New Buildin.q Official Selection Process
Both the Office of the City Manager and the Department of Human
Resources has recently completed the selection process governing the
appointment of a new Chief Building Official/Director for the City of
Sebastian. After a series of reviews and interviews involving eighteen (18)
applicants, I am pleased to report that City of Hollywood, Florida Chief
Structural Plans Examiner Wayne Eseltine accepted an offer of employment
to serve our community in this capacity. As referenced in the attached
resume', Mr. Eseltine brings to the City of Sebastian a total of nearly twenty
one (21) years of private and public sector building and construction review,
inspection and administrative experience. A State of Florida Certified Chief
Building Official, Mr. Eseltine has served the City of Hollywood in a plan
examiner capacity for nine years, including a promotion to Chief Structural
Plans Examiner last year. He also possesses a Bachelor of Science
Degree in Construction Management from Florida International University.
He and his family are also currently working to relocate to the Sebastian
area from Jupiter in the coming weeks, as he also considers such a move to
be a welcoming opportunity to enjoy the vicinity's excellent quality of life
environment. Although he has agreed to become registered (with license)
as the City of Sebastian's Chief Building Official effective Monday, July 19th,
his first week of actual full time employment will begin two weeks later,
Monday, August 2nd. This schedule is being facilitated to help
accommodate his transition needs, as well as necessary responsiveness to
his currently employer. City Council will soon have an opportunity to
personally meet Mr. Eseltine, as I anticipate presenting him publicly during
your July 28th regular meeting.

Municipal Complex Monthly Expenditure Report
The attached June 30, 2004 spreadsheet report represents the most recent
summary of total expenditures related to the development and construction
of the Sebastian Municipal Complex. As referenced in the total budget
column, overall project costs remain at $11,454,800 (including all items as
referenced in the first Municipal Complex Monthly Expenditure Report
provided via the May 21, 2004 City Council Information Letter- bond
proceeds, Bureau of Historic Preservation Grant, etc.). Expenditures to date
for the project total $6,668,087.29. The current outstanding encumbered
amount equals $3,664,024, which represents various related purchase
orders, leaving an unencumbered balance totaling $1,122,688.71 to cover
additional expenses until the project has been completed. Once again and
as such, staff therefore remains confident that total expenditures will not
exceed the total project budget.
Gabor Insurance - Closin.q on Former Railroad Property
During the past two weeks, various staff members and I hosted discussions
with Mr. Ronald Gabor of Gabor Insurance Services of Miami and other
associates to discuss various logistics associated with the future
construction of a commercial facility located on Main Street just west of the
Coldwell Banker Building adjacent to the Florida East Coast Railroad. I am
pleased to report publicly that Mr. Gabor recently completed closing on this
parcel, formerly owned by Flagler Development Corporation. In addition, I
am happy to offer news that he and his architectural firm, Robert Altman and
Associates are now moving forward with a site plan compilation exercise to
also include a location for the Sebastian Historic Train Depot recently
accepted by the City of Sebastian from the Florida Inland Navigation District.
As such, arrangements will be made within next few months or so to offer
respective public presentations to both City Council and the Planning and
Zoning Commission. Accordingly, respective recommendations from the
Office of the City Manager, Department of Growth Management and
Department of Engineering will be offered as well.
Louisiana Avenue Nei.qhborhood Revitalization Program
Yesterday afternoon, the City of Sebastian received word from the State of
Florida Department of Community Affairs that all engineering design plans

and technical specifications regarding the scope of the Louisiana Avenue
Neighborhood Revitalization Community Development Block Grant Program
have been approved, officially permitting construction and implementation of
the project. The attached Invitation to Bid is therefore being published
beginning early next week in an effort to solicit proposals from respective
interested contractors and construction companies. This process will last
approximately thirty (30) days, enabling staff to potentially offer
recommendations to engage a firm to assist our efforts in this regard during
your August 25th regular meeting.

compliance with the current building code. All types of residential and

residential developments at Harbor Islands, San Marino Village, and Hollywood
Oaks. Coordinated the master planning of model homes for the development at
Harbor Islands and streamlined their plan review process. Acted as Chief

projects throughout the City of l-lollywood. Scheduled inspections were
performed in all phases of construction from start to finish. Coordinated and

shopping center on all strip stores as well as anchor stores. Communicated well
with contractors and subconWactors to implement required inspections. 1992 to

Conducted Engineering inspections on a variety of city facilities that were
either constmctad or renovated in accordance with plans and specifications
prepared by the Engineering Department. Many projects were overseen
simultaneously with other projects throughout the City such as; underground
utility replacement, installation of drainage structures, alley paving, swale
grading, and sidewalk replacement. Contractor's progress and quantity take off
for payments were closely monitored to insure that contract budgets were not
exceeded. 1990 to 1992.

Represented Law Engineering as the full time field inspector responsible for
coordinating and conducting all stractural inspections at the Broward
Performing Arts Center in Ft. Lauderdale, Florida. This very complex project
required considerable skill and knowledge to be implemented in performing
many inspections on items such as steel reinforcement, concrete placement,
formwork, shoring, waterproofing of below grade structures, excavation,
backfill, and compaction operations. Established good working relationships
with general contractor, subcontractors, architect and design engineer which was
vital in getting deficiencies corrected quickly and keeping the project on
schedule. Received a letter of commendation fi.om employer for a job well done
when project was completed. 1988 to 1990.
Bridge Inspector, DeLeuw Cather and Co. Davie Fl.
Conducted structural inspections during construction of Interstate-595
at Pine Island Road and two bridges at Nob Hill Road in Davie, Florida.
Bridgework was monitored fi'dm piling installation through to completion. All
work was inspected under FDOT specifications. Established as-built surveys
and computed quantities for pay items. 1987 to 1988.
