As previously reported, the Fiscal Year 2005 Proposed Budget is being
delivered next Friday, July 30th for your individual review and preparation for
the August 17th workshop and September 9th and September 22"d public
hearings. The proposal recommends no increase to the current year's
property tax rate of 4.5904 mills, with a total appropriation for all funds,
including the General Fund, Special Revenue Funds, Debt Service Funds,
Capital Project Funds, Airport Enterprise Fund and Golf Course Enterprise
Fund to be $21,084,956 (for reasons offered during community
redevelopment agency workshops and City Council sessions, this figure
does not include the Riverfront Redevelopment/CRA Fund, which is
currently forecasts to be $276,650 in Fiscal Year 2005). As referenced in
the Letter of Transmittal to be located in the beginning of the document,
citywide goals, objectives, highlights and trend analysis will be offered in an
effort to summarize the City of Sebastian's recent performance and future
expectations. In addition, as discussed during yesterday evening's Budget
Advisory Committee meeting, various recommendations relative to
operational expenses offered at this level will be incorporated, including
continuous review of health insurance expenses vis-K-vis employee
contributions toward premiums, long term efficiencies of utilizing cellular
telephone as a communications tool, as well as consideration of
opportunities for cost effective training programs. As such, the August 17th
session will include a brief report and endorsement of review to be provided
by Chairman Richard Smith just prior to department director presentations
relative to goals and objectives for the coming year. Arrangements will
therefore also be made to speak with each of you individually as necessary
to address any questions and/or concerns any of you may have concerning
the Fiscal Year 2005 Proposed Budget during the remainder of the budget
process period. Otherwise, any of you may therefore feel free to contact
either Director of Finance Shai Francis or myself in advance if necessary.

Si.qnal Installation at Barber and Schumann Intersection Area
In response to inquiries as recently offered during recent City Council
meetings relative to the possibility of installing school warning signals in the
vicinity of the Pelican Island Elementary School, please be advised that both
the Department of Engineering and the Sebastian Police Department are
currently finalizing an assessment process that will outline specific
requirements for implementing this program. Applicable dynamics will
include the exact number of flashing lights, as well as precise locations in
the area for respective infrastructure installations. As referenced in the
attached electronic mail message as compiled and delivered by City
Engineer David Fisher, final details regarding such are to be concluded
during a traffic review committee meeting scheduled to take place early next
week. As this initiative involves a traffic related improvement effort,
respective expenditures are to be financed by Local Option Gas Tax
accumulated project savings. Staff therefore anticipates recommendations
to purchase respective equipment and technology necessary to implement
this project to be offered during your August 11th meeting.
Presentation by Florida Department of Transportation
In response to interest expressed during your last meeting relative to the
possibility of representatives from the Florida Department of Transportation
offering a presentation relative to both present and future plans for United
States Highway One, please be advised that arrangements are being made
to host Project and Consultant Manager James Scully, P.E. during your
August 25th session. The initial purpose of his presentation will be an
update regarding overall scope of improvements to be implemented in the
coming months to benefit the roadway south of Harrison Street and into
unincorporated Indian River County. However, as referenced in the
attached electronic mail confirmation, he will be available to respond to
inquiries pertaining to other matters as well. Mr. Scully has also included his
contact information for advanced accessibility. As such, please feel free to
advise any of us of other items that any of you may wish to be addressed so
that preparations can be made accordingly.

As some of you may be aware, this fall will mark the beginning of the City of
Sebastian's final year of a three-year agreement with CGI Communications,

Inc. governing the community's decorative banner program. Attached is a
rendering of this coming year's design, which features the Kroegel Statute
facing Indian River Drive. Recent reports from representatives from CGI
Communications suggest that the number of banners to be delivered and
positioned within the next few months is comparable to current year figures.
As such, other than the attached updated banner design presentation, no
overall changes regarding program dynamics are anticipated.
Ex~ndedWeekend
Please be advised that I will be out of the office beginning Thursday, July
29th to offer a few days of quality time with both family (notably in laws)
visiting various tourist destinations in the Central Florida area. Jean Tarbell
will maintain my itinerary during my brief absence. However, I will be
available via cellular telephone by contacting (772) 633-7693 should any of
you require speaking with me personally during this time. I will report back
to City Hall the following Tuesday morning, August 3rd. Police Chief Jim
Davis will serve as the City's official point of contact in the event of
emergencies or other problems that may arise. As such, no information
letter will therefore be delivered next week. However, your personal copies
of the City of Sebastian Fiscal Year 2005 Proposed Budget will be
forwarded at that time.

Traffic Signage Improvements -- Schumann @ Barber (next to Pelican Island Elementary
School)

This is to advise and confirm the Engineering Department has reviewed the signage at the intersection of Schumann
Barber next to Pelican Island Elementary School. We have looked at it particularly with a view toward:
· School Zone Safety; and
· Intent and clarity of existing NO RIGHT TURN signage.
We have further developed recommendations for signage improvements that will be discussed in our next Traffic
Committee meeting now scheduled for next Tuesday morning, 27 July, at 10:00 AM.
The proposed improvements, if recommended for adoption by the Traffic Committee, will likely require further City
Council approval. (The total cost of the improvements is almost certainly to exceed $5000 and could be as much as
$35,000 depending on the number of flashing lights installed.)

Resurfacing, Restoration and Rehabilitation (RRR) Project Indian River County
This is to confirm that we will be available to make a presentation to the
City Council on the US-1 Milling & Resurfacing project at their upcoming
meeting on Wednesday, August 25th at approximately 7:00 pm.
It would be appreciated if you could identify any additional non-project
specific questions or issues in advance that might also be of interest to
you or the Council. Otherwise, I would be glad to do any follow-up that
may be necessary on any items and report back to you in a timely fashion.
