Chairperson Albury called the meeting to order at 5:30 p.m. The Pledge of Allegiance was recited. 3. ROLL CALL Members Present: Chairperson Lynn Albury Vice Chairperson Anne Dann Charles Cardinale Henry Madsen Mary Bennett Michelle Merlin Members Absent: Marsha Fusco Staff members present: Chris McCarthy, Parks & Rec. Dept. Jeanette Williams, Deputy City Clerk (acting Recording Secretary) APPROVAL OF MAY 3, 2004 MINUTES MOTION Dann/Cardinale VOICE VOTE on the motion carried 5-0 "I make a motion to approve the May 3, 2004 minutes." ANNOUNCEMENTS: No announcements. OLD BUSINESS: Anne Dann stated that the empty lot across the street from her home had two (2) large oak trees destroyed. The lot was being cleared. Charles Cardinale mentioned rescheduling the tour of the park on Englar Drive & George St., with Ralph Brown to August 2 at 5:00pm. Mr. Brown was unable to give the tour in June or July. A letter will be sent to Mr. Brown to see if he is available in August. Anne Dann got in contact with Christine Kelly to see if she would give us a lecture on Champion Trees. Ms. Kelly stated that she was not able to give us what we needed on Champion Trees. Charles Cardinale will try to get a hold of Dan from Okeechobee to Tree Board June 7, 2004 Page 2 see if he could stop on his way home and come to a meeting and talk with us. The Board still needs some explanation on Champion trees. Anne suggested calling the Extension office in Okeechobee to contact him. Charles Cardinale will see if he can come to our July 12th meeting. Henry Madsen, stated, the Board needs to come up with a list of concerns to be presented to the new Building Director. This list will be compiled at the next meeting then presented to the new Director when he gets settled in his job. Some of the concerns are that the Building Dept. needs to enforce the Landscape code. Charles Cardinale wants the revised tree ordinance reviewed and approved. Mr. Madsen also would like the code for continuous hedges around a parking lot changed from three feet to two feet since this is what they are putting in the City Hall complex. If the code isn't changed to two feet it should be enforced at three feet. Michelle Merlin will check to see if the County code calls for two feet or three feet hedges on city property. Anne Dann left for another meeting at 5:58 p.m. 8. NEW BUSINESS: Photographs were submitted by Mr. Madsen of opaque screening of a CR512 business (Commerce Center). The C.O. never should have been given. Code says that opaque screens need to be at least six feet in height. There was discussion on this code and thoughts on how to fix the problem. It was suggested by Mr. Cardinale that the water restrictions (days & times) be run as an ad in the Press Journal and the Pelican Brief for residents to see. 9. MEMBER MATTERS: Reschedule July 5th meeting due to holiday to July 12th. 10. STAFF MATTERS: Chris McCarthy asked who was to maintain the Butterfly Garden. It was decided that the Junior Women's Club would maintain it. 11. Required screening of abutting residential and nonresidential uses: The proposed project abuts a residential district to the East and therefore is required to have a Type A opaque buffer along the East property line. Section 20A -4.6(K)2: Type "A" Opaque Screen. An opaque screen is intended to completely exclude all visual contact between uses. The type "A" screen shall be completely opaque from the ground up to a height of at least six (6) feet, with large trees utilized as intermittent visual obstructions form the opaque portion to a mature height of at least twenty (20) feet. The opaque screen may be composed of a wall, fence, landscaped earth berm, planted vegetation, or existing vegetation, or any combination thereof which maintains a completely opaque screen of at least six 6 feet in height. Compliance of planted vegetation screens or na ura a9 etation will be judged on the basis of the average height and density of foliage of the subject species or field observation of existing vegetation. he six (6) foot opaque portion of the screen must be opaque in all seasons of the year. By leaving the exiting trees and vegetation along the said boundary, the developer will satisfy the buffering requirements. Additionally, the applicant will be installing the requisite hedge (a minimum of 5' in height) along the West property line abutting Chesser's Gap PUD. 17. Analysis: The applicant has submitted plans for development of a multi -use commercial development to be situated on a 10.23 acre parcel of land located on the southwest corner of the intersection of C.R. 512 and Collier Creek. The Commercial Park is to consist of commercial/retail, office/warehouse and mini- storage/warehouse development. Additionally, total build out will result in 9 buildings totaling 134,459 SF.
