HomeMy WebLinkAbout06-25-20041225 Main Street [3 Sebastian, Florida 32958 Telephone (772) 589-5330 [] Fax (772) 589-5570 City Council Information Letter June 25, 2004 Staff Presentations to Budget Advisory Committee As you all may realize by now, city administration is currently finalizing Fiscal Year 2004/2005 Proposed Budget recommendations for City Council review and consideration. Although you are not scheduled to receive copies of respective documents until late next month to prepare for an August 17th workshop, both the Office of the City Manager and the Department of Finance have recently completed necessary reviews, analysis and forecasts so as to provide information to the Budget Advisory Committee. The Budget Advisory Committee will convene on Thursday, July 8th and Thursday, July 22nd to conduct their annual review of presentations accordingly. These discussions and deliberations will be based on a recommended property tax rate to remain at 4.5904 mills. I am therefore confident that they will once again offer endorsement of respective recommendations as being offered to City Council after they have completed their exercise. As referenced in this year's budget calendar, an actual Fiscal Year 2004/2005 proposed budget, to include a letter of transmittal from my office is to be delivered to each of you individually on Friday, July 30th. Both Director of Finance Shai Francis and I will therefore make ourselves available to meet with you individually to discuss related specifics prior to the August 17th session. Relocation Process for Historic Caine (Snowshoe) House Per City Council's authorization to commission Treasure Coast Area building and structure relocation expert Rodney Hail to assist the City of Sebastian's efforts regarding the Historic Caine (Snowshoe) House, please be advised that staff from various departments, including building, public works and engineering were able to convene with Mr. Hall late yesterday afternoon to outline a respective courSe of action. The firSt step in Ci~ Councillnformation Le~er June 25,2004 Page 2 implementing this project involves coordination of applicable permit procurement efforts with various utility companies to accommodate necessary temporary disconnection of infrastructure owned and maintained by entities such as Bell South, Florida, Power and Light and Comcast Cable. Tasks in this regard are to be initiated immediately by Mr. Hall, resulting from establishment of a relocation route as agreed to by all parties involved. Relocation of the facility will also likely entail a concurrent installation of a cement block stem wall foundation. Such infrastructure will serve as a permanent base and fixture to physically position the structure at the Riverview Park South site as recommended to the City Council by the Parks and Recreation Advisory Committee. In a few weeks, Mr. Hall will commence with equipment mobilization to accommodate actual repositioning activities targeted to begin circa Monday, August 2"". Mr. Hall estimates time of relocation to be accomplished within a week thereafter. Independence Day Weekend As all arrangements have been facilitated and coordinated to host yet another eventful Independence Day celebration in the City of Sebastian, I wish to provide you with the attached advanced copy a schedule of events for festivities to take place Saturday, July 3rd, beginning with the annual parade on Indian River Drive. This year's celebration will also feature (for the first time for a Sebastian Independence Day event) an electronically launched fireworks show - the same method as employed during last year's Pelican Island Centennial Celebration. I am also pleased to report that the City of Sebastian was able to achieve yet another successful fundraising campaign to raise money to help underwrite costs for the fireworks show. As of this week, nearly $12,000 has been received by the Department of Finance from various businesses, associations, individuals, as well as Indian River County. As such, I look forward in seeing you next Saturday morning July 3rd. Each of you may also feel free to prepare to offer a few words via microphone to assist Bob Barbour Multimedia with the production of a Sebastian Government Channel 25 television program featuring the event. Such opportunities will become available at the conclusion of the parade. Out of Office As this year's Independence Day Holiday represents an extended weekend for many individuals, I will be away from Sebastian City Hall beginning Thursday, July 1st as my family and I will host and entertain a goddaughter Ci~ Councillnformation LeEer June 25,2004 Page3 from the Chicagoland Area who will arrive here in Sebastian during the prior evening. As mentioned above, we will of course participate in this year's Sebastian's Independence Day Celebration, to include the aforementioned morning parade (either via driving, walking or golf cart - haven't yet decided), as well as attendance at other proceeding activities, including the ever popular fireworks show. In addition however, I will be traveling to Chicago for a couple days beginning Sunday, July 4th to assist with a family gathering/reunion (of sorts). I will return to Sebastian late Wednesday evening July 7th and report back to City Hall the following morning Thursday, July 8th. I will be accessible during this time via cellular telephone by calling 633-7693, as well as via the attached contact information being provided for your personal use in the event it becomes necessary to speak with me while I am away. As such, no information letter will be delivered next week. The next edition, to be forwarded Friday, July 9th, will include a status report regarding the Sebastian Building Official selection process, as well as a monthly Sebastian Municipal Complex Project expenditure report. As with previous brief absences, Police Chief Jim Davis will formally represent the City of Sebastian to respond to any emergency situations that may arise during this time.
