The City of Sebastian is sponsori~ag a competition to formally nsme
the Municipal Complex Park currently under construction in conjunction
with the new City Hall and Police Station Expansion Program. As
such, residents have an opportunity to submit ideas and/or
recozmnendations accordingly: The Office of the City Manager is
therefore accepting respective suggestions at this time. If interested
in participating, please fill out the nominating form below and submit
by Wednesday, September 1, 2004. Announcements of a naming
dedication are anticipated to take place during a regular City Council
meeting in the comfl~g weeks thereafter.

Airport Improvements
Anyone who has driven on Roseland Road lately may have noticed some construction activity at
Sebastian Municipal Airport. There's some new asphalt due to the extension of Airport Drive West,
some underground utilities such as 3-phase power and county water, as well as a new 40-unit T-
hangar development. All of these projects will play a significant role in strengthening our City's
economic base as well as increasing alrpm-t revenues.
As mentioned in a previous edition, the recently completed T-hangar development was a
T- H~mgars public/private sector partnership between the City of Sebastim~ and Sheltair Sebastian, LLC. The
After facility occupies about five acres of property along the newly extended Airport Drive West. By
now you might be asking, "What is a T-hangur?" They are simply 'T' shaped storage units for
aircraft; similar to the self-sterage units you might store excess 'household goods (furniture, clothing,
etc.) Standard units are renting for $300 per month with an annual lease and anyone interested can contact
Sheltair Sebastian at (407) 854-1818 for further information.
The extension of Airport Drive West allows access to some 30+ acres for economic development, including providing access ,to the T-
hangar szte. In edditzon, the old dirt entrance to the an'port was paved and renamed Central Airport Drive. Though thzs doesnt p ow e
any additional access, it certainly eliminates a dusty, bumpy ride into the affport.
In addition to constructing new reads, we also have completed tlie installation of new waterlines to serve both our existing and future
tenants. Anyone who's been around a while knows that Florida well water isn't quite the ~astiest of drinks. Our tenants and their
customers finally have an alternative. Not only does the water utility provide better service for consumption, its accompanying fire
hydrants considerably increase safety.
Finally, we're also pleased to announce that Florida Power' and Light (FPL) has recently
completed the installation of underground 3-phase power along the entire length of Aixport Drive
West. This also aids in development by providing adequate power for commercial and industrial

yet. The construction of Runway 9-27 is about to begin, we are close to breaking ground on the
Airport Administration Facility and Police Evidence Compound, work is soon to begin on yet
more roads and utilities, and we'll shortly be starting the rehabilitation of one of our major
taxiways. All of this work being done increases our city's economic base, provide additional jobs,
and supplements our rapid residential growth with light industrial and commercial development.

U.S. Geological Survey, one inch of rain falling on one square mile
of land equates to 17,378,560 gallons of water.

Capital Improvement Projects
Engineering Department Update
The Engineering Department is currently leading a number of
capital improvement projects. This effort includes a major focus on
the Master Stormwatar Management Plan capital improvement
projects (eight separate projects ), the Louisiana Avenue Renovation
project, and Main Street Renovation project.
Master Stormwater Management Plan Capital

The current overall schedule for this entire package of eight
different projects calls for:
· Surveys, geotechnical studies, and environmental assessments
to be complete in Summer 2004 (less than three months from
· Conceptual design and model update to be complete by. October
2004 (less than slx months fi-om now)
Ail necessary land acquistion to be complete by October 2004
(less than six months fi'om now)
Public discussion to be complete by mid-December 2004 (less
than eight months from now)
Design drawings to be complete by Winter 2005 (less than
ten months from now)
Permitting to be complete by Spring 2005 ( about one year fi'om
Construction contract bidding process to be complete by Summer
2005
Construction on all fronts to take place beginning Summer
2005 and to be complete no later than Fall 2006

· Easement dedication process nearing completion.
· Final design plans submitted to DCA for state approval.
· Preparing bid documents for construction bidding Summer
2004.

City Council 2004/2005
The March 9, 2004 City Election resulted
in change on the Sebastian City Council.
Lisanne Monier and Michael Heptinstall,
two candidates in a field of five including
incumbent Walter Barnes, were elected to
the t~vo open City Council seats for two-year
terms to 2006. Former Council member Jim
Hill opted not to run and is seeking a seat on the Indian River County
Commission. Approximately 21% of Sebastian registered voters
turned out on Election Da3~
Brief biographies of our City Council members can be found on

Following the swearing-in ceremony on March 15th, City Council
elected Nathan McCollum as Mayor and Joe Barczyk as Vice-Mayar
to serve one-year terms to March 2005. The fifth member of Council
is Raymond Coniglio, who along with Mayor McCollum and Vice-
Mayor Barcyzyk, was elected in 2003.
City elections are conducted annually on the second Tuesday in
March. Two seats are filled in even-numbered years and three seats
are filled in odd-numbered years. City Council terms are two years
and elections are at-large and non-partisan.
The next City election for three City Council seats will be held on
Tuesday, March 8, 2005.

Update From The Public
Works Department
New Ball Fields
The City of Sebastian has completed
the baseball fields at Pelican Island and
Sebastian Elementary Schools. The final
grooming is underway and once
completed, the maintenance of both fields
will be transferred to the Indian River
County School Dist~ct. Ball fields will
become available for community use
after these tasks have been completed.
Arbor Day, 2004
Celebration
On April 17, 2004 the City of
Sebastia~ and the City of Sebastian Tree
and Landscape Advisory board hosted
the City's Annual Arbor Day Celebration
at the new Filbert Street park, located
on Filbert Street between Barber and
Joy Haven Streets. Two Slash Pines, two
Tabebnias, two Winged Elms, two Drake
Elms and two Live Oaks were planted.
This year's theme, Trees for Life was
highlighted with an essay contest.
Students at Pelican Island Elementary
School submitted essays of 300 words or
less on how trees sustain wildlife, affect
the ecosystem, the mangrove and their
importance to our coastlines, or any
other topic encompassing them. Awards
were presented to the first, second, and
third places in the Third, Pourth and
Fifth grades.
