Plan
indicating that this runway would be reactivated and runway 13-31 (the most incompatible
runway) be permanently closed.
Though we do not expect
Runway 9-27 to be open until late
next summer at best, the initial
clearing of obstacles in the
approaches needed to be removed
first. That is why you've seen a
great deal of tree and brush being
taken out on the east and west
sides on the airport. Early next
year, we'll be removing the two
facilities at each end as well as
rehabilitating the pavement
(Phase II).
In addition to clearing, you may
have noticed other areas being
cleared as well as survey stakes
on and near our Golf Course. This is for the second project that's currently underway,
Security Fencing. Though the airport is heavily patrolled by both airport staff and our police
department, in the past anyone could simply walk right up to aircraft parked anywhere on
the airport. We were not satisfied with that situation and our residents deserve to know that
we take their safety seriously, so we secured federal funding to install fencing along the
entire perimeter of the airport.
The dowrrside to this is that in some areas, t~he~fer~ce wit~border our beautiful golf course.
In fact, during the initial, rough survey, some survey stakes were inadvertently placed right
on the fairways! Not to worry, though as we won't be fencing through the greens or tees, as
it may have appeared. Golfers may also have noticed that in some areas, we had to remove
a few trees that provided a visual buffer to the airport. Once again, you don't have to be
concerned as we do have future plans to replace some of these as well as add additional
landscaping to better mask the fence from our golfer's v~ew. Our ultimate goal is to make
our gall course even more beautiful than it was before we began.
Finally, later this year we will be starting construction on both the extension of Airport
Drive West, the installation of waterlines along the same road, and the construction of a new
T-hangar development. As always, stay tuned for future editions of the Pelican Brief for the
latest information on airport activities, so you'll always know "what's going on out there."

A welcomed service to the area and Sebastian's first will be a 50-bed, assisted
living facility located on Empress Avenue, just west of Schumann Drive. Planned and
developed by Mr. Tom Reno, the 20,000 sq. ft. building will have two wings with a central
courtyard and a cafeteria. The project is hoping to begin construction this summer.

Sebastian Golf Course News
The dates and times have been established for the Sebastian Junior Golf Academy, which is open to all boys and girls
from the ages of six (6) to sixteen (16). The June Academy will be June 9th through June 13th, the July Academy will
be July 14th through July 18th, and the August Academy will be August 4th through August 8th. The times for all three
academies will be as follows: Ages six (6) to ten (10 will meet from 9 a.m. to 10:30 a.m. and ages eleven (11) to sixteen
(16) will meet from 11:00 a.m. to 12:30 p.m. The academies will cover severed aspects of the great game of golf including
putting, chipping, pitching, full swing, sand play, rules, sportsmanship, etiquette, still pictures and video. On the last
day of each academy, the junior golfers will compete in a golf tournament, followed by lunch and awards. The cost for
each academy will be forty dollars ($40), a great deal considering all the golf instruction, lunch on Friday and awards!
The golf professionals teaching the academy will be Director of Golf, Greg Gardner, Head Golf Professional, Michael
Nichols and Assistant Golf Professional, Ryan Johns. The Sebastian Junior Golf Academy is a great way to introduce
or further your child's golf experience. Golf is a great sport that can help instill honesty, integrity and values in our youth
and always remember, golf is a game that can be played and enjoyed for a lifetime.

Golf Tournament News
Sebastian Golf Course will host a local Buick Scramble Qualifier on June 21st. This unique golf event will qualify
one team to advance to a regional Buick Scramble Qualifier. Any team advancing out of the regional will complete
in the National Championship, which will be held in Orlando, Florida. The National Championship, which will
be nationally televised, will pair each team with a member of the P.G.A. Tour. For more information or to sign up
