The Pledge of Allegiance was said. ROLL CALL: Present: Mr. Schmitz Mr. Gilligan Mr. Conover V.C. Garland Mr. Wolfe Mr. Morris Chnm. Nicolini Mr. Davis (Alt.) APPROVAL OF MINUTES: Regular meeting of 3/9/04. MOTION by SchmitzYMorris I make a motion that we approve the minutes of the meeting held 3/09/04. A voice vote was taken, motion carried 7 - 0. OLD BUSINESS: None. NEW BUSINESS: Experior Exam Senne, William S./Irrigation Chmn. Nicolini swore in Mr. Senne. MOTION by Schmitz/Gafland I make a motion that we approve Mr. Senne to take the Experior Exam for Irrigation. ROLL CALL: Mr. Conover - yes V.C. Garland - yes Mr. Schmitz - yes Chmn. Nicolini - yes Motion carried 7 - 0. Chesnut, Kelmeth/Residential Contractor - Trade Only Chmn. Nicolini swore in Mr. Chesnut. Mr. Morris - yes Mr. Wolfe - yes Mr. Gilligan - yes MOTION by Morris/Garland I make a motion that we approve Mr. Chesnut to take the Experior Exam for Residential Contractor. ROLL CALL: Mr. Conover - yes Mr. Morris - yes Mr. Schmitz - yes Mr. Gilligan - yes Motion carried 7 - 0. Chmn. Nicolini - yes V.C. Garland - yes Mr. Wolfe - yes Ross, John L./Roofing Contractor Chmn. Nicolini swore in Mr. Ross. Mr. Ross brought in a letter from Altec Roofing to complete the required verification of experience. The letter was passed to each member for their approval. MOTION by Morris/Schmitz Based on that letter I make a motion that we approve John Lauren Ross to take the Experior Exam for Sub-Contractor Roofing. ROLL CALL: Chmn. Nicolini - yes V.C. Garland - yes Mr. Conover - yes Mr. Wolfe - yes Motion carded 7 - 0. Beuttell, Clifton/Paving Chron. Nicolini swore in Mr. Beuttell. It was noted by Mr. Morris that there is a copy of his B.S. from the University of Florida and that it can be used in lieu of one year of experience and that there was a letter in his file showing his supervisory experience. MOTION by Wolfe/Garland I make a motion that we approve Mr. Beuttell to take the Experior Exam for Paving. Mr. Morris - yes Mr. Gilligan - yes Mr. Schmitz - yes For matter of record, Mr. Chesnut will be taking the trade test only. The Business & Law was taken and passed at the time the Masonry test was taken. ROLL CALL: Chmn. Nicolini - yes Mr. Moms - yes Mr. Gilligan - yes Mr. Schmitz - yes Mr. Conover - yes V.C. Garland - yes Mr. Wolfe - yes Motion carried 7 - 0. Beuttell, Clifton S./Excavating It was noted that Mr. Beuttell was still under oath. MOTION by Moms/Garland I make a motion that we approve Mr. Beuttell to take the Experior Exam for Excavating. ROLL CALL: Mr. Schmitz - yes Mr. Gilligan- yes Mr. Conover - yes V.C. Garland - yes Mr. Wolfe - yes Mr. Moms - yes Chmn. Nicolini - yes Motion carried 7 - 0. VIOLATION HEARINGS: None. BUILDING OFFICIAL MATTERS: None. BOARD MATTERS: V.C. Garland told the Board that several Board Members as well as himself have been approached concerning unlicensed contractors and the damage that was being done to older people by giving these people money and then not returning to do the work. After looking into this for a period of four years, he did not feel that there is much in Sebastian to stop these people and that it is a growing problem. V.C. Garland noted that he felt if the Construction Board put together a letter and presented it to the Building Official and City Manager about this situation that possibly we could get someone involved in the City to curb these people. Mr. Gilligan said he felt as though time was being wasted since all the Board was doing was approving tests to be taken and that this was something that could be done by the Board Secretary in the office. He agreed with the rest of the Board that if there is no one to enforce the mason that this Board exists than there is no reason for us to be here. Chmn. Nicolini said that in his six years of being on the Board that there has only been two violations brought before us. A lengthy discussion concerning this matter followed. A suggestion was made to have a workshop meeting for the purpose of drafting a letter. It was noted that this would be on the agenda for the meeting in May and that possibly it could be done following the meeting. Mr. Morris had another matter to be discussed. He stated that he would like to be able to ask in depth as to why a person is getting licensed in the City of Sebastian. Typically someone who is not coming from an adjoining county. His concern is the individuals who do not live in this area and are not planning to move here. The Board felt it would be good to include this when talking to an applicant from out of the area. The Board also had a discussion concerning the new application that a lot of work had been put into, that it was given to the City attorney approximately a year ago and to date we have heard nothing about it. They felt that when the letter was written concerning unlicensed activity, that this matter of the new application should also be addressed. There was also a brief discussion concerning credit reports being required as a part of an applicants application. It was noted that there was a time when this was required but the City Attorney told us that we could no longer ask for one. Mr. Wolfe asked what had transpired in the violation hearing for Shannon Cook at last months meeting. The Board Secretary said she had sent the "Order" to Mr. Cook by certified mail. After four attempts, the post office sent the letter back. It was then given to Code Enforcement to deliver. When they went to his home there was no one there. The letter was then given to the Police Department to be delivered. It was also noted that the Order has been filed with the Clerk of the Circuit Courts. The Board continued a lengthy discussion about unlicensed activity. ATTORNEY MATTERS: None. SCORES were recorded in the score book by Mr. Gilligan and Mr. Conover. 15 MINUTES TO THE PUBLIC: None.
