Recreation Advisory Committee
May 3, 2004 Special Meeting
Called to order by the Chairman:
Roll Call: The following members were present
William Ingui, Wayne Leboeuf, Elizabeth Gray, Jayne Barczyk, Mrs. Jeannie
Jessup, and Jessica Keaton, absent excused
Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Parks
and Recreation Superintendent,
Approval of Minutes: None
Old Business: None
New Business: Chairman speaks as to the reason we are having the meeting, where we
are going and how it came about.
The next meeting date was scheduled for May 24, 2004 at SPM.
Mrs. Barczyk talks about the previous workshops held at our meetings and the residents
wanted to sit and look at the River maybe a small tot playground only with nothing else
there they were adamant about blocking the view of the river.
Lisanne Monier states that the historical district could be amended to include due to the
proximity of the location.
Councilman Barczyk Says if it went to the airport Carrie offered to rent it from the city
the main concern is the time factor it needs to be moved by June ls`
Mr. Leboeuf asks the possibility of grant funding and when will this go to Council.
It supposed to go to Council on May 12`h that is why the meeting was scheduled for today
per Chairman. Chris states the committee is just suppose to recommend a location not be
concerned with funding at all.
Sal Neglia says he is not in favor of putting it in Jordan Park suggests Riverview a better
location. Says it could be put in place of the Gazebo at Riverview on the west side near
Prima Pizza. Not in favor of oak tree removal at Jordan park.
Meeting adjourned to the field at 4:45 PM
Ms. Monier shows the committee where the house will go as she has it all staked out. She
says she and Terrence were there earlier today to put the states stakes in.

Ms. Jessup states at Jordan Park that there is no space for historical or commercial that it
is not built for it not in favor at all — wants no parking in the park. Mr. Lebouef asks
what zone this is and he is told Zone B.
Mrs. Barczyck reiterates the public input discussions where only a small tot playground
should go there and nothing else.
The committee then drives to Riverview Park.
Discussion turns to where it could go at the park and how far the property is. There are
comer oaks at the property line on the south end and it would fit in well there per
chairman. He feels that eventually when the park is fully developed it would be a great
place for a school field trip with the splash pad, the historical house, the veterans
memorial, Pelican Island and the playground. It would be a great environmental trip for
school kids. Mrs. Gray agrees.
A motion to recommend that the house be moved to the Seuthwest ,..._ er of the -
Southeast corner of the southwest parcel of Riverview Park property on Indian River
Drive was made by Mr. Ingui second by Mrs. Barczyk and Mrs. Gray.
Mr. Lebouef wants to know where the maintenance budget comes from to maintain this
house. It is determined it comes from the Parks and Recreation General Fund Budget.
Mrs. Barczyk asked that we say in the proximity of the SW corner of Riverview Park and
Mr. Lebouef asks if we can add to the motion that we have no alternate park sites for
recommendation.
Ms. Jessup made a motion to not recommend the house be placed at Jordan Park second
by Mr. Lebouef — the reason being the lack of parking, already congested from the boat
ramp, tree removal fears, and not a site that is inviting to business or other use,
designated as a neighborhood park and the public only wants a tot sand box or other
small play things there and nothing to obstruct the view of the river.
Secretary states there are two motions, which need to be voted on. The second motion
was passed unanimously.
The first motion had further discussion whereby they strongly envision Riverview Park to
be a multi use location with the splash pad, veterans' memorial, Riverview playground,
the pelican island dedication statute and the availability of facilities. The house should be
used for historical purposes or non-profit use only — The motion passed unanimously.
The meeting was adjourned at the park at 5:35 PM.
