TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, APRIL 5, 2004 - 5:30 P.M.
1. Chairman Fulton called the meeting to order at 5:30 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL

4. APPROVAL OF MARCH 23.2004 MINUTES

5. ANNOUNCEMENTS:
The Deputy City Clerk wanted the Board to know that she would be putting out a notice
for applications for an Alternate position on the Tree Advisory Board.
6. OLD BUSINESS:
A. Arbor Day 2004
Ms. Albury and Mr. Cardinale were reviewing the submitted essays for the
contest. They received less than 30 essays. Within the next couple of days they
would choose the winners and contact them. Chairperson Fulton gave Ms.
Albury the gift certificates for prizes. Mr. McCarthy will have the sand pine
saplings for the event. Mr. McCarthy stated that he was having a problem getting
bids on the Winged & American Elms. One of his vendors did quote a Drake Elm
though. The board agreed that this would be a fine alternative. Mr. Cardinale
was going to touch base with The Garden Club, Ranger Hicks and Reverend
Isner regarding the celebration. The press release has been taken to the Press
Journal and requested to run twice during the week. Chairperson Fulton will give
the P.J. a call regarding the schedule. If this is a problem she will try to get it to
run at the end of the week. Cheryl Cummings from KIRB, was not present at the
meeting as scheduled. She wanted to know what she needed to do at the event.
Chairperson Fulton will see her later in the week and fill her in on what she can
bring and how many items. Chairperson Fulton also stated that KIRB has
different "characters" that they bring to events. The board thought that it would
be okay to have an appropriate character. Chairperson Fulton would speak with
Ms. Cummings. The brochures will have a couple typographical errors changed
then printed on green paper. Ms. Albury will get secretary the paper and the
board secretary will print approx. 60 brochures.
B. Landscaping of the new City Hall
There was discussion about Mr. Madsen's concerns regarding the new City Hall
complex and when the problems should be addresses. Members agreed with
Mr. Madsen that there is a problem with how the trees were planted in front of the
old City Hall, the new City Hall and the Police Dept. They agree that every other
tree needs to be removed and replanted elsewhere. But the City Manager wants
to wait until the Complex is done before addressing these issues.
Mr. Madsen, as an individual citizen, has written a letter to the City Council to
express his concerns with the landscaping of the new complex. The letter was to
make them aware of the trees being planted too close together, as well as other
issues. Mr. Madsen feels that the Board should have been involved in the
planning of the landscaping. There was much discussion regarding this fact.
The Board has requested changes to the Land Development Code that would
make the Board more involved in the landscaping of city property. These
changes have not been made yet by Planning and Zoning.
It was asked how much it would cost to transplant the trees. Mr. McCarthy stated
that they either charge a flat fee per tree or about $800 - $1000 a day (8 hrs).
7. NEW BUSINESS:
No new business.
8. MEMBER MATTERS:
Letter to Mary Ann Krueger was addressed. The questions were answered by the Board
and Donna will draft a letter per the Boards answers, have it approved by Chairperson
Fulton and Mr. Madsen, and then send it out.
Mr. Cardinale stated that Shirley Kilkelly would not be attending the Arbor Day
celebration because of a prior commitment.
Ms. Fusco asked if Mr. McCarthy could take care of a fire ant problem at the Butterfly
Garden. He said he would.

STAFF MATTERS:
PSA's from the National Arbor Day Foundation — The board secretary will write up a
work order for MIS to run the 2nd Arbor Day video along with the photos of last years
photo contest winners and the power point slide stating when and where the Sebastian
Arbor Day celebration will be held.
10. ADJOURNMENT:
Chairman Fulton adjourned the meeting at 6:30 p.m.
