HomeMy WebLinkAbout06-11-2004 1225 Main Street [] Sebastian, Florida 32958 Telephone (772) 589-5330 [] Fax (772) 589-5570 City Council Information Letter June 11, 2004 Grant Awards from Federal Aviation Administration and Florida Department of Transportation Aviation Section Earlier this week, the City of Sebastian was notified by both the Federal Aviation Administration (FAA) and the Florida Department of Transportation (FDOT) Aviation Section relative to funding for taxiway rehabilitation and other ancillary infrastructure improvements at Sebastian Municipal Airport. A grant from FAA totaling $950,000 to be dispersed over the next two years was awarded to assist efforts in this regard. This amount represents 95% of total project costs that equals $1,000,000, necessitating a matching contribution of 5% or $50,000. Fortunately, half of this expense, $25,000 is being provided by the FDOT Aviation Section Matching Grant Program. As such, a mere total contribution of $25,000 from the Airport Enterprise Fund will be required (funds available via current fiscal year budgeted resources). The attached electronic mail message from Airport Director Jason Milewski outlines details associated with specific enhancements to be realized as a result of successful grant procurement. Respective recommendations, including authorization to accept aforementioned grant awards, are to be presented for your review and consideration during your June 23rd meeting. New T-Han.qar Development at Sebastian Municipal Airport Partnership with Holland Sheltair As referenced in the attached electronic mail message as compiled and delivered by Airport Director Jason Milewski and press release from Patterson-Bach Communications, the joint public-private partnership between the City of Sebastian and Holland Sheltair involving development and construction of 40 t-hangar facilities at Sebastian Municipal Airport has recently be completed. Instantly, over half of the units have been leased, City Council Information Letter June 1'1, 2004 Page 2 with the remaining spaces anticipated to be occupied within the coming weeks. This project represents an excellent accomplishment in terms of our community's evolution in economic development activity and expansion. As most of you may recall, this effort became possible as a result of successful employment of grant dollars awarded by the FDOT Aviation Section leverage with private capital investment from Holland Sheltair. Now that the t-hangar presence has been establish, the Airport Enterprise Fund will also enjoy a yield of more than $80,000 annually for a 30 year period. Municipal Complex Park Development Activity Earlier this week, my office was advised that site clearing activities necessary to implement the park development portion of the Sebastian Municipal Complex will commence beginning early next week and to conclude during the week of June 28th. These tasks will enable remaining construction activities to commence after Independence Day weekend. As referenced in the attached electronic mail message status report from Suffolk Construction, Inc. Project Executive Kurt Langford, respective completion dates are circa November 15th (City Hall and Police Station, possibly a little earlier if we maintain current process and momentum regarding construction of both buildings) and December 15th (Municipal Complex Park). As we feel confident that we will be able to maintain this schedule, a dedication ceremony will likely transpire immediately prior or after the Thanksgiving Holiday. Proposed Indian River County Impact Fee Initiative I received the attached response letter from Indian River County Director of Community Development Robert "Bob" Keating relative to the status of a May 20th inquiry regarding direction and support for additional countywide impact fees, respective administrative charges and collection processes. As I believe and recall that you are all aware, no recommended fees have been established to date for County Commission consideration. City administration is therefore not yet in a position to offer recommendations relative to an administrative fee structure. However, as referenced in Mr. Keating's letter, representatives for Tindale, Oliver and Associates (Indian River County's consulting firm commissioned to assist with these exercises and analysis) offered the recommendation of a 2% fee to local governments for administrative costs associated with collection activities. The letter continues in that it states that after impact fee values have been determined, Ci~ Councillnformation Leffer June 11,2004 Page3 consulting staff and representatives will review administrative processes involved with the collection of fees accordingly. As I attempted to explain to City Council during a regular meeting last month, such an exercise will enable city staff to define and offer more definitive recommendations regarding what the administrative charge should be. I therefore remain confident that this exercise will yield a confirmation that we will be able demonstrate and justify a figure greater that 2%. As such, I look forward to offering respective recommendations to City Council after noted analysis and reviews have been completed. Pride In Sebastian Awards Pro.qram The next series of Pride In Sebastian awards are to be presented during your July 14th meeting. Since reinstating the program in 2002, awards have been presented twice annually, early summer and early winter, to recognize exceptionally developed new projects as well as successful renovations to existing facilities. As many of you realize, the purpose of the Pride In Sebastian Awards Program is to showcase private construction projects that help exemplify what Sebastian is desired to be in terms of overall aesthetics, as well as adherence to principals of respective code requirements. As this showcase involves to some degree an element of surprise, official announcements as to who will win awards