Structural Foundation for Old Cain House Relocation
As City Council recently authorized a $34,000 appropriation to finance
expenses associated with the relocation of the Old Cain (Snowshoe) House,
please be advised that this project budget will also include a specific
expense associated with respective foundation structural installation. This
arrangement will obviously assist with proper positioning of the facility to
accommodate a permanent location at the selected site. Although the
aforementioned financial allocation was approved to fund the overall
initiative, only one actual expenditure was formalized - the $24,000
agreement with Rodney Hall to finance actual structural relocation services.
Staff therefore anticipates a recommendation for a second expenditure -
costs associated with construction of the aforementioned foundation
infrastructure during your July 28th regular meeting. As no additional budget
adjustments are anticipated, a respective financial transaction is to be
funded from the $10,000 project balance. Final decisions regarding an
actual subcontractor to perform this service are currently being facilitated, so
that all parties involved can work concurrently with Mr. Hall via the
previously reported relocation schedule of early August.
Request from Sebastian River Area Chamber of Commerce
Fifth Annual Flats Fishing Tournament
Earlier this week, various staff members and I hosted a meeting with
Sebastian River Area Chamber of Commerce Executive Director to discuss
the attached written request for permission from the City of Sebastian to
host their Fifth Annual Flats Fishing Tournament November 5th through
November 6th at Jordan Park. Some of you may recall this event having
been authorized last year, whereby activities were well administered without

problematic occurrences. As this year's request and application for
park/facilities use involves incorporation of the new policy of the City not
sponsoring organizations for purposes allowing alcohol, please be advised
that the Chamber of Commerce's application will be presented for City
Council consideration during your August 11th regular meeting. This session
will also include an oral presentation by Ms. Mitchell regarding the request,
as well as to specifically address any questions and/or concerns that any of
you may have respectively.
Approval from Florida Department of Community Affairs
Specifications for Louisiana Avenue Improvement Pro.qram
As reported last week, the City of Sebastian was able to secure permission
from the Florida Department of Community Affairs (DCA) to proceed with a
contractor selection process necessary to commission implementation of
the Louisiana Avenue Neighborhood Revitalization Program. By now, some
of you may have read the attached letter from DCA Financial Specialist
Kevin Guimaraes that offers written direction accordingly. We were initially
notified of this approval last Thursday, which afforded us the ability to
proceed with the formal advertisement process described in last week's
report. As such, a formal bid opening has been scheduled to take place
here at City Hall Thursday, August 12th beginning at 2:00 p.m. This meeting
will therefore also initiate a review exercise to confirm and select the lowest
responsible proposal, to be forwarded to City Council for consideration
during your August 25th regular meeting.
Sebastian Independence Day Celebration 2004
Broadcast Television Premiere
Earlier this week, Bob Barbour of Barbour Multimedia delivered a first cut
copy of this year's video production of the Sebastian Independence Day
Celebration. As with last year's event, the half hour program features
footage of the parade, park festivities, the evening fireworks show, as well
as commentary from various officials and employees of the City of
Sebastian. A telecast via Sebastian Government Channel is being
scheduled to take place beginning this weekend. The Management
Information Systems Division will program a schedule for constant replay
after rebroadcasts of Wednesday evening's meeting beginning Friday (i.e.

the City Council meeting, Independence Day, City Council meeting
Independence Day, etc.). Should any of you wish to have a videocassette
version, please feel free to inform us, as I am sure that arrangements can
be made to have additional copies made available.

Dear Mr. Moore:
This letter is to request permission fi:om the City of Sebastian to hold the Chamber's Fifth
Annual Flats Fishing Tournament, on Nov. 5th and 6th, 2004, and we would like
permission to have this tournament at the Jordan Park on Main St., east of the Chamber
building.
The Flats Fishing Tournament is a Chamber sponsored event, designed to be a low cost
opportunity for everyone, including junior anglers who fish for free, to take part in a
tournament, regardless of whether or not they own a boat, and to highlight our wonderful
resource, the Indian River Lagoon. Additionally it is scheduled in early November so
that we can draw anglers to the community during the "off season" for the benefit of our
tourism related business. An additional feature of the tournament is "Take a Child
Fishing", and because of the generosity of four sponsors, we were able to give children
from the Boys and Girls Club a chance to participate in the tournament. Although
inclement weather did not allow the children to fish that day, they did receive their very
own fishing tackle for their future fishing adventures and participated in the festivities.
This year's event will feature a Captain's Meeting and registration, on Nov. 5th, 2004, a
Friday night, with hot dogs, hamburgers, live entertainment, an exhibit area, raffles and
drawings, fi:om 5pm to 9pm. Saturday, Nov. 6 is the tournament competition, with
events in the park starting at 6am and ending at 6pm with the tournament awards
ceremony.
We have averaged 80 anglers each year, depending upon the weather, and families join
the anglers during the awards ceremony, so we anticipate having approximately 200
people attend this event.

We would like the City to grant us permission to close entrances to Main St., from U.S.
and Indian River Drive from Friday, Nov. 5th at 3pm and reopen it on Saturday, Nov. 6th
at 7pm. We do not want to close Indian River Drive, and we will allow boats and trailers
to enter the north boat parking area from the Indian River Dr. entrance to Main St. We
will allow only the boats and trailers to come through to the parking spaces. The Main
Street, in front of the Chamber building will be utilized as part of the exhibit and tent area
for the festivities. We also request that limited parking be allowed behind the Chamber
building on the south side, where there is now dirt parking space available. We anticipate
asking several of the surrounding businesses to allow overflow parking, if necessary.
Additionally, we would request permission to sell beer and sodas at the event from 5pm
to 9pm on Friday evening, and from noon until 6pm on Saturday. Beer sales and
consumption would be restricted to the park area south of the Chamber building only.
The event was held at this location last year, very successfully. We believe that holding
this event at this location created several advantages. We were able to utilize the Main
St. dock facilities, without impacting other fishermen, tourists, businesses or the general
public, who were able to use the Yacht Club docking facilities and parking at Riverview
Park. Additionally, by holding this event at Jordan Park, we will be utilized a resource
that had been undemsed in the past, and took some pressure off the use of Riverview
Park. It will also drew attention to the fact that we have this wonderful park for smaller
events. And finally, by holding the event at Jordan Park, we were able to brand the
tournament as a "Chamber" event, and use our facilities to support the activities.

Plans & Specifications Review - Louisiana Avenue Drainage Improvements
Dear Mayor McCollum:
We have reviewed the construction bidding documents, received on June 30, 2004, submitted to
satisfy the special condition of the grant agreement requiring submission of these documents to, and their
acceptance by, the Department prior to advertising for construction bids. The documents appear
consistent with the application and the work may be advertised for bids.
The documents were not thoroughly reviewed for any single source or "brand name"
specifications. The CDBG procurement regulation prohibits the use of single source specifications unless
you obtain our prior approval after providing a technical basis for restricting competition. Brand names
may be specified only if the documents clearly note that the brand name is used for descriptive purposes,
that "equal" equipment or material will be accepted and the documents identify the minimum
requirements that must be met to establish equality. If it is later determined that the documents contained
restrictive specifications, the cost of the equipment or material involved may be disallowed for grant
funding. Please ensure that your engineer is aware of these requirements.
Should the plans or bid proposal be revised prior to bid opening to add or delete any work, or
change the location of the work, please submit the revision(s) to the Department for our review. Other
revisions should not need our review.
