TREE AND LANDSCAPE ADVISORY BOARD MINUTES
REGULAR MEETING
MONDAY, MAY 39 2004 - 5:30 P.M.
1. Vice Chairman Cardinale called the meeting to order at 5:31 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL
Members Present:

Lynn Albury — arrived at 5:34pm
Anne Dann — arrived at 6:15pm
Staff members present:
Chris McCarthy, Parks & Rec. Dept.
4. ELECTION OF NEW CHAIRPERSON:
Election was delayed until later in the meeting due to two members not being available
to vote.
5. APPROVAL OF APRIL 5.2004 MINUTES

"I make a motion to approve the April 5, 2004 minutes."
6. ANNOUNCEMENTS:
A. Overview by Brad Daley & Bill Slaymaker from F P & L regarding "Right Tree
Right Place".
Mr. Slaymaker passed out handouts ("Guide To Trees And Power Lines", "Selecting &
Planting Trees for the South Florida Urban Forest" and "Plant the Right Tree in the Right
Place") and presented a Power Point presentation. There was a question and answer
period.
B. Bonnie Swanson, Principal — Pelican Island Elementary School
Ms. Swanson did not attend meeting.
The board spoke with a couple of new residents and made some suggestions of trees
for their yard. The residents did not want to give their names.
New alternate member, Michelle Merlin, was introduced to the board.
7. OLD BUSINESS:
A. Arbor Day 2004 — Wrap Up
All the members felt that the 2004 celebration went very well. It was suggested
that we need to find a way to get more families and schools involved. Mary
Bennett suggested that next year we have a drawing or painting contest instead
of just an essay contest. Thank you notes would go out this week. It was
suggested that we have the Arbor Day 2005 celebration at the new City Hall
complex. Chris McCarthy stated that this will be the location per the City
Manager.
Chris McCarthy recommended that the Tree Board visit the storm water park on
Englar Drive off Barber. It is a St. John's River Water Management District
natural area. Charles Cardinale would draft a letter to Mr. Brown of SJRWD to
request a tour of the park. The tour would be scheduled to coincide with the
June 7th meeting starting at 5:00pm. The meeting would start here at the Council
Chambers then proceed to the park.
Ann Dann will get ex -Chairperson Cathy Fulton a plaque as a thank you for
serving on the Board.
8. NEW BUSINESS:
Ann Dann will call Christine Kelly regarding looking for a Champion Tree.
9. MEMBER MATTERS:
Nominations were taken for Chairperson. There was much discussion on nominees.

Marsha Fusco stated that she received a telephone call from Andrea Coy. Ms. Coy
wanted to know what the responsibilities and duties of the Tree Board were. Marsha
said that she explained what the duties were.
There was discussion about the roll of the Tree Board. Henry Madsen suggested that
the best way to change the scope of the 'Tree Advisory Board" was to change it from
being an advisory board. He also said that he had more luck in getting things done, by
going before the City Council as an individual.
10.
Henry Madsen gave an update of his encounter at the City Council meeting on April
28th. The City Council meeting prompted the City Manager and the Dept. Heads to
meet with Mr. Madsen. They all basically agreed with Mr. Madsen's concerns. The City
Manager assured Mr. Madsen that when the new Building Dept. Director is chosen he
will be allowed to be a spokesperson of the Tree Board and bring the concerns of the
Board to the new Director.
STAFF MATTERS:
No staff matters.
11. ADJOURNMENT:
Vice Chairman Dann adjourned the meeting at 7:12 p.m.
