Dear Chief White:
The investigation of unsolved homicides and sex crimes presents a major challenge to law enforcement
agencies everywhere. These cases often have no apparent motive and are left unsolved with no obvious
leads to pursue. The perpetrators often move from area to area committing similar crimes, which
emphasizes the need for interagency teamwork and secure sharing of information. In response to these
needs, the Federal Bureau of Investigation (FBI) developed the Violent Criminal Apprehension Program
(VICAP), a national data center designed to collect, collate and analyze investigative data. VICAP
collects data from solved, unsolved or attempted homicides, missing person cases where there is an
indication of foul play and unidentified dead body cases.
The Florida Department of [aw Enforcement (FDLE) agre~l to act as a statewide clearinghouse for
applicable Florida cases. VICAP program guidelines require the approval of the submitting agency
before the FBI may forward VICAP case information to FDLE for inclusion in the Florida VICAP
Database in Tallahassee. For your convenience, this letter includes an enclosed form requiring your
signature as agency head, which will provide the permission needed to have data from your agency's
cases forwarded to FDLE. The inclusion of all Florida cases in the database will allow our analysts to
better serve local law enforcement in linking potentially related cases and establishing state and local
crime trends.
Your participation in this program will simplify our mutual effort to be an integral part of the growing
national network for crime analysis and information sharing. For additional information, contact FDLE
