HomeMy WebLinkAbout03222004 RECRecreation Committee Meeting Minutes City of Sebastian Recreation Advisory Committee March 22, 2004 Called to order by the Chairman: Roll Call: The following members were present William Ingui, Wayne Leboeuf, Elizabeth Gray, absent excused, Jayne Barczyk, Mrs. Jeannie Jessup, absent excused, and Jessica Keaton Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks and Recreation Superintendent, Terry Hill, Public Works Director Approval of Minutes: A motion to approve the minutes of February 23, 04 was made by Mrs. Barczyk second Mrs. Keaton Passed unanimously. Old Business: Chairman thanks Wayne and Jeannie for their presentations at the Council Meeting. New Business: Bryant Court Park: There is a short discussion regarding Bryant Court Park previous discussions and then the public is invited to speak. Anne Putnam — 563 Cross Creek Circle — wants to speak later in the meeting. Mary Roe — This park was strip cleared and she is very unhappy about that — says gopher tortoises were plowed over — she is against any basketball courts at this location but a %2 court with reduced nets would be okay but not a court for big kids. Paul Sapais — Wants soccer fields for kids no basketball courts this is the wrong place for that its off the main road in favor of sorts for kids. Steve Sanders — 152 Nebraska — As of 3-10-04 the consulting firm was not hired yet. But the park has been cleared of trees before this happened. Would be in favor of a walking trail but against a basketball court — playground equipment is not necessary but if installed wants a wood structure no colors for playground. Mr. Todd — 146 Nebraska — wants to know if the City does environmental assessments before goes in there Feels the City should do one on all parks before anything is done. against a basketball court. Robert Babikian — presents a petition against a basketball court — Says the City broke a pipe to the well off when cleared the property. Mr. Hill will check the pipe. Parks and Recreation Meeting March 22, 2004 meeting minutes Page two John McSpirn 108 Bryant Court - No basketball court - works in the construction trade Says this property still has woodpeckers, turtles and owls and would just like the City to make it as nice as possible but also against a basketball court. Laura McIntrye 162 Nebraska Circle all for a park - looks lovely now that it is cleared wants this park has grandchildren who can play there says would play basketball with her grandchildren if installed there. Several of the kids are playing in the streets now. Richard Roe - Lots of Kids in neighborhood but doesn't want a basketball court or parking lot. Mary Babikian - I am a mother, grandmother and greatgrandmother but no kids will be there unsupervised. Public Input closed Discussion -Walking Path- Natural Tot lot area- would be Okay Save Turtles. Mr. Leboeuf and Mr Ingui are against the Basketball court Mrs. Barczyk agrees. Murray Baker - 149 Nebraska Circle In agreement with basketball decision not to install. A motion to recommend that the committee is not in favor of a basketball court was made by Mr. LeBoeuf second by Mrs. Barczyk, passed unanimously. Sal Neglia wants to know where the consultants will be paid from. Easy Street Park - no public comments Benches pavilions small playground and the fountain reinstalled were recommended for this park also This is to be designated a handicapped accessible park and some parking will have to be installed to tie in to that. It was also suggested that the median on Easy be landscaped as part of these improvements. Members Comments: Mrs. Keaton wish list includes cigarette butt holders for the parks so people don't put them on the ground. . Chris says a brochure will be forthcoming with all recreation programs Mrs. Barczyk speaks a bill which needs to pass in the legislature The next meeting was scheduled for April 26, 2004 at 5 PM.