during this cycle will not be made until the aforementioned meeting date. As you're already aware, the existing asphalt along the entire 4000 foot taxiway was constructed in 1943 and has never been resurfaced. There now exists major potholes, depressions, and severe cracking with vegetation growth throughout the entire pavement, all of which can be hazardous to aircraft operations. After much negotiation and coordination with the FAA, I'm pleased to announce that Airport staff has secured funding to rehabilitate the entire length of this taxiway. In addition, the FAA has also agreed to include the cost of constructing an aircraft parking apron near our new Administration Facility. As you may recall, the construction of this parking apron was not included in the contract Holland Builders, Inc. as part of the Administration Facility budget, as we were unable to fund the estimated $150,000 cost. It was therefore decided that Airport staff would seek alternative funding to accomplish the apron construction. In total, the City of Sebastian should expect to receive $950,000 from the FAA, with the majority dispersed up front and the remainder dispersed over the next two fiscal years. This represents 95% of the total estimated project cost (for taxiway rehab + apron construction) of $1 million. In addition to the FAA funds, the Florida Department of Transportation, Aviaiton Section (FDOT) has submitted a Joint Participation Agreement (JPA) for $25,000, representing 2.5% of the total project cost. This leaves a remainder of $25,000 to be funded from the Airport Enterprise Fund. It is important to note that the FAA will formally award us after the project has been designed and bid. This puts us on a very tight schedule, as this must be accomplished by early August. In order to meet this demanding time- frame, I will be submitting a proposal from The LPA Group, Inc. for $142,150 to include the design, permitting, bidding, and construction inspection services to be considered by Council during their regularly scheduled meeting of June 23, 2004. I'll also be submitting the above-referenced JPA from FDOT in the amount of $25,000, as it must be executed before July 1,2004, if accepted and approved by Council. Finally, I'd like to point out that this is yet another excellent opportunity for Sebastian Muncipal Airport to increase the safety of operations, sevices offered to visiting pilots and passengers, as well as its overall economic viability. This $1 million project will cost the Airport a total of $25,000, or 2.5%. A significant savings was realized in the construction of the aircraft parking apron for the Administration Facility, as the original direct cost to the Airport was estimated to be $150,000. By securing federal funding for this portion of the project, our share is only $3,750, a savings of over $146,000. Terrence, Please be advised that the T-hangar project, which was a public-private partnership between the City of Sebastian and Sheltair Sebastian, LLC., has finally been completed. Sheltair began moving in tenants on Friday, June 4, 2004. So far, well of 50% of the 40 units have been leased out, and according to officials from Sheltair, "they're filling up quick.., the local aimraft owners are very appreciative." As you are already aware, this is a significant achievement for both Sebastian Municipal Airport as well as the City of Sebastian, as this is will create some much-needed revenues to contribute to future improvements. This endeavor will yield more than $80,000 per year to Sebastian Airport. In that letter, you requested that the County provide you with total and actual dollar amounts for each of the proposed impact fee categories, so that you may ascertain administrative costs associated with their collection. As of this time, no fee amounts have been established. Currently, the consultant is nearing completion of the data analysis and policy review stages of the Impact Fee Study. Information gathered in these stages will provide a foundation to determine dollar amounts for each impact fee category. Specific formulas will then be developed for calculation of each impact fee. At this time, the consultant is recommending that 2% of the impact fee revenue be earmarked for administrative costs and be rebated to the local government collecting the fees. Beyond that, it is impossible to give you specific numbers for each of the impact fee categories until the appropriate stage of the study is completed. Based upon information collected by the consultant, I can, however, provide you with a range of impact fee amounts charged by other counties in Florida (copy attached). These numbers may then be used in your calculations to generate ballpark figures for each impact fee category. You should also be aware that, after the impact fee values are determined, the consultant will review the administrative processes involved. This will include, but not be limited to, assessing fee collection procedures, administrative fees, accounting procedures, refund procedures, and expenditure procedures. With that activity, as well as with all aspects of the impact fee development process, your review and input will be appreciated. We thank you for your efforts thus far and will keep you informed of new information pertaining to the fees as it becomes available. Consensus was therefore to provide a substantive answer and response regarding this measure after city staff has been able to complete an analysis to ascertain administrative costs and dynamics associated with the collection of such additional revenue via building permit issuance processes. To accomplish this, city administration will require information from indian River County that better defines total and actual dollar amounts for each fee category. As such, please provide us with the necessary data so that we can employ our abilities to offer applicable education and recommendations to City Council as soon as possible.
